The City Council of the City of Azusa met in regular session
at the above time and place
Mayor Ortuno called the meeting to order and led in the salute
to the flag.
Invocation was given by Rev. James M. Fincher of Calvary
Lutheran Church.
Present at Roll Calls Councilmen: Memmesheimer, Cooney,
Jackson, McLees, Ortuno

Moved by Councilman Memmesheimer; seconded by Councilman Cooney
that the low bid of Biszantz Ford be accepted as recommended,
providing the sale is mads in. the City of Azusa; otherwise, the
bid of Hal Greene Che�,Ilrolet be accepted.
Motion carried by the following vote of Councils
AYES: Councilmen: Memmesheimer, Cooney, Jackson, McLees
NOES: Councilmen: Ortuno
ABSENT:Councilmen: None
Mayor Ortuno stated that he voted "No" because it is his opinion
that a lower figure should have been obtained, considering the
use of the vehicle.
The report of the Gold -Thompson Salary Survey (Part II), having
been tabled from the meeting of May 20th for further study,
was presented to Council.
Moved by Councilman Memmesheimer, seconded by Councilman Cooney
and unanimously carried that the report on Employees Salary
Survey of Gold -Thompson & Co. be accepted with the one change
recommended by the Personnel Board, and that any necessary
documents be prepared.
The evaluation reports referred to in the May 15th communi-
cation from the Personnel Board having been completed and
forwarded to the rersonnel Clerk, no action was taken by
Council.
A proposal was received from Robert L. Gold, President of
Gold -Thompson and Company, Inc., for a general administrative
survey and consulting services which will primarily study the
proper organizational and staffing requirements of the City,
with a formal written report to be completed in 45 to 60 days
from date of authcrization, at a cost of $4,650.
Moved by Councilman. McLees, seconded by Councilman Cooney and
unanimously carried that Gold -Thompson and Company, Inc., be
authorized to proceed with the survey as outlined in their
letter.

Planner, having been tabled for further study from the meeting

As requested by Council at its May 20th meeting, a recommen-
dation was submitted by the Planning Commission to revise the
wording of the proposed amendment in Planning Commission
Resolution .324.
Moved by Councilman McLees, seconded by Councilman Memmesheimer
and unanimously carried that the hearing be closed.
Moved by Councilman McLees, seconded by Councilman Cooney and
unanimously carried that the recommendation of the Planning
Commission be approved and that the City Attorney be instructed
to prepare the necessary Ordinance.

The Acting City Engineer explained that at the present time
plans are ready for the improvement of Cerritos Avenue as a
secondary highway from Arrow Highway to Gladstone Street,
at an estimated cost of $63,000,
Moved by Councilman McLees, seconded by Councilman Cooney
and unanimously carried that Acting City Engineer be authorized
to apply for additional funds from the State Division of High-
ways to complete the project for reconstruction of Cerritos
Avenue between Gladstone Street and Arrow Highway.

ordinance be continued until the meeting of July 1st in order
to give the Acting City Engineer sufficient time to submit a

A communication was received from the Azusa Chamber of Commerce, C of C
requesting Council consideration regarding selection of a Golden Day
Queen to represent the City of Azusa for the year 1963-64 and Festival &
the annual Golden Days Festival, including a parade, Queen Queen
Contest and other Civic Activities,
Mr. Leo Co Nasser, 1131 North Sunset Avenue, Chairman for the
Golder.. Days Committee, appeared before Council and stated that
at the present time there is approximately $130 balance in the
Golden Days Committee Fund, and solicited Councils desires
regarding a celebration for Golden Days for 1963,

to proceed with a contest to select a Queen to represent

City Attorney Williams informed Council of Assembly Bill No.AB261o,

the City Administrator write a letter to the Azusa Unified
School District and to the City of Covina, outlining the
reasons for filing the request for annexation and stating that
the City would be favorable to annexation of the property at
any future time if the City of Covina should so request.

A communication was received from the Lo A. County Road Agmt, re:
Department requesting execution of an Agreement between the Crossing
County and City regarding School Crossing Guard Services on Guard
Lark Ellen Avenue at Little Dalton Wash. w/L.A. Go.
Council was informed that the Crossing Guard is hired by the
County and paid at the rate of $1081 per hour for a six -hour
day, with the City sharing 50% of the expenses.

It was the opinion of the City Attorney that the County Flood Re:Agmt.
Control District has not the same identical interest to pre- W/J.John-

The City Administrator presented the preliminary proposed Prel.Prop.
Budget for 1963-64 to Council Budget
Presented
'Mayor Ortuno tentatively set June 18th and 19th for Budget
meetings, with the Light and Water budget to be reviewed
on June 18th.
The City Administrator requested permission of Council to use
the City vehicle provided for administrative purposes, and
furnish the gas and oil to commute to and from Bellflower
until his family arrives from the East.
Moved by Councilman Memmesheimer, seconded by Councilman Cooney and
unanimously carried that permissions. be granted as requested. C.A.Grtd.
