The City Council of the City of Azusa met in regular session at the above time and place. ,? Mayor Ortuno.called the meeting to order and .led in the Call to Order salute to the;flag. An extension -t -of the five-year le&se.dated;November 120 1958, between Cecil'M. Singleton and F. Zodilla Singleton and the City of Azusa, was presented for Council consideration. The original lease, covering Lots 21 to 26, inclusive, Block 36, Map of Azusa (parking lot in the 600 block of Azusa Avenue), contained a clause giving the City the option to renew this I� lease for an additional term of five years from December 1, 1963, to November 30, 1968, upon the same term except that the,monthly rental shall be adjusted upward or downward to mcorrespond with the increase or decrease in the cost of living index for the Los Angeles area from November 1, 1958, to November 1, 1963. The Extension of Lease is for an additional period of five years commencing on December 1, 1963, and ending November 300 1968, with a 5% increase In rental. .Moved by Councilman Memmesheimer, seconded by Councilman Cooney and unanimously carried that the Mayor be authorized to sign the Extension of Lease and the City Clerk to attest -the same. i A resolution was prepared relating to the personnel of the Police Department and the City Clerk, which added to the salary complement "l Police Officer" and amending the 1 Business License Investigator to read "0". Ortuno NOES: Councilmen: None ABSENT: Councilmen: None and numbered Resolution 4575, The City Engineer submitted the plans and specifications for Re: constr. the construction of Cerritos Avenue, a Secondary Highway, Cerritos fr. between Arrow Highway and Gladstone Street (Gas Tax Arrow Hwy:to Project #54), to be financed by State Gas Tax Funds. It Gladstone was recommended by City Engineer Sandwick that the City': (bids to be pp Attorney be directed to prepare a No Parking Ordinance opened on for the west side of Cerritos Ave. between Arrow Highway 1/3/64) and 195' north of Arrow Highway, because of the restricted shoulder area on the west side of Cerritos Ave. Mr. Sandwiok further recommended that the City Clerk be authorized to advertise for bids to construct this project. City Attorney,Williams stated an Ordinance was not necessary because the Municipal Code authorizes the Chief.of Police to sign or mark "No Parking" wherever public welfare requires this to be done. ' ' After discussion, it was moved by Councilman Memmesheimer, seconded by Councilman Cooney and unanimously carried that, pursuant to Section 3200.41(a) of the Municipal Code, the Chief of Police be instructed to sign or mark for "No Parking" the west side of Cerritos Avenue;for a distance of 195' north of the center line of Arrow Highway. The City Administrator submitted a report of a study being C.Admin.Study made by the City Administrators of Duarte, Sierra Madre, of Study & Monrovia, Azusa, and the City Manager of Arcadia, regarding recom. re: application of data processing equipment to certain func- participation tions of City operation in hopes that through mutual i, data proc. cooperation a data processing operation could be established of municipal at a minimum cost to all cities involved. The course of operations. discussions thus far have dealt mostly with the prime functions of utility billing, payroll, and accounts payable. The City Council of Arcadia has proposed employing the firm of Lybrand, Ross Bros. and Montgomery, certified public accountants, to conduct a survey or study to come up with some positive answers and recommendations at a cost between $2200 to $2500 of which the City of Azusa's share would be approximately $1150. After investigation, it was ascertained that: prop. for purchase 1. 424 E. Foothill Blvd. had been redeemed by l the owner and a photocopy of the receipt was submitted to Council. 2. The one -foot strip across Sunset Ave. north of! Sierra Madre Ave. is now being processed for purchase by the City for street purposes, as. authorized on August 19th. 3. 927 West Fourth St. has been redeemed by Howard M. Kessler. Although notice of this parcel was presented to. Council on August 19th, the Council agreed it should be excluded due to the possiblility that this.property is within the proposed Right of Way for the Foothill Freeway. 4. Vacant lot located on Lemon Ave. just south of Sixth St., being 25 x 90, on which the Recreational Director is to make a report as to its possible desirability for recreational uses.
