ANALYSIS:
The line crew supervisor needs a well-equipped truck to serve as both a means of transportation
between job sites and as a general purpose vehicle to safely store tools and deliver materials to
the job sites. Currently, the subject foreman truck is at the end of its useful life, and it is not
equipped with adequate storage space for necessary tools and equipment. The recommended
truck is equipped with traffic control lamps, flashers, rear camera, electric generator, inverter for
charging cordless tools, side storage bins, and longer bed to carry bulky material
Staff recommends waiving competitive purchasing requirements and utilizing the bids received
pursuant to a nationwide bidding cooperative, i.e. Sourcewell (formerly NJPA), which includes
the National Auto Fleet Group as a vehicle provider. To confirm that the recommended action is
truly competitive with local dealerships, Staff obtained a reference bid from Colley Ford in
Glendora, which was indeed higher than that of the national cooperative, as shown below:

FISCAL IMPACT:
The fiscal impact of this purchase is $53,049.41. This purchase was included in the Fiscal Year
2018-19 budget, and there are sufficient funds available under Account No. 33-40-733-920-
7135.
