TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
VIA: SERGIO GONZALEZ, CITY MANAGER
FROM: MATT MARQUEZ, DIRECTOR OF ECONOMIC AND COMMUNITY
DEVELOPMENT
DATE: JUNE 15, 2020
SUBJECT: COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM -
ADOPTION OF RESOLUTION APPROVING PARTICIPATION IN THE LOS
ANGELES URBAN COUNTY CDBG PROGRAM BY ENTERING INTO A THREE
YEAR COOPERATION AGREEMENT WITH THE COUNTY OF LOS ANGELES
BACKGROUND:
Since 1974, the City of Azusa has been a participating city in the Los Angeles County Development
Authority’s (LACDA) federal Community Development Block Grant (CDBG) Program. The mission of
the CDBG Program is to principally benefit low and moderate income persons, aid in the prevention of
neighborhood deterioration and meet other urgent community development needs. The City’s annual
allocation of approximately $411,079 in federal CDBG funds supports activities such as construction of
American with Disabilities Act (ADA) compliant improvements, Housing Rehabilitation, Code
Enforcement and several public service projects.
RECOMMENDATION:
It is recommended that the City Council take the following action:
1) Adopt Resolution No. 2020-C33 approving continued participation in the Los Angeles Urban
County Community Development Block Grant (CDBG) Program by entering into a three-
year Cooperation Agreement for Fiscal Years (FY) 2021, 2022, and 2023 with the County of
Los Angeles; and
2) Authorize the City Manager, or designee, to execute any and all documents necessary for
participation in the Los Angeles Urban County CDBG Program.

ANALYSIS:
In order to continue participating in the Los Angeles Urban County CDBG Program, the City must enter
into a Three-Year Cooperation Agreement with LACDA for FY 2021, 2022, and 2023, and adopt
Resolution No. 2020-C33 authorizing the City Manager or designee to sign the Cooperation Agreement
on behalf of the City Council. The Three-Year Cooperation Agreement with LACDA includes a
provision for automatic renewal annually thereafter.
CONCLUSION:
Staff recommends that the City Council adopt Resolution No. 2020-C33 approving continued
participation in the Los Angeles Urban County Community Development Block Grant (CDBG) Program
by entering into a three-year Cooperation Agreement for Fiscal Years (FY) 2021, 2022, and 2023 with
the County of Los Angeles and authorizing the City Manager, or designee, to execute any and all
documents necessary for participation in the Los Angeles Urban County CDBG Program.
