Mayor Ortuno called the.meeting to Order and led in the salute Call'to to the flag. Order Invocation was given by Rev. Fr. Gerald Rodin of St. Frances Invocation of Rome R. C. Church. Mayor Ortuno requested one correction in the Minutes of June 25th: that .his name be entered as being present at Roll Call. The Minutes of June 12, 18 and 19 were approved as written, and the Minutes of June 25th were approved as corrected. The Personnel Board submitted a report relating to the letters received from employees on salaries, which had been referred by Council to the Board for consideration. A further communication was,received from Police Chief Kendrick requesting authorization of military leave.for Police Officer Herp, who has.been,ordered to report for active duty at'Alameda, California, July.21st - August 3rd. Officer Herp is entitled to salary during ths;'period as he has been.employed by the City for over one year, Moved by Councilman Memmesheimer, seconded by Councilman Cooney and unanimously.earried that the request be approved. The City Administrator submitted the Annual Report of the Police Department for 1962. Moved by Councilman Memmesheimer, seconded by Councilman Cooney and unanimously carried that the report be filed. City Administrator Foxworthy submitted a request for confirma tion of the appointment of Robert Cook as probationary Fireman; effective July 81 1963, to fill a vacancy caused by the.resigna- tion of probationer Fireman Richard L. Norton,effective July 1, 1963, Moved by Councilman Memmeaheimer, seconded by Councilman Cooney and unanimously carried that the above request be approved, sub- ject to satisfactory passing of the physical examination. The City Administrator submitted a further request for confirma- tion of the appointment of Miss Carole Zichichi, No. l on the eligibility list, as probationary Junior Typist -Clerk in the Administrator's Office, effective June 24,-1963, at Step 1. Moved by Councilman Cooney, seconded by Councilman Memmesheimer and unanimousl* carried that the appointment be approved. A recommendation was received from Acting City Engineer Sandwick that a portion of Glenfinnan Avenue, in Tract 27346, be vacated, as the State Division of Highways denied permission for the intersectlQn of Glenfinnan Avenue and Foothill Boulevard and, therefore, tbere is no need for the portion of Glenfinnan Ave. between Foothill Blvd. and the north line of the subdivision. Moved by Councilman Memmesheimer, seconded:by Councilman Cooney and unanimously carried that the City Attorney be authorized to prepare a Resolution for the vacation of the portion of Glen - finnan Avenue which is 'no longer,needed by the City. A report was submitted by the Acting City Engineer,on cost for utility connections to the new Boy Scout House, which totals approximately $245. Authorize the City. Clerk to advertise forbids for the annual supply of asphaltic paving materials; with. specifications to be supplied by the Public Works Department. Moved by Councilman Cooney, seconded by Councilman Memmesheimer and unanimously carried that permission be granted to advertise for bids on asphaltic materials, -: 'with bids':to'be opened at'' 10:00 A.M. on July 15tH and action to be taken by Council at the meeting that night. The'hour of 7:30 P.M. being the t1he'"6et for the`publie hearing ' on an appeal to'the'reeommended Variance from the"required front, side and rear"yard`=requirements, requested by Edsal Corp. so as to construct an Iapartment house complex on the.south side of- Alosta Avenue, west of Ben Lomond Avenue,.the hearing was de- clared opened by the Mayor. The City Clerk presented the Affidavit of Proof of Publication of Notice of this Public Hearing, and stated that'an appeal was received on June 14, 1963, from Salvatore P. Osioa president of Edsal, Inc. The City Clerk further stated that a second appeal was received on June 21, 1963, from 20 residents in the area of the requested variance. The City Planner read in full his memo to the Council in reply to the appeal received from the 20 homeowners, and also stated the variance permitted a reduction in the side and rear yard setbacks, allowing a 51 rear yard setback and a 5' side yard setback on Alosta.Ave.; however, Council.had stipulated that the setbacks be 5+ on Alosta Avenue and 101:on Hollyv.ale Street, and that Calera Avenue remain 10' and should be considered the . front yard. Mr. Salvatore Osio, president of Edsal, Inc.,., appeared before Council and stated he filedan appeal so Ias not to accept the variance given by the Planning Commission for the reason there was a possibility that Mr. Soelberg would be induced to dedicate his share of his property for street purposes,and to see if Council wished to get an Basement or have the property deeded in fee simple to the City. Mrs. Charles Rupert, 6262 Calera Avenue, appeared before Council and stated she wished to go on record as withdrawing all .of her objections to this development. An Extension of the Agreement between the City and the Visiting Ext.of Nurse Association of Azusa, under date of December 2, 1957, was Agmt.bet. prepared, which extended the Agreement for an additional period City and of 5 years ending November 30, 1967, on the same terms with a Visiting cancellation clause. Moved by Councilman Memmesheimer, seconded by Councilman Cooney and unanimously carried that the Mayor be authorized to sign the Extension of Agreement with the Visiting Nurse Association. City Attorney Williams told Council he had discussed the Precise Prec.Plan Plan Ordinance with the City Planner and some recommendations reeomm.to have