The City Council of the City of Azusa met in regular session
at the above time and place

Mayor Ortuno called the meeting to order and led in the salute Call to

Mayor Ortuno read a letter of commendation to Mrs. Wanda Tucker Ltr. of
for her long and faithful newspaper coverage for the City in Commendation
The Pasadena Independent Star -News. The letter was signed by to Wanda
all members of the Council.and presented to Mrs. Tucker. Mrs. Tucker
Tucker.expressed.her appreciation to all the members of the
Council staff and City employees for their thoughtfulness and
consideration.
The consideration of bids for the furnishing and emptying of.
trash containers at City Parks and on City Streets was
presented to Council, having been tabled from the April 6,
1964 meeting, as recommended by Supt. of Public Works Brusnahan
in order -to further evaluate the bids.
Moved by Councilman Cooney, seconded by Councilman Memmesheimer
and unanimously carried that this item be lifted from the table.
'A recommendation was submitted by the Supt. of Public Works that
both bids received for trash pick-up, etc., be rejected and
certified checks:be returned :to the bidders, as the Dept. of
Public Works is negotiating for a lower price on informal bids.
Moved by Councilman Jackson, seconded by Councilman Memmesheimer
and unanimously carried that the recommendation of the Supt. of
Public Works be accepted and that formal bids be rejected and
bid bonds or checks to returned to bidders.
The City Administrator stated that Supt: Brusnahan has received
informal quotations with 10,% lower bid from both companies, as
follows:

Moved by Councilman Cooney, seconded by Councilman Memmesheimer
and unanimously carried that the recommendation of Superintendent
of Light and Water.be accepted and the bid on the Submersible
Pump be awarded to Byron Jackson Pump Co. with the allowance
of $500. on the old pump, making a net bid of $4,771.12, and
that the bid bonds be returned to the unsuccessful bidders.
Upon recommendation'of Council, Councilman -elect Rubio sat at
the Council table; as he will take his oath of office at the
,next meeting on April 21st.,
The hour of 7:30 P.M. being the time set for a public hearing Pub. Hrg.
on the recommended zone change from M-1 to R -3b (1500) on the zone ch
triangular-shaped property lying on the south side of Gladstone (Relockg.
Street, west of the Trailer Park and east of the Little Dalton
Wash, between Azusa and Lark Ellen Avenues, with a frontage of
approximately 580 feet on the Gladstone Street requested by
George R. Relook, the hearing was declared opened by Mayor Ortuno.
The Deputy City Clerk presented the Affidavit of Proof of
Publication of Notice of this public hearing, together with an
analysis and recommendation for approval of said,zone change
by the'Planning Commission.
George Relock, 966 South Western Avenue, 'Los Angeles, spoke
in favor of the zone change, pointing out that with the
trailer park on the west and the single family residential
homes on the north, the property would not be suitable for
industrial uses, and that he feels the low density type of
fourplexes planned for this development would make the best
possible use of the property.
Following further discussion and with no written communications
having been received and -no-one else in -the audience wishing
to speak on this matter, it was

Council as a broker representing Mr. Brodsky, whose property
is bounded on the north by Gladstone Street and by Murray
School at the rear. He stated he does not -protest the
zone charge to R -3a but would like the zone change and
annexation to proceed in order for the development of this
area to get under way.

Mr. Virgil Havener; 620 E. Walnut, Glendora,'addressed Council
describing the property location and the type of units planned
for construction. Plans now call for 58 one -bedroom units and
40 two-bedroom units. There will be.160 spaces for garages,
some uncovered, which wi11'all be located on the outside wall.
The developer will be bringing in the sewer line to the tract.

proposed annexation to the City of certain uninhabited
w,t territory designated as "Southerly Annexation District No. 57.",
M owned by Brodksy, et al. The Deputy City Clerk presented
CM the Affidavit of Proof of.Publication of Resolution No. 4612,
setting this date and time for the hearing of protests on
m this proposed annexation.
Moved by Councilman Cooney, seconded by Councilman Memmesheimer
and unanimously carried that this hearing be continued to the
meeting of May 4th.
The hour of 8:00 P.M. was also set for the Protest Hearing
on the proposed annexation'to the City of certain uninhabited
territory owned by Virgil Havener, and designated as "Southerly
Annexation District No. 58" The Deputy City Clerk presented
the Affidavit of Proof of Publication of Resolution No. 4613,
setting this date and time for the hearing of protests on this
proposed annexation.

