The City Council of the City of Azusa met -in adjourned session for budget study at the above time and place. Mayor Ortuno called the meeting to order. Call to Ord. Present at Roll Call: Councilmen: Cooney, Jackson, McLeese.,�- Roll Call (� '1163 Absent: Councilmen: Memmesheimer Also Present: City Administrator Foxworthy,• Miss Johnson; Librarian; City Treasurer Watkins, Manager Hanson of the Chamber of Commerce, Deputy City Clerk Roehrich The budget requests of the Library were presented by Miss Library Johnson, Librarian, for Council consideration. Miss Johnson Budget submitted a breakdown of the budget requests and explained the Acct -5510 items presented. Councilman Memmesheimer entered the meeting at 7:14 P.M. Discussion was held regarding the increase in salaries and wages, due to the need of an Assistant Librarian, plus vari- ous other phases of the budget requests. Councilmen Cooney and McLees left the meeting at 7:43 P.M. The budget requests of the Treasurer were next submitted for the consideration of,Council, with Mr. Watkins appearing before Council to explain the various items,'.totaling $5125. The Chamber of Commerce budget requests were presented for Council consideration, and Mr. F. Hanson, manager of the Chamber, appeared to explain the requests, inoluded..under Community Promotions. After discussion re: contributions to the San Gabriel Valley Symphony Association and Citrus Guild of Musical Arts, it was Moved by Councilman Memmesheimer, seconded by Councilman Jackson and unanimously carried that the City contribute only to the San Gabriel Valley Symphony Association, in the sum of $200, under an agreement to be prepared by the City Attorney whereby the Association.would provide certain services for the City. It was agreed that this contribution would not be handled through the Chamber of Commerce. After discussion re:.reimbursement to the Azusa Aztec Band for their trip to the Maytime Band Review, it was suggested that the Band publicize the name of Azusa, in return for which the City would agree to pay a certain sum. Moved by Councilman Jackson, secgLded by Councilman Memmes- heimer and unanimously carried that $300 be left in Account 5100, Object Account,#260, for Maytime Band Review; also that $1500 be left in`for Christmas Lighting and Decorations. After discussion re: letter from Treasurer of Diamond Jubilee and recommendation from the City Administration, it was agreed that any decision regarding Golden Days celebration be post- poned, and that the sum of $9,775, requested for the Chamber of Commerce budget, be accepted for -the time being. Budget Aect.5060 1 1 :491 CITY HALL AZUSA, CALIFORNIA TUESDAY, JUNE 25, 1963 Page 2 After discussion res Object Account #26o, -it was moved by-` Councilman Memmesheimer, seconded by Councilman Jackson and unanimously carried that Council agree to the increases in salaries of both the City Attorney and the Assistant City Attorney, and also to the contingency of $1,000 for litiga- tion and $60 for Local Ordinances of L. A. County. After discussion re: Object Account #330, it was moved by Councilman Memmesheimer, seconded by Councilman Jackson and unanimously carried that participation in attendance at League of California Cities Conference be increased $120 to a total of $300. Council requested that the City Administrator obtain a break- down in detail from Clyde Blanchard of what the City has covered by insurance and to what limits. Moved by Councilman Memmesheimer, seconded by Councilman Jackson and unanimously carried that the correctionsrecom- mended by the City Administrator. in Account 5131 be accepted. The budget requests of the Personnel Department were pre- Pers.Dept. sented for Council consideration. Budget for consideration of Council. Cn m It was further moved by Councilman Memmesheimer, seconded by Councilman Jackson and unanimously carried that a new Object Account #420 be added for remodelling two rooms in the old Fire Station, in the amount of $900. The City Administrator presented the budget requests on Insurance Insurance, and asked that $9,046 be added to this budget, Budget ' making a new total of $60,596, due to various changes in (Acet.5131) Object Account #310. Stores(Acet Council requested that the City Administrator obtain a break- down in detail from Clyde Blanchard of what the City has covered by insurance and to what limits. Moved by Councilman Memmesheimer, seconded by Councilman Jackson and unanimously carried that the correctionsrecom- mended by the City Administrator. in Account 5131 be accepted. The.City Administrator presented the budget requests on Mem- Membership bership and Dues, and also on Refunds on prior year revenues, (Acet.5137) for consideration of Council. Refunds (Acct -5140) Budget requests re: Telephone and Switchboard were presented Tele. and by.the City Administrator, and a request was made that Object Switchboard Account #206'be increased by a provision for.phone reimburse- (Aect.5141) ment for the City Administrator. Moved by Councilman Jackson, seconded by Councilman Memme- sheimer and unanimously carried that the sum of $80 be added to Account 5141, Object„Account #206, for_phone reimbursement f,.or.City Administrator.; Budget requests re: Retirement were submitted`by the City Ad- Retirement ministrator for Council consideration. Acet.5142 ' Budget requests re: Central Stores were presented for Council Central consideration by th6,City Administrator, with recommended Stores(Acet changes. 