The City Council of the City of Azusa met in regular session
at the above time and place.
Mayor Ortuno called the meeting to order and led in the
'salute to the flag.
Invocation was given by Rev. Albert Duggan of St. Frances
of Rome Catholic Church.

MThe consideration of bids -for the rental of asphalt renovat-
ing equipment was presented by City Clerk Miller, this item
being tabled from the Feb., 3rd meeting at the request of the
Superintendent of Public Works.
Moved by Councilman McLees, seconded by Councilman Jackson
and unanimously carried that this item be lifted from the
table.
Moved by Councilman McLees, seconded by Councilman Jackson
and unanimously carried,that the recommendation of the
Superintendent of Public Works be accepted, to award bid
to G. J. Payne, low bidder, and that the bid bonds. -be
returned to unsuccessful bidders.
Bids were opened in the office of the City Clerk at 10:00 A.M.
on Friday, February 14, 1964, for the construction of a
portion of Cerritos Avenue from Gladstone to Mason Streets.
Present at the bid opening were City Administrator Foxworthys.
City Engineer Sandwick and City Clerk Miller. The City Clerk,
presented the affidavit of proof of publication of -the
Notice Inviting Bids. Bids were received from the following:

A recommendation was submitted by the City Engineer that the
bid of Glenn Wm. Fintel, Inc-, low bidder, be &adapted.
Council was informed that the bid of W. R. Wilkinson Co., Inc.,
was not accompanied by a bid bond in the amount of 100 as
required.
Moved by Councilman Memmesheimer, seconded by Councilman Cooney
and unanimously carried that the recommendation of the City
Engineer pe accepted and the bid awarded to the low bidder,
and further that the bid bonds or checks be returned to the
unsuccessful bidders.
The Treasurers Financial Statement for the month ending
January 31, 1964, was presented to Councils showing total
Bank Balances as of that date, $768,388.17.
Moved by Councilman Memmesheimer, seoonded.by Councilman
Cooney and unanimously carried that the financial statement
be.filed.
A communication was received from the Park and Recreation
Commission, indicating that the Commiseion.ie still inter-
ested in the acquisition of the Camp Rincon area as a
recreation camp site for the City. The Recreation Director

had been contacted by Mr. Lewis of the U.S. Forestry Service,
who advised that the Rincon Camp area was to be put up for
sale by the L. A. County Flood Control District.
Moved by Councilman Cooney, seconded by Councilman Memmesheimer
'and unanimously carried that this communication be referred to
the City Administrator for further details.and report to
Council.

The Park and Recreation Commission submitted a recommendation P & R recom.

The Commission has suggested to the Planning Commission that
before plans are approved on large subdivisions or develop-
ments which will provide additional residents to the City,

being met and to make recommendations concerning these needs.

Councilman McLees suggested that a Committee be appointed by
the Mayor to work on a proposed Ordinance to insure adequate
recreation areas in developments in high density zones.

Mayor Ortuno appointed the following Committee: Councilman
Jackson, City Administrator, City•Engineer, Planning Director
and one member of the Azusa Ministerial Association, to meet
with a member of the Park and Recreation Commission to be
appointed by said Commission.
City Attorney Williams entered the meeting at 7:50 P.M.
Father Albert Duggan, of St. Frances of Rome, Catholic
Church, appeared before Council and spoke in favor of
this recommendation, suggesting that this be given serious
consideration, as in his opinion all clergymen would
welcome any parks, playgrounds ox play areas.
After discussion, it was moved and carried that the
Committee recommended by the Mayor be approved.
A communication was received from the Council of Churches
in Southern California, signed by the Rev. Robert D. Ball,
Director, Department of Church Planning, requesting that
Council give serious considerat_on to providing at least
one major church site in the proposed Spreading Grounds
development. Rev. Ball enclosed a paper by Dr. Everett
Perry, giving some suggestions on Church Sites, and also
included a Department Study suggesting size of sites.
Moved by Councilman Cooney, seconded by Councilman McLees
and unanimously carried that the suggestions on church
sites and the department study, submitted by the Council of
Churches in Southern California be referred"to the Planning
Commission.

