The City Council of the City of Azusa met in adjourned session at the above time and place. Mayor Ortuno called the meeting to order. Present at Roll Call: Councilmen: Memmesheimer, Cooney, MoLees, Ortuno Absent: Counoilmen: Jackson Also Present: City Administrator Foxworthy, Supt. of L&W Smith, City Clerk Miller After discussion regarding salaries and job classifications submitted by Hold -Thompson, it was moved by Councilman Cooney that the matter of hazard pay or clothing allowance be turned over to the Personnel Board for study. Motion failed for lack of a second. Call to Ord Roll Call 0 A Resolution was prepared, "amending Section 1 of Resolution Res.4526 No. 41310 re: positions and salaries in City employment, amending effective as oP July 1, 1963 salary Councilman Cooney offered the following Resolution entitled: complement sec. to A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING budget & salary RESOLUTION N0. 4131 RELATING TO POSITIONS AND SALARIES IN THE survey CITY EMPLOYMENT. Moved by Councilman Cooney, seconded by Councilman MoLees and unanimously'oarried that further reading be waived. The City Administrator submitted a memorandum re o fixing the amount of money to be raised by taxation for 1963-64, with a recommendation of the Accounting Director and himself that suggested Plan "A" be adopted by resolution. Moved by Councilman Cooney, seconded by Councilman MoLees and unanimously carried that the recommendation to accept Plan "A" be adopted. A Resolution was prepared establishing the amount of money Res.4527 to be raised by taxes for 1963-64. eatab.amt. A communication was received from Police. Chief Kendrick, Resign of requesting confirmation of the appointment of Probationary L. Jacobson Police Officer Lloyd Jacobson, from the eligibility list, from Police i effective September 1, 1963, at Step #1. Mr. Jacobson will Reserve Corp fill the vacancy created by the resignation of Probationary & E.Osko Police Officer Eugene Osko, effective August 31, 1963. from P.D. i A second communication was received from the Police Chief requesting Confirmation of the appointment of Eugene Osko Appt.of L. to.the Police Reserve Corps, effective September 1, 1963. The Planning Commission submitted a request for Council to Pl.Directr. re -consider their request of August 19, that Commission & P.C.Chrmn. Chairman Solem and Planning Director Eaton be authorized to author.to attend the League of California Cities Conference.in October. attnd LCC. The Seattle Conference attended by Mr. Solem and Mr. Eaton Conf. in was held during the 1962-63 fiscal year, and the Planning 'October Commission has made no request for attendance at a national conference.during the 1963-64 fiscal year. Moved by Councilman McLees,..seconded by Councilman Cooney . and unanimously carried that the request of the.Planning ' Commission be granted. The City Administrator gave an oral.report relative to the Report re: , request of John Abdelnour for changing entrance and exit Chngng;" and parking.lines in the City -owned parking lot in the @lignment of 700 Block on Azusa Ave. Mr..Abdelnour informed Supt. of Pkg.Spas. Public Works Brusnahan that he has already contracted to In City - have a block wall installed between the two parking lots, owned lot and is going to make provisions in this construction to chain off his lot from -time to time. If this construction is done, the continuance of the present alignment of parking spaces in the City lot would create considerable confusion. Supt. Brusnahan recommended that the Public Works Department be inatructed to change the alignment of parking spaces and j 1 Z CITX HALL AZUSA,.CALIFORNIA TUESDAY, AUOUST 27, 1963 Page 3 to provide protection to the new block wall but suggested this work be held off until the middle of,September, at which time the Public Works Department would normally be patching, sealing and re -lining the lot..- No action was taken by Council between 30 and 60.days,•a further check will be made to determine that compliance is being met,-thub.allowing for.,. The City Administrator submitted.e report'on the action, Report re: "double occupan^.y". After these changes, Mr. Krutoff will taken in connection with a memorandum from the Planning .. zoning Director, presented to Council at its August 19 meeting,. violations will be referred to the District Attorney's office.. No indicating violations occurring.at the Krutoff Apartments . at Krutoff which are located north of Azusa High School between . Apts. Chief Kendrick regarding Gerald 0. Goldschmidt, applicant Cerritos & Rockvale Avenues. Subsequently, City Administrator for Taxi Driver's.Permit. 