HomeMy WebLinkAboutE-8 Staff Report - West Wing Remodel Award ContractorCONSENT ITEM E-8 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: MATT MARQUEZ, DIRECTOR OF ECONOMIC AND COMMUNITY DEVELOPMENT DATE: JUNE 15, 2020 SUBJECT: AWARD OF CONTRACT FOR CONSTRUCTION FORTHE WEST WING BUILDING REMODEL PROJECT TO 2A CONSTRUCTION AND AWARD OF PURCHASE ORDER TO CATALYST FOR NEW OFFICE FURNITURE BACKGROUND: City Hall’s West Wing building is home to a total of eight (8) City Divisions; Human Resources, Information Technology, Engineering, Planning, Building, Economic Development, Housing and Community Improvement. The Economic and Community Development Department (ECD) is comprised of 5 City Divisions, which has the largest footprint in the West Wing building, and experiences the most foot traffic due to the nature of business activity with the public. ECD oversees the overall development of the City and its housing stock. The State’s current housing crisis has created additional mandates on cities to approve more housing at a faster rate. As a result of the housing crisis, a total of thirty-two housing bills have been signed by the Governor since 2017 that would mitigate the housing crisis and create more dwelling units in the State of California. One of the bills, Senate Bill 2 (SB 2), created a grant program that allocates funds for local governments either as an over-the counter or competitive process planning grant, to expedite housing approvals. The City of Azusa has been awarded an SB 2 Grant in the amount of $160,000.00 to modernize our overall approval process for housing projects. The first step in this modernization would be a remodel of the West Wing, specifically Economic and Community Development’s workspace and other areas, and to implement a new Land Management System to provide greater efficiency when processing housing and development projects. As such, on March 16, 2020, staff sent out a Notice Inviting Bids to contractors for the West Wing Building Remodel Project. After completing a formal bid process, the proposed actions in this report will award the project to the lowest, responsible bidder and execute the contract documents. RECOMMENDATION: APPROVED CITY COUNCIL 6/15/2020 WWBR-2020-01 – West Wing Building Remodel Award Contract and Furniture Purchase City Council – June 15, 2020 Page 2 of 4 Staff recommends that the City Council take the following: 1) Approve the Award of Contract to 2A Construction of Santa Ana, California for Consumer Services Project WWBR-2020-01 in a total not-to-exceed amount of $209,500.00, plus an allowance of $20,950.00 for potential change orders; and 2) Authorize the Mayor to execute the document on behalf of the City in a form acceptable to the City Attorney. 3) Approve a Purchase Order to Catalyst in an amount not-to-exceed $93,786.51, plus an allowance of $9,378.00 for potential change orders. ANALYSIS: Construction Remodel The new remodel for West Wing Building would include the following: • New flooring throughout the building • New painting throughout the building • New electrical wiring when needed • Remodel of Economic and Community Development The current layout for Economic and Community Development is not efficient and does not have enough public counter space for all five divisions. The Economic and Community Development portion of the remodel would include the following: • New expanded Public Counter. The new expanded counter would create defined counter areas for each of the Department’s five Divisions, and provide an expanded work space to assist a greater number of customers at one time. The current counter is small and does not allow for defined area of each division. • Creation of Three Offices. Currently the housing consultants and business coaching sessions are done off-site. The housing consultants are located in Engineering Division and the business coaching sessions are conducted at the Barnes House/Azusa City Library. One of the offices will be dedicated the housing consultants and business coaching sessions. This will allow for all the Divisions of the ECD to be in one area. • Creation of a new ECD Conference Room. This dedicated conference room space will be used to facilitate meetings with developers, conduct staff meetings, conduct project review meetings, and provide space for other meeting needs. • New furniture. The new furniture layout will create four additional workstations for interns and consultants. The layout will relocate and centralize all five Divisions in the Department. Housing Division consulting staff has has worked in space in another department for the last several years and certain Economic Development Division activities are conducted in other City Hall areas/building. On March 16, 2020, the City Council authorized staff to solicit bids for Project WWBR-2020-01 and public advertisement started on the City of Azusa’s website on March 17, 2020. It was then published in the San Gabriel Valley Tribune on March 20, 2020. Following public advertisement, a mandatory WWBR-2020-01 – West Wing Building Remodel Award Contract and Furniture Purchase City Council – June 15, 2020 Page 3 of 4 pre-bid meeting