The hour of 8:00 P.M. being the time r-+ for Protest Hearing
on the proposed annexation to the City of certain inhabited
territory owned by Azusa Valley Sanitarium, et al., and
designated as "Southerly Annexation District #52°, which
address is shown as 16244 East Gladstone Street, the hearing
was declared opened by the Mayor.
The City Clerk presented the Affidavits of Proof of Publi-
cation of Notice oi this Public Hearing.
There being no protests; either in writing or from anyone
in the audience, it was

The hour of 8:00 P.M. being the time set for a public hearing
on appeals from action of the Planning Commission submitted by
Rodeffer Industries, Inc., re: zoning, conditional use
permit and variance on the Spreading Grounds property,
following action taken by the Planning Commission by
Resolutions No. 386 (C-36), No. 387 (V-84), No. 388 (Z-90)3
No. 389 (Z-91), located south of Sierra Madre Avenue if
extended, and between San Gabriel Avenue and the San
Gabriel River,,the hearing was declared opened by the Mayor.
The City Clerk presented the Affidavit of Proof of Publi-
cation of Notice of this Public Hearing, together.with
reports from the Planning Commission and a memo from the
City Administrator with correspondence from the Azusa
Unified School District.
Glenn R. Watson, attorney for Rodeffer Industries, Inc.,
' with offices at 615 South Flower, Los Angeles, appeared
before Council and stated that the conditions.imposed on the
proposed golf course are basically acceptable, and that
Rodeffer Industries wished to withdraw its appeal unless the
Council wants to proceed with the hearing..

Council was advised that since the applicant was the
petitioner, their appeal could have prevented the Council
or some person from submitting an appeal. If the approval is
given to dismiss the appeal from the Conditional Use Permit.
and the Variance, the Council would hear only.the matters of
appeal on the zoning.
Moved by Councilman Memmesheimer, seconded by Councilman Jackson
that the hearing on both appeals be continued until such time
as the new council is seated after election.

Moved'by Councilman McLees that the appeal for the golf
coarse variance be dismissed.
Motion died for lack of a second.
Mr. Watson requested that the two matters be heard together.
Mr. Watson stated that his client is protesting the recommended
zoning of Ria, with a condition that no more than 12 units per
4!*+ acre be built, on portions on which zone Rab was requested,
M and also, the placing of the "W" zone on the area of the pro-
posed golf course.

02 Mr. E. 0. Rodeffer.appeared before Council that stated
that he wished to publicly thank the Planning Commission for their
diligence and time spent in working out the various zoning
requirements and conditions. Mr. Rodeffer further stated that
his companv has employed the services of Larry Smith and Co.
to make an economic analysis, also, Victor Gruen and Associ-
ates to do a land planning job for the area, after a change
of circumstances, one being the acquisition of 33 acres
which was release by the school district. Mr. Rodeffer
stated that the development of the project would not be an
over -night program, but would require a period of eight to
nine years..
Mr. Fereydoon Ghaffari, of Victor Gruen Associates, 135 South
Doheny Drive, Beverly Hills, appeared before Council on
behalf of Rodeffer Industries, Inc. and explained the pro-
posed land use stating that they have tried to create a
pleasant appearance, using the maximum advantage of open
space and using the golf course as a buffer.
Mr. Glenn Watson appeared before Council and stated that the
"W" zone was not suited to permanency of residence and other
uses. However, since the City does not provide at the
present time for a zone suitable for golf course, Council is
requested to defer action on the "W" zone and hold that part
under submission until an ordinance could be adopted that
would provide for a golf course.
Mr. James Scalo, 321 West Ashby, appeared before Council in
protest to the appeal and stated that the purpose of creating
the "W" zones was to provide areas for the spreading of water
and that the use of the land as requested would result in a
decline of property values and a diminishing of the water
spreading lands to the City.
Three Declarations of Covenants and Restrictions were sub-
mitted and placed on file by Rodeffer Industries, Inc.
There being no one else wishing to be heard either in favor
or'in protest, it was

unanimously carried .that the hearing be closed.
Following discussion, it was

that the request of the applicant to drop the appeal on the
golf course be granted.

The letter of resignation of V. Gilbert Ross as a member of Appoint

sheimer and unanimously carried that Alexander W. Belikow
be appointed as a member of the Library Board of Trustees
for the unexpired term of Mr. V. Gilbert Ross. .
A Report was received from the Committee, composed of -Council-
man Jackson, City Administrator Foxworthy, Police Chief
Kendrick, appointed February 3, 1964 to study the complaint
of Eugene Osko against Jerry W. Warren, with the recommen-
dation that the complaint be referred to the Chief of Police
for further investigation on the items and that a recommen-
dation be made to the City Council as quickly as possible.
Councilman Jackson, chairman of the Committee, read the
report.

that this matter be referred to the Personnel Board.under
the provisions of the Municipal Code.