'A copy of the.letter from Chief Goldschmidt Foxworthy and Planning.Director Eaton visited the apartments for Taxi substantiating the recommended denial of permit, due to in question and discussed the problem with Mr. Krutoff, Vice further examination of the records. Mr. Krutoff then (denied) Moved by Councilman Cooney, seconded by Councilman submitted a letter stating that 385 North-Rockvale will have Memmesheimer and unanimously carried that Police Chief a maximum of .70 full-size units, and 370 North Cerritos will . permit be, denied., have a maximum of 43 full-size units, with 113 garages, • making one of these carports for each apartment. After d� discussion of -this action with the City Attorney, the City Administrator felt that reasonable time should be allowed for his compliance on the zoning violation, which remodelling will not be too much of,a ,fob. However, at some period between 30 and 60.days,•a further check will be made to determine that compliance is being met,-thub.allowing for.,. the removal of tenants presently involved In so-called , "double occupan^.y". After these changes, Mr. Krutoff will comply with the parking regulations. If the work required is not completed within .the required period, this,matter will be referred to the District Attorney's office.. No action taken by Council:. . The City Administrator submitted a communication from Police' Re:applic. Chief Kendrick regarding Gerald 0. Goldschmidt, applicant of Gerald for Taxi Driver's.Permit. 'A copy of the.letter from Chief Goldschmidt Davis of the E1 Monte Police Department'was also, submitted,. for Taxi substantiating the recommended denial of permit, due to Driver's further examination of the records. Permit (denied) Moved by Councilman Cooney, seconded by Councilman Memmesheimer and unanimously carried that Police Chief Kendrick's original recommendation be upheld and that a permit be, denied., The City Administrator presented an oral report on the action of the Chamber of Commerce regarding,an ad in the Azusa Herald special edition on the Citrus College Stadium dedication The Chamber of Commerce is not in a position to participate in this issue since no funds have been allocated for this purpose. As the Azusa Herald requested an answer by August 29th regarding an advertisement by the City, the City Administrator asked if the City wished to participate. After discussion, it was moved by Councilman McLees, seconded by Councilman and unanimously carried that the City take a one-half page advertisement in the commemorative edition of the Azusa Herald. It was suggested that the advertisement be worked out by the City Administrator and the 'Azusa Herald. The City Administrator stated that possibly a resolution -could be prepared for the September 3, 1963 meeting. City to take j page ad in spec.ed. of Az.Her. on Citrus Coll.ded. 1 1 CITY HALL AZUSA,-CALIFORNIA TUESDAY, AUGUST 27, 1963 Page 4 95 A communication was received from Jim Ferguson, Commander Req. by of the Veterans of Foreign Wars', Azusa Post 8070, requesting' V.F.W. to permission to install Flag standards on Foothill Blvd. and Proceed Alosta Ave. (Route 66) from Irwindale to Ben.Lomond Avenues, with Ave. without any cost to the City. The.target_date for the first , of Flags mass display of the American;flage is Veteran's Day, Proj.-for November 11th.- Arcadia, Monrovia, Duarte, and Glendora are Hwy. 66 included in the project, and cities on'Highway 66 all the in Azusa way to Chicago are also planning to participate.`. bus.lie. Jim Ferguson,'Commander of the V.F.W. Azusa Post, appeared `- Robert Conn to operate a place of entertainment known as before Council; stating they intend to solicit donations from industries'and citizens of Azusa until they have: sufficient funds to purchase flags and equipment, and reported that, after investigation of a similar" business requested permission from Council. The American Legion Post 180 and the V.F.W. will take care of the flags, see that they are put up and taken down, and will take out objection to the request being granted, provided" there is liability insurance to cover their Posts and the City as co-insured. Robert Conn to operate a place of entertainment known as Lemon Tree The Lemon Tree, at 716 North Azusa Ave. Chief Kendrick reported that, after investigation of a similar" business located in Upland and operated by Mr. Conn, he has no objection to the request being granted, provided" there is no public dance participation. ' Moved by Councilman Cooney,' seconded by Councilman McLees and unanimously carried that the business license requested by Mr. Conn be approved.
