The City Council of the City of Azusa met in adjourned session at
the above time and place:
Mayor Pro Tempore Cooney called the meeting to order
Present at Roll Call: Councilmen: Memmesheimer, McLees, Cooney
Absent: Councilmen: Jackson,,Ortuno
' Also Present: City Administrator Foxworthy, City Trea-
surer Watkins, Miss Theodora Johnson, City.
Librarian, Library Board Members: Wheeleban,
Martin, Trujillo, Snyder, and Deputy City
Clerk Roehrich
A general discussion was held regarding the background of the Civil
Service System in the City of Azusa, indicating that originally the
intent was to blanket in all employees of the City.
City Attorney Williams entered the meeting at 8:10 P.M.
Civil Service would have no bearing on the powers of the Library
►� Board, but only on the exercise of the Library Board. The Library
m Board would be the appointing authority on hiring and firing. There
m was a short time when the Library Board did observe the Civil Ser-
vice Ordinance. General Law Cities can have a library either under
the Library Educational Code or under the Government Code.
The Library Board would operate as the Department Head. Appoint-
ments may be made by the Department Head with the approval of City
Council.
City Attorney Williams stated that Civil Service would not have
any particular bearing on the hiring of aliens, unless the indivi-
dual might fall under certain provisions. Civil Service would make
no difference as far as citizenship is concerned.
It was agreed that a review of the Library•classifications should
be made by Gold -Thompson the same as all others of the city. This
survey would probably take.possibly only one day. There are eighteen
Library employees, with eight classifications.,

Appointments would be made under Civil Service rules, after examin-
ation from an eligibility list; discipline would come under the juris-
diction of Civil Service. Under the Civil Service rules, such things
as sick leave, holidays, including classifications and pay would be
handled the same as for all employees except where there was conflict
with the Education .Code; .then the Education Code would prevail.

unanimously carried that the City Attorney be instructed to prepare the
necessary proposed change for inclusion in the Rules and Regulations to
cover the operation of the Library, for submission to the Council and
the Library Board for their acceptance, prior to submission to the Per-
sonnel Board to include in their Rules and Regulations.
Deputy City Clerk requested permission to hire a temporary Junior
Typist Clerk due to the absence of City Clerk Miller at this time.
Moved by Councilman Memmesheimer, seconded by Councilman McLees and
unanimously carried that permission be granted.

Deputy City Clerk.announced that bids were opened in the.office
of the City Clerk at 10:00 A.M. on Friday, April 3rd for con.- Bid award

A recommendation was submitted by City Engineer Sandwick that
the contract be awarded to Rex W. Murphy, General Contractor, low
bidder in the amount of..$19,437.00.
Moved by Councilman Memmesheimer, seconded by Councilman
Jackson and unanimously carried that the recommendation of City
Engineer Sandwich be accepted and the City enter into a
contract with Rex W. Murphy, General Contractor, for the
construction of the Water lines in Fifth Street and Rockvale
Avenue, and that the bid bonds be returned to the unsuccessful
bidders.
Deputy City Clerk announced that bids were opened in the office
of the City Clerk at 10:00 A.M., on Friday, April 3rd, for
the furnishing of an estimated 65,000 gallons of premium grade
gasoline for the period.April 15, 1964 through April 14, 1965.
Present at the bid ,opening were Councilman Cooney, City Engineer
Sandwick and Deputy City Clerk Roehrich. The Deputy City Clerk
presented the Affidavit of Proof of Publication of Notice
Inviting Bids and stated that six bids had been received as
follows:

Moved by Councilman Jackson, seconded by Councilman Cobney and
unanomously carried that the bid be awarded to Richfield Oil
Corp. at $0.2147 per'gallon, as low bidder, and that the Mayor
be authorized to sign the Agreement, and the unsuccessful bidders
be notified.
Deputy City Clerk announced that bids were opened in the

for furnishing and emptying trash receptacles at three City pick up -
Parks and the Fire Station, and for emptying 18 sidewalk deferred to
trash containers in Downtown Azusa. Present at the bid 4/20/64
openings were Councilman Cooney, City Engineer Sandwick and
Deputy City Clerk Roehrich: The Deputy City Clerk presented
the Affidavit of Proof of Publication of Notice Inviting Bids
and stated that two bids were received.
A recommendation was submitted from Supt. of Public Works
Brusnahan that the bids for trash removal be deferred until the
�+ next Council meeting in.order to further evaluate the bids.

