The City Council of the City of.Azusa met in regular session
at the above time and place.
Mayor Ortuno called the meeting to order and led in the
salute to the flag.
Invocation was given by Rev. Gilbert Allan of:'.the Church
of Christ.
Present at Roll Call:,_Councilmen.'Memmesheimer, Cooney,
Jackson, McLees, Ortuno.
Also Present: City Administrator Foxworthy,.City,
Engineer Sandwick, Superintendent of
Light & Water Smith, City Clerk Miller
The minutes of the adjourned meeting of -August 27,, 1963 were
approved with correction on Page 3, designating the name of
d' Councilman seconding motion, to insert name of "Cooney".

The Council's decision on the pre -zoning upon annexation of
three lots, comprising Southerly Annexation District No.53,
was considered at this time.. The public hearing was closed
on October 7, 1963, and the subject referred to the Planning
Commission for a recommendation to be presented at the
meeting of October 14, 1963. A communication from the
Planning Commission was read reaffirming their recommenda-
tion of C-2 zoning on Lots 1 and 2 and R -lo zoning on Lot 3
of the proposed annexation.
Moved by Councilman Cooney,. seconded by Councilman McLees and
unanimously carried that the recommendation of the Planning
Commission be accepted and .the City Attorney be instructed to
prepare the necessary Ordinance to establish the recommended
zone change upon annexation.
City Attorney Williams arrived and was seated at 7:50 P.M.:
A communication was received from Dr. Bell,Superintendent
of the Azusa Unified School District, requesting Council
consideration of annexing approximately 37.44 acres of
land on the south side of Sierra Madre, east of.Azusa Avenue
to be used for the future location of a third high school in
the district. A portion of the proposed site of 40 acres
is now within the City limits.
Moved by Councilman Memmesheimer, seconded by Councilman
McLees and unanimously carried that the City Clerk be
instructed to refer the boundary description to the Boundary
Commission and LAFCOM for consideration.
The hour of 7:30 P.M. being the time set for the public
hearing on the proposed zone change from zone "C to zone
"R-3" on property located at the southwest corner of Alosta
and Rockvale Avenue, petitioned by John R. McCruden, the
Mayor declared the hearing opened.
The City Clerk presented the Affidavit of Publication of
Notice of the Public Hearing, and stated that no communica-
tions had been received.
Relative to the zoning petition, John R. McCruden, 222 Calmada
Street, Whittier, appeared before Council and stated that the
reason for the request for change of zone is to relieve the
owners from additional expense since the zoning places the
property in a different Fire zone, and that the property is
already more than 50% developed as R-3, the change of zone
would better suit the development.

hearing on the roposed amendment to Article IX, Chapter 2 amend M.C.
(Zoning Chapter} of the Municipal Code relating to .the rezones Ria,
creation of three.muiti-family residential zones,(.R3a, R3b R3b, R3c
and R30), initiated by the.Planning Commission and recom-
mended by Planning Commission Resolution No'..356,.the
hearing was declared.opened by the Mayor.
The City Clerk presented the Affidavit of Proof of Publi-
cation of Notice of Public Hearing, and stated that no com-
munications were received with reference to -the amendments.

City Planner Eaton explained that,the amendment.would offer
a flexibility of.density,in the multiple family..zone.. The
R3a would have a requirement of 2000 square feet per dwelling
unit, R3b would require 1500 square feet per dwelling unit,
R3c would require 1200 square feet per dwelling,unit.

and unanimously carried that the hearing be closed..
An Ordinance was presented amending Section 9210 of the
Municipal Code relating to Multiple Family Residential
zones, and Section 9210.40 of the Municipal Code rrelating
to Minimum Lot Area Per Building Unit.
Councilman Memmesheimer offered for first reading the
following Ordinance entitled:'
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY"OF AZUSA
AMENDING THE ZONING CHAPTER OF THE AZUSA MUNICIPAL RODE
TO ESTABLISH R3a; R3b AND R3c ZONES.
Moved by Councilman Memmesheimer, seconded by Councilman
Cooney and unanimously carried that further reading be
waived.
The hour of 7:30 P.M. also being the time set for:the public
hearing on the proposed amendment to Article IX, Chapter 2
of the Zoning Chapter of the Municipal Code regarding the
prohibition of residential uses in "C-2" and "C-3" zones,
the Mayor declared the hearing opened..
The City Clerk presented the Affidavit of -Publication of
Notice of the Public.Hearing, and stated that no communica-
tions were received regarding the subject.
The Planning Commission, by Resolution No.,354, recommended
the proposed amendment in order that development of com-
mercial zones can be better controlled, and would deter
residential development, and.would require conditional use
permits for developments such:as,. boarding houses and rest
homes.