been made. A further recommendation was su buitted by'the Superintendent of 'Public Works res cleaning weeds and debris on parkways in front of both developed'and undeveloped"property, which program costs the City approximately $5,000 yearly. Photographs were sub- mitted for Council's examination which showed how the Public' Works Department has`been keeping parkways cleaned at the City's expense. It was agreed by Council that this recommendation re: parkway clean-up be taken --up at the August, 5th meeting. The Acting City Engineer submitted a report res action taken'by Council on February 18, 1961, regarding development of Dalton Avenue between 13th Street and Sierra Madre Avenue, showing M cost estimates to City of'$9,054. Moved by Councilman Cooney,seconded by Mayor Ortuno and P-4 unanimously carried that this matter be tabled until a full Council is.present, which possibly may be on August 5th. In accordance with Council.policy, Council members were advised in a communication from the Superintendent of Light and Water that permission had been granted to Southern California Edison Company to serve electrical energy at property located at'314, 316; 318, 320 and 322'S."Motor Avenue (Lots'5, 6,-7 and 8, Block 3, Tract 8507), requested by Swann Manufacturing Co. 'A communication was received from Paul Sefcik, requesting a business license to operate a family type billiard and pool recreational center in Edgewood Shopping Center. Mr. Sefcik appeared before Council and stated there is an es- tablishment operating in West Covina Plaza which is similar to the one he requested. After discussion regarding closing hours and age limit, it was Moved by Councilman Memmesheimer, seconded by Councilman Cooney and unanimously carried that the City Administrator and the Chief of Police visit the establishment in West Covina Plaza, and submit their recommendations to Council. The City Administrator submitted an Insurance Schedule for the City, compiled by Clyde Blanchard and Associates. After discussion re: comprehensive general liability coverage, including automobiles, it was Moved,by'Councilman Cooney, seconded by Councilman Memmesheimer and unanimously carried that the City's Comprehensive General Liability Insurance, including automobiles, be increased to 'one million and two million dollars on Bodily Injury, and to $200,000 on Property Damage. The City Administrator discussed the report on the Diamond Jubilee expense, which information had been submitted previ- ously, and explained that the cost of"conducting a celebra- tion this year, if only for establishing a Queen, would amount to $1,000 to $1,200. Due to time limit, it was recommended that consideration be given to the Golden Days Queen Contest only this year, instead of the usual celebration. A. Holmes from the Police'Reserve Corps, effective July 1, 1963,_ and that his name be removed from the payroll. Moved by Councilman Memmesheimer,•-seconded-by-`Councilman Cooney and unanimously carried that•the request of the'Chief- of Police be granted and that the resignation of Reserve Officer Holmes be.accepted. The City Administrator submitted a request from'the Superin- tendent of Public Works that authorization be'granted to' employ a High School student on a part-time babis�-for park maintenance work, because'of the'hot weather,vacations and injury of a Park Maintenance Man. This authorization would -- merely cover the"period until the injured man is able to re- turn to work. Moved by Councilman Memmesheimer, seconded by Councilman Cooney and unanimously carried that the Superintendent of Public Works be permitted to hire a student;. as requested, to fill in for the necessary interim period, The City Administrator notified Council -he had received a letter from the Southern California Edison Co., inviting him to visit their hydro plant -in Big Creek in the High Sierras on August 7th; 8th and 9th. Moved by Councilman Memmesheimer, seconded by Councilman Cooney and unanimously carried that permission to attend be granted. The City Clerk submitted a request from Temple Sholom of East San Gabriel Valley for use of the Auditorium for religious services during the _Jewish High Holy Days on September 18, 19, 27 and 28, at the usual rental rate. After discussion, it was moved by Councilman Memmesheimer, seconded by Councilman Cooney and unanimously carried that permission be granted:if satisfactory arrangements can be made for September 18th.,.which normally.would be the date for the Planning Commission.meeting in the..Auditorium. Notice was received from the Department of Alcoholic Beverage Control of transfer of application for On -Sale General License for Public Premises to H.W. and M.V. Birdsong, and H.W. and M.M. Harriman, from Al -Jean, Inc., for business to be completed 30 days after approval and to be located at 347 S. Irwindale Avenue. The City Clerk informed Council that the E1 Monte Office`of the Department of Alcoholic Beverage Control phoned his office and stated that the hearing on several protests res application for 0£f -Sale Beer and Wine'Llcense at 300 N. Dalton, requested by Eloise T. Spiegel, is to be held in the Civic Auditorium on August 20th at 10;00 A.M. Mr. Marvin Boyer, 1831 Root Ave., West Covina, appeared before Council as a representative of the 4x8 Square Dance Club. Mr. Boyer stated the Club has been having their dances at the Azusa Women's Club, ignorant of the fact that a dance permit is required at an annual fee of $120. He also stated that unless some amendment or provisional permit for square dancing can be made, they will have to move to another commun- ity.