Moved by Councilman Jackson, seconded by Councilman Cooney and
unanimously carried that the recommendation of Superintendent
Cn of Public Works Brusnahan be accepted and action be deferred
until the meeting of April -.20th.
(City Attorney Williams entered the meeting at 7:40 P.M.)
The hour of 7:30 P.M. being the time set for a public hearing
on the recommended Zone Change from C-2 to "11-3a" (2000) providing
a deed restriction is recorded limiting density to. 15 units per
net acre, on property located on the west side of Lark Ellen
Avenue, southerly and easterly of Little Dalton Wash, and
northerly of a line 150 ft. north of Arrow Highway, requested
by M. Gottlieb, the hearing was declared opened by Mayor Ortuno.
The Deputy City Clerk presented the Affidavit of Proof of
Publication of Notice of this Public Hearing, together with an
analysis and recommendation by the Planning�Commission that the
requested zone,change be approved.
No written communication having been received and no one
in the audience wishing to speak on'this matter, it was

Moved by Councilman Cooney, seconded by Councilman McLees
and unanimously carried that the recommendation of the Planning
Commission be approved on the requested Zone Change, without
the proviso of the deed restriction, and that the City Attorney
be instructed to prepare the necessary Ordinance with the requested
deletion.
The hour of 7:30 P.M. being the time also set for a Public
Hearing on the recommended amendment to the Zoning Chapter of
the Municipal_Code to provide for reduction of off-street
parking requirements for office buildings from l parking
space for each 160 sq. ft. of floor space to 1 parking space
for each 300 sq.ft. of floor space, the hearing was, declared
opened by the Mayor.
The Deputy City Clerk presented the Affidavit of Proof of
Publication of Notice of this Public Hearing, together with an
analysis and recommendation by the Planning Commission for said
amendment to the Zoning Chapter of the Municipal Code.

unanimously carried that the recommended amendment be approved
and the City Attorney be instructed to prepare the necessary
Ordinance.
The hour of 7:30 P.M. -being the time also set for a Public
Hearing on the recommended Amendment to the Circulation
Element of the General Plan (Master Plan of Highways) to
provide for certain revised highway alignments in the Spreading
Grounds, and the northerly extension of Cerritos Avenue, the
hearing was declared opened by the Mayor.
The Deputy City Clerk presented the Affidavit of Proof of
Publication of Notice of this Public Hearing, together with an
explanation of the revisions from the Planning Director.

A written report was presented from the Special Committee
appointed by the Mayor, and*composed of Councilman Jackson,
City Administrator Foxworthy, Reverend Dean Klarr represent-
ing the Ministerial Association, City Engineer Sandwick,
Planning Director Eaton, and assisted by City Attorney
Williams, Supt. of Public,Works Bresnahan, and Recreation
Director Dangleis.• The committee was appointed to study
the question of apartment developers in the City with
reference to providing adequate on-site and off-site rec-
reation and park areas and facilities.

The City Attorney reported on the eligibility for reinstate-
ment of former Police officer, Eugene Osko, 200 South Azusa
Avenue, as requested'by Council at its meeting of March 16th,
quoting Section 96,.Rule XIV :of the City of Azusa, Civil
Service Rules and Regulations, which states, in effect, that
a person on probationary status, and who gives two weeks'
notice, is eligible for reinstatement, but it must be upon
recommendation of the Department Head within a one-year period
and the position or a similar position must be vacant.

Mr. Osko appeared before Council at the time this report
was given, and stated'it was his understanding from the report
that it was up to him to check with the Chief of Police, as the
Department Head must make the recommendation for reinstatement.
The City Administrator presented'the job summation report
of the Department of Public Works for the period July 1
through December.31, 1963.
Moved by Councilman Jackson, seconded by Councilman Cooney
and unanimously carried that the report be filed.
The City Administrator submitted a request for the transfer
of $300. from the Budget Account 5090.255 to Account 5611.440,
for the purchase of ten 8 -foot tables for use in the Recreation
Building.

and unanimously carried that the request be granted and the
transfer of funds authorized.
The City Administrator submitted a request from Chief of
Police Kendrick that Policewoman Marjorie P. Hunter be auth-
orized to attend the 37th Annual Conference of the Women
Peace Officers Association of California, to be held April
26th through April 29th,.at the Riviera Hotel in Palm Springs,
with no expenses requested.
