HomeMy WebLinkAboutD-2 Staff Report - COVID CESF Program GrantSCHEDULED ITEM D-2 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: MIKE BERTELSEN, CHIEF OF POLICE DATE: MAY 18, 2020 SUBJECT: BUREAU OF JUSTICE ASSISTANCE CORONAVIRUS EMERGENCY SUPPLEMENTAL FUNDING (CESF) PROGRAM SUMMARY: The U.S. Department of Justice, Office of Justice Programs' Bureau of Justice Assistance, is offering funding to assist eligible states, local units of government, and tribes in preventing, preparing for, and responding to the coronavirus. The Police Department is submitting the attached grant application seeking $37,355 from the 2020 CESF program. It is anticipated that the funds from this grant will be utilized for the purchase and reimbursement of emergency equipment and overtime necessary to respond to this unprecedented pandemic. There is no local match required for the grant. There is no public hearing required for the expenditure plan. RECOMMENDATION: Staff recommends the City Council take the following actions: 1)Authorize the City Manager to submit a grant application to the U.S. Department of Justice for the purchase of specified equipment, supplies, and personnel costs; and 2)Authorize the City Manager and/or Mayor to execute all contracts, reports, and other documents required for receiving such funds pursuant to the terms and conditions of the U.S. Department of Justice. DISCUSSION: The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA) is seeking applications for the Coronavirus Emergency Supplemental Funding Program. A copy of the grant application is attached and the total award amount is $37,355. Additional certifications will be completed and submitted prior to award acceptance. The grant funds may be spent over a two-year period and the City will serve as the fiscal agent on this grant.