43.5190) Budget requests re: Tax Collection were presented for Council Tax Coll. consideration by the City Administrator. Acet.5195 Central Garage budget requests were presented by the City Ad- Cen.Garage ministrator for Council consideration. Acct. 5720 4.92 1 1 493 CITY HALL AZUSA, CALIFORNIA TUESDAY, JUNE 25, 1963 Page 3 i After discussion regarding the elimination of the request for one 2 -post lift; in the amount of $1,450, from Object Account #440, as this equipment has already been purchased, it was Moved by Councilman Jackson, seconded by Councilman Memme- sheimer and unanimously carried that Object Account -#440 be reduced to $1,560, making a total budget of $16,856. Moved by Councilman Jackson, seconded by Councilman Memme- sheimer and unanimously carried that the changes be made as recommended. 00 The City Administrator presented budget requests of Council, Council with the recommendation that there be an increase of $25 for Acct -5010 Admin. each Councilman: attendance at the League of California Cities Conference in San Francisco and Institute meetings, thus #245 for.use of his own car at $90 month,amounting to $1080. changing the total.of Object Account #330 to $2,490. Moved by Councilman Jackson, seconded by Councilman Memme- sheimer and unanimously carried that the changes be made as recommended. 00 The budget requests re: Administration were next presented Admin. for Council consideration. The City Administrator requested Acct -5020 that two new Object Accounts be added, as follows: #245 for.use of his own car at $90 month,amounting to $1080. pp #260 for census by State Director of Finance, $500. The City Administrator also recommendedthatthe request to the State Director of Finance for census be delayed until the fall in order to include new residents of apartments. Moved by Councilman Memmesheimer, seconded by Councilman Jack- son and unanimously carried that the recommended changes .be accepted. The City. Administrator next presented the budget requests re: B1dg:Reg. Building Regulation for the consideration of Council. Acct -5230 Civil Defense budget requests were submitted for Council con- Civil Def. sideration, and the following changes were recommended: Acct -5250 Obj. Acct.#230 be reduced 50 - #235 25 #26o50 #420. . #440 $150 and that the amount set aside for temporary employees be changed to $936. Moved by Councilman Memmesheimer, seconded by Councilman Jackson and unanimously carried that the recommended changes be accepted. The budget requests re: Street Construction were presented Street Con. for consideration of Council. Acct -5329 Moved by Councilman Memmesheimer, seconded by Councilman Jackson and unanimously carried that the budget be accepted. ' The next item presented for Council consideration was the Waste Coll. budget request re: Waste Collection. It was recommended that Acct -5350 Object Account #260 be reduced by $10,000, making the total budget $104,000. Moved by Councilman Memmesheimer, seconded by Councilman Jackson and unanimously carried that the recommended change be accepted. The budget requests re: Street Lighting were submitted for St.Lighting consideration of Council. The budget requests re: Traffic Signals were presented for Traffic Sig. Council consideration. It was recommended that Object Acct -5371 Account #260 be increased $750, making the total budget, $4,750. Moved by Councilman"Jackson; seconded by Counbilman Memme sheimer and unanimously carried that the recommended change be accepted-._ The budget requests re: Health Services were submitted for Health Serv. consideration of Council. Acct -5410 An analysis of the water rates by Superintendent Smith was L&W Revenue submitted, and the summary of revenue estimates and Light & & Summary Water summary was amended. Regarding the appearance of Diamond Jubilee Queen Karen D1a.Jub. Kirmsse in the contest to choose Miss California which takes Queen Karen place on Saturday, June 29th, it was Kirmsse Moved by Councilman Memmesheimer, seconded by Councilman Jackson and unanimously carried that a telegram be sent to Miss Kirmsse by Mayor Ortuno, wishing her success and best wishes in the contest.
