Mayor Ortuno called the meeting to order and led in the salute to the flag. 7:30 P.M Call to Order Invocation was given by Rev. Charles Bailey of the First Assembly Invocatio: of God Church. Present at Roll Call: Councilmen: Memmesheimer,• Cooney, Roll Call Jackson, McLees, Ortuno Also Present: City Attorney Williams, City Administrator Foxworthy, City Engineer Sandwick, Deputy City Clerk Roehrich• The hour of 7:30 P.M. being the time set for a public hearing on a Recommended Zone Change upon Annexation to "C-3" on property located at 16244 -East Gladstone Street owned by Azusa Valley Sanitarium and Azusa Seventh Day Adventist Church (Inhabited So.. Annexation District #52), the hearing was declared -opened by the Mayor. Pub.Hrg.r, Zn.Chg. t C-3 (Anne: Dist.#52) Az.Valley Sanitariw The Deputy City Clerk presented the Affidavit of Proof of Publication of Notice of this Public Hearing, together with an analysis and recommendation for said zone change by the Planning Commission. No written communications having been received, and no one in the audience wishing to speak'on this matter, it was Moved by Councilman McLees, seconded by Councilman Cooney and unanimously carried that this hearing be.closed. Moved by Councilman Cooney, seconded by Councilman McLees and unanimously carried that the zone change to "C-3" upon annexation be approved and that the City Attorney be instructed to prepare the necessary Ordinance. The hour of 7:30 P.M. being the time also set for a Public Hearing Pub.Hrg. on a recommended Zone Change from "C-2" and "P" to "R -3a" providing Zn.Chg.T a deed restriction is recorded limiting density to 15 units per R -3a net acre, on property consisting of 31.64 acres located on the (P.Ronald west side of Azusa Avenue, south of Gladstone Street, owned by Paul W. Ronald, the hearing was declared opened by the Mayor. The Deputy City Clerk presented the Affidavit of Proof of Publi- cation of Notice of this Public Hearing, together with ananalysis and recommendation of the Planning Commission also two letters from Mr. Ronald and one from Arce Bros. No written communications having been received. and no.one in the audience wishing to speak on this matter, it was Moved by Councilman McLees, seconded by Councilman Cooney and unanimously carried that the hearing be closed. City Attorney Williams suggested that the proviso regarding the 'deed restriction I imiting density be deleted., as all property in a given zone should have the same density. Mr. Paul W. Ronald, 5541 N. Azusa Avenue appeared before Council, stating he would like to withdraw this proviso and requested that the City.Council disregard his letter entirely.re: the deed restriction as to density. There being no -protests and no written communications received, and no one in the audience wishing to be heard, it was moved.by Councilman Jackson, seconded by Councilman McLees and unanimously carried that this hearing be closed. Moved by Councilman McLees, seconded by Councilman Cooney and unanimously carried that the recommendation of the Planning Commission be accepted'and that the City Attorney be authorized to prepare the necessary Ordinance. The Deputy City Clerk advised Council that the present contract Auth. to for gasoline to be used in City -owned vehicles, expires on Adv. for April 14, 1964, and asked Council's wishes re: advertising for bids for bids for the next year's supply,or authorizing purchase under gasoline County contract, as explained in the City.Administrator°s memorandum submitted to Council. 'After discussion, it was moved.by Councilman Memmesheimer, seconded by Councilman Jackson and unanimously carried that the City Clerk be authorized to advertise for bids -on gasoline for the ensuing year. Mr. William A. Baxley, 232 N. Edenfield, appeared before Council Azusa Jr. .as'a representative 6f the Azusa Junior Chamber of Commerce, Ch. of Com. regarding Azusa Jaycee.Day. Mr. Baxley stated the program will re: Az. Mr. Baxley requested that the Azusa Jaycees be exempt from"" paying the usual fee of $10. for a dance permit; for"permission to use old Fire Station for -registration of delegates; for per- mission to use vacant City property on the west side of Alameda Avenue to dispense free beer, for which he has approval of the Alcoholic Beverage Control and the Chief of Police. He also 'requested permission for the closing of.a portion of Santa Fe Avenue for an antiquecar show, with approval of Superintendent of Public Works and Chief of Police. Mr. Baxley said he has asked for temporary signs "Welcome to Azusa". Mayor Ortuno offered to donate "Greetings from Azusa" signs. Moved by Councilman McLees, seconded by Councilman Cooney and unanimously carried that the Azusa Jr. Chamber of Commerce be exempt from the $10 fee for a�public dance permit on Jaycee Day, April 11th. Moved by Councilman McLees, seconded by Councilman Memmesheimer and unanimously carried that the request to -serve beer on the ►—� vacant City property on the west side of Alameda Avenue be approved, and that the use of the old Fire Department building CO for registering delegates be authorized. -Moved by Councilman McLees, seconded by Councilman Cooney and unanimously carried that the request to close the area on Santa Fe Avenue for an antique car -show be granted, providing the approval of the Chief of Police and Supt. of Public Works is obtained. City Attorney Williams mentioned,it has been Council's policy that where an owner will dedicate the property and put in the 'curb, gutter and sidewalk, the City will put in the street.from the curb out. Following further discussion with the City Engineer,it was moved by Councilman Cooney, seconded by Councilman'Memmesheimer and unanimously carried that•the recommendation of the Planning Commission be accepted, and that the Council authorize the Street to put in the street when deemed necessary by the 'Department City Engineer. City Attorney Williams submitted a new proposed Agreement Agmt. bet. between the Los Angeles.Coanty Flood Control District, Rodeffer L.A.Co.Fl. Irdustriez, Inc., Johnny E. Johnson and the City of Azusa. Con. The City Administrator submitted a request from the City Engineer for confirmation of the appointment of George Jenkins and James McIntyre as Civil Engineering Assistants, probation- ary, effective on March 17, 1964, at Step 1. The City Administrator submitted a communication from the Chief of Police, requesting .confirmation of the termination of Eugene Osko as Reserve Police Officer. Mr. Eugene Osko, 200 So. Azusa Ave., appeared before Council stating that one of the stipulations at the Personnel Board d,, hearing was that no disciplinary action be taken by the Board M and that the.Personnel Board ruled that a man's personal life a; is no basis for termination, Mr, Osko requested that this matter be referred.to'the Personnel Board and that he be allowed to continue to work as a Reserve Officer. After discussion, it was moved seconded by Councilman Jackson of Police be granted. , by Councilman Memmesheimer, that the request of the Chief Motion failed to carry by.the following vote of Council: AYES: Councilmen: Memmesheimer, Jackson NOES: Councilmen: Cooney, McLees, Ortuno ABSENT: Councilmen: None Moved by Councilman Cooney, seconded by Councilman McLees and unanimously carried that the matter be referred back to the Chief of Police with a reminder of the statements made at the Personnel Board Hearing of this case. Mr. Osko requested reinstatement to his original.status as Police officer. Rockvale) & Auth. to. Moved by Councilman Cooney; seconded by Councilman Memmesheimer Adv.for bid and unanimously carried that the plans'and specifications for the water lines in Fifth Street and in Rockvale Avenue be approved. Moved by Councilman Cooney, seconded by Councilman McLees and unanimously carried that the City Clerk be.authorized to advertise for bids on these proposed water lines. The City Administrator submitted a request from Superintendent Auth. to adv of Public Works Brusnahan that the City Clerk be authorized to for Bids on advertise for bids for the furnishing and emptying of large City Trash trash containers at City Parks and on City streets, with Pick Up specifications to be furnished by the Public Works Departpient.