Mr. Ted Meeder, Attorney, 333 West Foothill Blvd., Glendora,
representing Mr. Wilfred Schlange, owner of Foothill Dairy,
requested permission to address Cancil pertaining to Mr. Schlange's
property being excluded from the proposed Northerly Annexation
District No. 60. Mr. Me eder stated that Mr. Schlange had never
been contacted and had no knowledge of his property being
included until 4 days after Council adopted the Resolution
initiating the annexation proceedings, and under these
circumstances, Mr. Schlange is fearful that the Foothill Dairy
will be put out of.business.' Mr. Meeder also referred to
Section 35008 of the Government Code, concerning the annex-
ation by a city of only a portion of property owned by an
individual without his consent, and asked the Council to
consider the exclusion of that portion of Mr. Schlange's
property now included within the boundaries of the proposed
annexation.
Councilman McLees stated he feels that all property owners
should be notified of proposed annexations of their property
to the City.
After further discussion, it was moved by Councilman
Memmesheimer, seconded by Councilman Jackson and unanimously
carried that the City Attorney be instructed to prepare.the
necessary Resolution deleting this particular property
owned by Mr. Schlange from the proposed Northerly Annexation

recommending that a "salary increase in the amount of 2.5% rec.Salary
be granted to all classified (appointed) employees. for - incr. of
consideration of the Council in time for the preparation 2.5%
of the budget.

Council consideration regarding a violation of Council
'action concerning maximum hours in the part-time position of
"Cost Account Clerk".
A discussion was held relative to this alleged violation and
the possible need for additional personnel in the department.
After discussion, it was moved by Councilman Memmemsheimer,
seconded by Councilman McLees and unanimously carried that
an extension of time be'granted in order that the City
Administrator may check into, the 20 -hour limitation for the
part-time position of Cost Account Clerk.

The City Administrator submitted a request and recommendation
from the City Engineer for authorization to prepare'plainS and
specifications for'proposed sewer reimbursement District No; 6,
(intersection of Paramount Street and Irwindale Avenue along
Paramount Street and in alley west of Irwindale'Avenuei
according to plans previously- submitted;= -also for authorization
of encumbrance of $1,940 in the Revolving Services Fund for
financing the City's portion of this project.

and unanimously carried that the recommendation`of the City
Engineer be accepted and that authorization be, given for $1,940
to be incumbered from the Revolving Sewer Fund.
The City Administrator presented a communication from the
State Department of Finance certifying that in accordance
with Section 194.2 of the Street and Highways Code, the
estimated population of the City of Azusa as of March 1, 1964,
is 24,9oo.

=The City Administrator presented a memorandum regarding the
investigation of a complaint involving violations of health,
building and fire codes by a resident in the Sylvan Villa.
Mobile Home Park. The City Administrator has determined that
the complaints were not -violations as a result of recent
legislation, but are violations of various sections and
paragraphs of State regulations, some of which have been in
existence since 1941, whereas the first construction permit for
this Park was issued in April of 1959•
Moved by Councilman Cooney, seconded by Councilman McLees
and unanimously carried that the recommendation be accepted,
that the suspension of all inspections of Mobile Home Parks
in the City be lifted, and that the Health, Building and Fire
Inspection Departments be notified to enforce any needed .
revisions, and.advise the prospective buyers of this action.
A progress report was submitted by the City Administrator with
reference to the cancelling of the "right of entry" permission
previously granted by the Army Corps of Engineers whereby they
permitted the construction of a road across their property
which was primarily for the purpose of serving the industry of
Mr. Fred Heyden.
Council recommended that a copy of this letter be sent to Mr.
Heyden.
The City Administrator presented a communication_ from the
Friends of the Santa Monica Mountains State Park, 1044 Hanley
Avenue, Los Angeles, requesting the adoption of a Resolution
endorsing or favoring the establishment of a park in the Santa
Monica Mountains and the allocation of 1964 State Recreation
and Parks Bond Issue funds for this purpose.