etc.), the Mayor declared the hearing opened.,
'The City Clerkpresented the Affidavit of Publication of
Resolution No. 4538 declaring that proceedings had been
initiated to annex that certain territory designated
Southerly Annexation District'No. 53, and setting the.
time for the protest hearing, and further stated that no
communications were received relative to the proceedings.
There being no one -in the audience wishing:to'speak in ;

The City Clerk presented the Affidavit of Publication of" Center Schl.
Resolution No. 4537 declaring that proceedings had -been
initiated to annex that certain. ter"ritory.designa.ted
Southerly Annexation District No. 51 and setting the time
for the protest hearing, and further stated that no communi-
cations were received regarding the proposed annexation and,
that no protest had been received from the School District.
Council was advised that there would be a loss of $2250
which is subsidized by Los Angeles County for the recreation
program conducted by the City's Recreation Department.
However,. the annexation of the school area would make it
possible to proceed with the proposed Annexation District
No. 59, an area on the north side of Arrow Highway between
Citrus Avenue and Ben Lomond Avenue.

Dr. Nelson Price, of the Azusa Unified School District,.
appeared before Council and stated that the School District
favored the proposed annexation to the City.

Mr. Fred Heyden,-910 Fish Canyon Road, Duarte; appeared
before Council relative to a haul road to be used by his
di rock trucks to transport the rock from the quarry. Mr.
M Heyden stated that he was attempting to work out an
agreement regarding'a lot split with the City of Duarte.
and, at this time, would request that Council hold in
abeyance his request until, time as the'matter•has
been dissolved with the City of Duarte.

Cooney and unanimously carried that the matter be tabled
until some future date.

A request was presented from the Azusa Chamber of Commerce Rerouting
relative to Council consideration of a Chamber of Commerce traffic
Resolution recommending the rerouting of northerly bound Azusa Ave.
traffic on Azusa Avenue.
Mr. George Grandataff, president of the Azusa Chamber of
Commerce, appeared before Council and stated that the one-way-,
north bound traffid,on Azusa Avenue has created a hazard and,
Is a detriment to the. City and urged that action be taken
by the City to.request the California State Division of
Highways to return Azusa Avenue to two-way traffic; and
thereby correct the errors of the past.
Following discussion, it was

Cq and unanimously carried that a letter be sent to the -State
( Division of Highways setting,forth the facts with a Resolu-
p� tion to follow,.:to be.prepared by the City Attorney, recom-
mending to the Division of Highways the adoption of a plan
rerouting northerly bound traffic upon and along Alameda
Avenue and southbound traffic -along and upon.San Gabriel
Avenue, designating such streets as Highway 39, and returning
Azusa Avenue to City control and to two-way.traffic`or, in
the alternative,in the event such is not in with
the plans of the Division of Highways, to designate San
Gabriel Avenue as Highway 39 with both north and south
bound traffic thereon, returning Azusa Avenue to City con-
trol and designating two-way traffic from the -unction of
San Gabriel Avenue and Azusa Avenue to Sierra Madre Avenue.

A communication was received from the Superintendent of Termination
.Public Works Brusnahan advising Council of the termination L. Helzer
of Louis Helzer as of.October 17, 1963, from his 'position
:as Maintenance Man in the Street Department.

Memmesheimer and unanimously carried that the communica

A communication was received from the Chief of Police with Resignation
notice of the resignation of Jerry D. Holloway as Pound- J.Holloway

accepted.

Church requesting permission to place two directional signs signs

Moved by Councilman McLees, seconded by Councilman Jackson
and unanimously carried that the request be granted -and
that permission be. revocable, subject to change of the
welfare if the City found it necessary at some future date.
A memorandum was received from the Engineering Department Acceptance
recommending the acceptance of -Tract 27510, a 24 lot sub- Tr. 27510
division, located at Alameda Avenue and 13th.Street, and
exoneration of the bond for engineering improvements.

Memmesheimer and unanimously carried that the recommenda-
tion be accepted and bond be exonerated and that the City
accept these improvements for maintenance.

whether Calera Street will be opened or remain-barricaded,.
and, if the decision is to open the street, that the dedica-
tion of the east half of Calera, from Mauna Loa"to Hollyvale
be requested of the County. Council was advised that, at
the time the tract was developed, an open offer of dedication

Following discussion, it was the consensus of Council that:
parties occupying .the property.purchased .by the City.from
Mr. Rips be given. Notice to Quit premises effective :`30 .
days from date rent is due; and that they be informed that,,
the City be included under their liability policy in the
amount of $100,000-$300,000:
