Business License Investigator and receive the salary and
other benefits accruing for other safety officers... Since
the last survey,, this position was reclassified as one to be
filled by a miscellaneous employee. In order that this.
employee not lie.unduly penalized after some ten years of .
`service to•the City, the Personnel Board"recommended that,
Mr. Davey be retained as a member of the Police Department,
be paid at the salary of a Police'Offieer and continue on
special assignment as Business License Investigator. The
Board further recommended that in the event Mr. Davey
terminates his employment with the City,.then this position
be filled as "set forth in the present classification, ise.y
that the Business License Investigator shall be a miscella-
neous employee and not a member of the Policb Department.
Moved by Councilman. Memmesheimer, seconded by Councilman
Jackson and unanimously carried that the present Business
License Investigator, Mr. Davey, be retained as a Police
Officer, be paid at the salary of a Police Officer, but
remain on special assignment as Business License Investi-
gator; also, that any subsequent employee in this classifi-
cation be a miscellaneous and not a safety employee.
The Personnel Board submitted a recommendation to revise
the educational requirements for Police Officers by adding
the following,to-the requirements of high school.graduation;-
"or a passing.of the General Educational Development Tests
indicating high school graduation level, as set forth by
the Commission on Peace Officer Standards and Training".
Moved by Councilman Jackson, seconded by Councilman
Memmesheimer and unanimously carried that the recommendation
be accepted regarding requirements for Police Officers and
that the Personnel Clerk be notified to submit a new job
classification to Council, and also to the City Attorney.

The Treasurer's Financial Statement for the month ending
October 31, 1963, was presented to Council, showing total
Bank Balances as.of that date, $556,012.34e
Moved by Councilman Memmesheimer, seconded by Councilman
Jackson and unanimously carried that the financial statement
be filed...
A communication•was received from the Park and Recreation
Commission, recommending that the loss of $2250 annually
in county subsidy for recreation purposes, due to the pro-
posed annexation of Center School, be assumed by the City
when considering the 1964-65. budget for the Recreation
Department.

It was agreed by Council that there will be a certain School Annex.
amount of benefit and loss due to this annexation and that
this loss in County subsidy should be included in the
1964-65 budget. No further action was taken.

November 4, 1963, Mr. Isaac Matloff, of 728: North Azusa Ave.,. Lic.by Mr. I.

Mr. Matloff told Council he is donsidering'three locations,
but did not intend to locate at'728.North Azusa Ave., which
he was using,as a.temporary mailing address', Mr. Matloff
also stated he has not previously operated this type of
business, but has had training in retail selling of hearing aids.
Moved by Councilman Memmesheimer.,.seeonded by Councilman
Jackson and unanimously carried that the'City Clerk withhold
issuing a business license until. such time as Mr. Matloff has
decided on.a.definite location.
The City Attorney's opinion was that the information:as sub-
mitted was extremely vague and should be•made more clear and
definite as,to manner of operating the proposed business;
also, whether the proposed aystem of reducing by diet involved
prescribing, -and if the State requires a permit or course to'
be taken.
With permission of the second, Councilman`Memmesheimer amended
his motion to read'as follows: that this matter be referred
to the City Clerk with the authority to determine the exact
facts of the business proposed to be conducted, and to submit
those facts to: the State Department of Professional. and
Vocational Standards to determine whether or not any State
law in involved before license may be issued. Motion was
unanimously.•adoptedj with no objection.
The request for•annexation.to the City of the 'following
property was.tabled from the November 4, 1963 .meeting and
again submitted to Council: .Proposed Annexation #60 .

requested by I;. Calvert, 0. Conforti, T. Oki, D,,Blair, L.
Hudson and F. Running); and proposed Annexation #61 (north
side of Sierra Madre Ave, east of San Gabriel Canyon Rd.,
requested by L. Nasser, F. Jetton, J. Cumberford, and
C. Schwenden)

and unanimously carried that the item be raised from the
table.
Mr. Tom Oki, 630 North Azusa Ave., appeared before Council;
requesting that Council cons4er the property that he,
Mr. Calvert, and Mr;. Conforti plan to use as a -50 -bed con-
valescent hospital, located at the N.E. corner of Sierra
Madre Ave, and,San Gabriel Canyon Road, as.a,separate
annexation, as they::hope.to.;be able to break ground by.
February 1, 1964:
The owners of.the,pareels under Proposed Annexation #60,
except the property,bf F. Running, have requested -C-2 zoning.
Mr. Running's property is to be zoned R-1. .,..
A communication was received from Mr. Fred Runninwho owns
approximately.4 acres at 7744.San Gabriel Canyon whish
is part of Proposed Annexation #60. Mr. `Running asked if
septic tanks will be.accepted for use until,.sewer lines are
extended to his property;,otherwise, he would. withdraw his
request for annexation.
After discussion, it was moved by Councilman Cooney, seconded
by Councilman Memmesheimer and unanimously carried that the
proposed Annexation #60 consist of parcels A, B. C, D, 8, 9
and 10, as shown on map submitted by the Planning Director,,
and that the legal descriptions be furnished by the City

A communication was received from Andrew J,. Fuller;'6226 Area.resi-
Galanto, requesting permission for a spokesman to appear dents re:
before Council on behalf of the home owners on Calera Ave., protest to
Galanto Ave.'s Oakbank Dr., Traymore Ave.,,aad Hanl•in Ave... proposed ext.
with regard to the proposed extension of Calera Ave, to of Calera Ave,
Alosta Ave., and also with regard to leaving these'five
streets closed when Hollyvale St. is extended in conjunc-
tion with the.large apartment developments presently under
construction..
Mr. Andrew'J.`Full-er appeared before Council in protest to
the opening of Calera Ave.
Mr. Kenneth McCutoheon, 6256 Calera, appeared before Council
and,submitted a petition containing 47 names,:and asked the
City Administrator to read the preface of the petition,,,whieh
stated:
We, the undersigned, with at this times'
.to go on:reeord
as protesting the decision of the Azusa City Council -
in regard to the opening of Calera Avenue. We were of '
the opinion that this had been definitely.settled
May 20, 1963. At a public hearing, the Council adopted
Resolution No. 4485, approving Resolution No 321 of
the Azusa Planning Commission, which clearly states:
"The Planning Commission hereby recommends to the City
Council and. includes as a part of this precise plan
that the north -south residential streets.that would
intersect with Hollyvale Street should not be opened
to the roadway of aforementioned Hollyvale Street."
The City Attorney explained that the public he was held
on the Precise Plan, and that "A" and "B", quoted in the
heading of the petition, of Resolution 321 of the Planning
Commission were.recommendations only and.not part.of the con-
ditions of. the Resolution,. One of the conditions of the
Soelberg agreement is that the west half. of Calera Ave. be
opened to the south, and therefore there will be a street on
the south side with an open dedication to, the County. The
intersection with Hollyvale St, refers to .the four .streets
other than Calera.
Joan Martin, 6214 Galanto, also appeared before Council in
protest to the opening of Calera Avenue, stating that a.
fence could,be.put up to make it a dead-end,street.
No further action was taken by Council at this time.

The City Administrator submitted his report of Area "D":
Civil Defense and Disaster Bdard of Mayors meeting in
Pomona on November 13th, with the recommendation that
the matter of legal liability in the use of.radiological
training materials be referred to the City Attorney for
an opinion prior to the City taking a positive approach
on this topic..
Moved by Councilman:Cooney, seconded by Councilman McLees
and unanimously carried that this matter be referred to
the City Attorney for report to Council.
Relating to the position of Business License Investigator,
the City Administrator recommended that Mr; Davey, the
present Business License Investigator, be included under
the Police Department salary complement, with the costs of
operation, such as car and salary, to be transferred from
the City Clerkle Office to the Police Department, and that
Resolution No. 4526 be amended accordingly.

Defense training program, sponsored by'the University of
California, on November 29th at the Pasadena Civil Defense
Training Center.
The City Administrator submitted a report and request for
Council action regarding the establishment and participa-
tion in the Los Angeles County Voluntary Intergovernmental
Cooperation Committee, to be formed by the Los Angeles
Division of the League of California Citiesi This com-
mittee would consist of one member appointed from Los
Angeles County, one member appointed from the City of
Los Angeles, and three members appointed from cities in
the Los Angeles County Division other than the City of
Los Angeles.
After discussion, it was moved by Councilman Memmesheimer,
seconded by Councilman Jackson and unanimously carried•
that the City take a definite stand in opposition to this
Committee in arty •form,' shape or manner, and that the
League of California Cities be advised of this action.
The Chamber of Commerce requested that authorization be
given to the Light and Water Department to install the
lights on the Christmas tree in Civic Center in order
that all decorations could be lighted on or before
December lst.

Chapter of A.L.S.A.C. (Aiding Leukemia Stricken American
Children), requesting permission to solicit door-to-door
(Teenagers March Against Leukemia) on December 8th, to
raise funds to maintain St. Jude Research Hospital in
Memphis, Tennessee.

denied and that a letter be written informing this associa-
tion that the City of Hope conducts such fund drives locally.
A written request was received from the City of Stanton for
support of its resolution recommending legislation which
would force School Districts to pay expenses incurred for
school crossing guard protection.

The,City Clerk requested authorization to forward a letter
to Los Angeles County Department of Parks and Recreation
regarding continuation of County subsidy for recreation
programs in unincorporated portion of Azusa Unified School
District, for the following schools: Center School, William
Drendel School, Alice Ellington School
Moved by Councilman Memmesheimer, seconded by Councilman
McLees and unanimously carried that authorization be
granted as requested.
A communication was received from Commander Fraley of the
Disabled American Veterans, Foothill Chapter No.55,
requesting permission to sell "Forget-Me-Nots" in Azusa
on Monday, December 2, 1963.