Councilman Memmesheimer stated that his "No" vote was because

An Agreement between the. City of Glendora and the City of
Azusa, establishing a common boundary between the two cities
was presented for Council consideration, having been formu-
lated in order to avoid any friction or litigation between
them arising out of the competition for annexation of territory.

and unanimously carried that the Mayor be authorized to sign
and the City Clerk to attest the Agreement between the City
of Glendora and the City of Azusa.
A Resolution was presented denying the application of Dean
Carlson for approval of a Precise Plan of Design for five
(5) deep lot units, located at 1002 and 1008_ -West 3rd Street.

is not necessary, and that the public welfare does not

A,communication was received from the City Engineer requesting
authorization for the expenditure up to $675.00 to employ the
services of the Charles Landers Surveying Company, Pasadena,
to make a survey for the establishment of the centerline of
Cerritos Avenue from the south property line of the proposed
high school site, adjacent to Sierra Madre Avenue, south to
Tenth Street.

A communication was received from the City. Engineer recommending
the acceptance of sanitary sewer in Arrow Highway from Heath- Notice of
dale Avenue to 1500 feet east of Heathdale.Avenue and to Completion
authorize execution of Notice of Completion and, in addition, Sewer
that $66.50 be withheld from the payment to Vido Samarzich Co.
until Mrs. Bassham's claim is settled.

City Engineer Sandwick gave an oral report on the status Res.#4610
of the select system of streets and highways. Mr. Sandwick
stated that Senate Bill #344 has changed the procedure in
obtaining funds for gas tax projects. As of January 1,
19643 all projects must be on select system. The only select
system SCR -62 that the City has is the study prepared in
1959• In order for many of the new projects to be included
to receive gas tax funds, it is necessary to adopt the pro-
posed resolution . In order to get an initial Select System ,
the City Council recommended the adoption of the following
Resolution requesting approval by the State of California
Highway Commission.

A request was received from Edsal Corporation for payment in Re:Const.
the amount of $2400 which was previously agreed upon with Calera
Mr. Soelberg regarding the construction of Calera Avenue Ave.
from Hollyvale Street to Foothill Boulevard. -The street has
been inspected and is in accordance with the requirements.

time of $2400 to Edsal Corporation, to be entered on the
Demand List of the next meeting.
The City Administrator informed Council•of receipt of a
telegram advising of the hearing in Los Angeles on the Rees
Bill by Assembly Committee on Transportation and requesting
the City to support this Bill already endorsed by the
League of California Cities. As publicity was requested,
the Azusa Herald and Chamber of Commerce were notified.
Council was advised of the invitation from the Los Angeles
County Health Department to attend the Community Health
Week Luncheon, at the Biltmore Bowl, Wednesday, March 11th,
from 11:45 A.M. to 2:00 P.M.; reservations accepted until
February 24, 1964.

and unanimously carried that any member of the City Council
or interested City agencies able to attend be authorized
to do so, and should notify the City Administrator's.office.
A communication was received from Mr. Roderick S. Williams,
:352 Cerritos Avenue, requesting extension of approximately
500 ft. of sidewalk on Cerritos Avenue southerly from the
Los Angeles County Flood Control Channel.
Moved by Councilman Cooney, seconded by Councilman
Memmesheimer and unanimously carried that the City Adminis-
trator advise Mr. Williams that his request be denied as it
would be against City policy to spend City funds for this
improvement.
A communication was received from the Eastland Chapter of
Hadassah requesting permission to hold a rummage sale,
sponsored by the Elks Club, to be held on February 20th
and 21st at the Elks Club in Azusa Square.
Moved by Councilman Memmesheimer, seconded by Councilman
Cooney and unanimously carried that the City Clerk ascertain
which chapter of the Elks Club is sponsoring this organization,
and to grant permission for the rummage sale if Eastland
Chapter of Hadassah is sponsored by the Azusa -Glendora Elks
Club.
Notice was received from the Alcoholic Beverage Control of
original applications for On -Sale Beer licenses for the
following:
Jan B. Benken, Blue Jay, located at 633 East Foothill Blvd.,
