SUBJECT: ADOPT A RESOLUTION IDENTIFYING THE PROJECTS THE CITY PROPOSES
TO FUND WITH ITS APPORTIONMENT OF 2020-21 ROAD MAINTENANCE AND
REHABILIATION ACCOUNT FUNDS
SUMMARY:
On April 28, 2017, the Governor signed Senate Bill (SB) 1, which is known as the Road Repair and
Accountability Act of 2017, to address basic road maintenance, rehabilitation, and critical safety needs
on both the state highway and local streets systems. The State Controller deposits various portions of
this new funding into the newly created Road Maintenance and Rehabilitation Account (RMRA). A
percentage of this new RMRA funding is apportioned by formula to eligible cities and counties. Prior to
receiving an apportionment of RMRA funds from the State Controller in a fiscal year, cities and
counties must submit to the California Transportation Commission a list of projects proposed to be
funded with RMRA funds. The proposed action adopts Resolution No. 2020-C26 identifying the
projects the City will fund with its apportionment of 2020-2021 RMRA funds.
RECOMMENDATION:
Staff recommends the City Council take the following action:
1)Adopt Resolution No. 2020-C26 identifying the projects the City will fund with its
apportionment of 2020-2021 RMRA funds.
DISCUSSION:
The Road Repair and Accountability Act of 2017 was created by Senate Bill 1, approved by a two-thirds
majority of the Legislature, and signed by Governor Edmund G. Brown Jr. on April 28, 2017. The new
law provides a new and much needed infusion of money to maintain and rehabilitate the state highway
and local streets system. It is projected to raise a total of $54 billion over the next ten years, divided
between state and local governments. Caltrans and other state agencies are due to receive roughly half of
that amount, $26 billion. The other half will go to local roads, transit agencies, and an expansion of the
state’s growing network of pedestrian and cycle routes. The funds will be generated by a combination of

higher gas and diesel taxes at the pump, new road improvements fess assessed on vehicles at the time of
registration, and a special fee on zero-emission vehicles.
The State Controller deposits various portions of this new funding into the newly created Road
Maintenance and Rehabilitation Account. A percentage of the funding is apportioned by formula to
eligible cities and counties pursuant to the Streets and Highways Code. The City is projected to receive
$969,141 in Fiscal Year 2020-2021. Prior to receiving an apportionment of RMRA funds from the State
Controller in a fiscal year, cities and counties must submit to the California Transportation Commission
a list of projects proposed to be funded with RMRA funds. Staff proposes to fund the following projects
with its Fiscal Year 2020-2021 apportionment of RMRA funds:
• Residential Roadway Rehabilitation Project
o This project will rehabilitate the pavement on several residential streets with a Cape Seal
treatment. Those Streets include the following:
1. Aspan Ave from Gladstone St to Paramount St
2. Mason St from Arthur Ave to Noble Ave
3. Dixon St from Arthur Ave to Elliot Ave
4. Arthur Ave from Mason St to Roland St
5. Sally Lee Ave from Renwick Rd to Orkney St
6. Susanne Marie Ct from Sally Lee Ave to End
7. Cindy Lou Ct from Sally Lee Ave to End
8. Mary Ct from Sally Lee Ave to End
9. Fairvale Ave from Fondale St to Armstead St
10. Pasadena Ave from Mason St to Manning St
11. Enid Ave from Gladstone St to Grandview Dr
12. McKinley St from Noble Ave to Cerritos Ave
13. Jackson Ave from Gladstone St to Parkside St
14. Grantland Dr from Gladstone St to Ghent St
15. Gladstone St from Fairvale Ave to Cerritos Ave
o This project will rehabilitate the pavement on several residential streets with a Cape Seal
treatment. Those Streets include the following:
1. Gaillard St from Ranger Dr to End
2. Ghent St from Gaillard St to End
3. Zamara St from Jerez St to Parkside St
4. Mason St from Noble Ave to Pasadena Ave
5. Jerez St from Zamara St to Jackson Ave
6. Torreon Ave Jerez Ave to Parkside Ave
7. Grandview Dr from Enid Ave to End
These road segments were specifically selected since they are identified in the City’s Pavement
Management System Report with a mid-level Pavement Condition Index, meaning the proposed
segments require maintenance to extend their useful life by 10 to 15 years depending on use.

FISCAL IMPACT:
There is no fiscal impact associated with the recommended action. The City is projected to receive
$969,141 in Fiscal Year 2020-2021 from the Road Repair and Accountability Act of 2017.

RESOLUTION NO. 2020-C26
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, IDENTIFYING THE PROJECTS TO BE FUNDED WITH
ROAD MAINTENANCE AND REHABILITATION ACCOUNT FUNDS
WHEREAS, the City of Azusa is eligible to receive Road Maintenance and
Rehabilitation Account (RMRA) Funds, through the California State Controller; and,
WHEREAS, prior to receiving an apportionment of RMRA funds from the State
Controller in a fiscal year, the City must submit to the California Transportation
Commission a list of projects proposed to be funded with RMRA funds; and,
WHEREAS, all projects proposed to receive RMRA funding must be included in
a city budget that is adopted by the applicable city council at a regular public meeting;
and,
WHEREAS, the following project is proposed to be funded with the Fiscal Year
2020-2021 apportionment of RMRA Funds:
Title: Residential Roadway Rehabilitation Project
Description: This project will rehabilitate the pavement on several residential streets
listed below with the proposed treatment.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. Approves programming the Residential Roadway Rehabilitation
Project in the 2020-21 Fiscal Year budget.
SECTION 2. The City Clerk shall certify the adoption of this resolution.