was held on March 26, 2020, with 15 people in attendance. On April 9, 2020, at the Azusa City Clerk’s Office, bids were publicly opened revealing proposals from 8 contractors. The bids submitted were as follows: 8 Delt Builders, Inc. $ 339,800.00 7 CEM Construction Co. $ 299,200.00 6 H2M Construction, Inc. $ 267,000.00 5 MDJ Management LLC $ 237,500.00 4 RS Construction & Development $ 231,850.00 3 Hoffman Management & Construction $ 221,341.00 2 Corral Construction $ 220,500.00 1 2A Construction $ 209,500.00 After a review of each bid for completeness, along with an evaluation of past projects and references, the lowest, responsible bidder was determined to be 2A Construction. The original bid by 2A Construction was $115,000.00 but after a site visit and discussion with City staff, the bid was revised to be $209,500.00 with a 10% contingency of $20,950.00 for the following reasons: • Additional Flooring Adjustments - Additional square footage (3,000 SF and the flooring will have a 15 year warranty/20 mil commercial grade layer) • Additional Painting Adjustments - Additional square footage (3,000 SF and the removal of wall paper/additional painting coats for the walls, trims and doors) • Additional Public Counter Adjustments - Due to COVID-19 and creating a more germ free environment, the Department is requesting a solid surface that is not porous like quartz Furniture Remodel Furniture in the Economic and Community Development Department was purchased and has been in use for well over 15 years. The furniture which is used daily by customers and employees is worn out, unsafe, and well beyond its useful life. The replacement of the furniture and tables will increase public and employee safety. The furniture remodel would include replace existing workstations; creating additional workstations, new offices, and new conference room. A summary of the bids for the furniture component of the project are shown below: 3 PeopleSpace $ 110,835.45 2 D & R Office Works, Inc. $ 97,178.75 1 Catalyst $ 93,786.51 Streamline Housing Approvals The goal of the West Wing Remodel (specifically ECD Remodel) and the SB-2 Grant is to expedite housing project approvals. This remodel will be a part of a larger comprehensive approach to streamlining housing approvals which will include a new land management system. The Economic and Community Development Department currently has two software systems that support the Building Division and Community Improvement Division. The Planning Division, Housing Division, and WWBR-2020-01 – West Wing Building Remodel Award Contract and Furniture Purchase City Council – June 15, 2020 Page 4 of 4 Economic Development Division have no software and are still paper based when it comes to tracking projects. The new land management system will ultimately support all five divisions and create an easier approval process Citywide. The software will ultimately allow for; online application submittals, online inspection requests, real time project tracking, and much more. In order to expedite housing approvals, the following needs to occur first: • The Framework – The remodel of the ECD will create a framework for new policies and procedures to expedite housing projects. • The Plan – The California Department of Housing and Community Development is administering the Local Early Action Planning (LEAP) Grants. This is an over-the-counter grant that will provide monies for the technical assistance to planning documents like the Housing Element. The City of Azusa’s Housing Element will be updated next year. Therefore, this grant funds The Plan (Housing Element). The Plan will only build on The Framework and allow for The Implementation to thrive. • The Implementation – The ECD will have new land management software that will give more transparency and expedite the overall process. This new software will encourage new policies and procedures to better implement The Plan (Housing Element). The overall remodel of ECD will also create a more streamlined process and one stop shop for all development needs. FISCAL IMPACT The proposed total project amount is not-to-exceed $303,286.51 for the remodel and furniture. Funding for the remodel was included in Five Year Capital Improvement (CIP) Budget FY 2019-2020 account number 10-80-000-625-7120 project 66620A in the amount of $160,000.00. Upon City Council approval, staff will amend fund budget to increase the project amount cost by $20,950.00 which is 10% contingency. This amount will only be used if change orders occur during the construction phase of the project. Funding for the furniture and public counter is being paid by the SB-2 Grant, in the amount of $141,786.51 The City was awarded on April 24, 2020 the SB-2 Grant in the amount of $160,000.00. The Department has determined that the application submitted in response to the Notice of Funding Availability released on March 28, 2019, meets Program requirements. This letter, therefore, constitutes a conditional commitment of an award in the amount of $160,000. The Program reflects the State’s commitment to work in partnership with local governments to address California’s critical housing needs.
