No. 4� entitled: - 4634. A RESOLUTION OF THE 'CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH.THE SAME,AP.E TO BE PAID Moved by Councilman Ntemmesheimer, seconded by Councilman Cooney that the.Resolution.be adopted. ABSENT: Councilmen: None and numbered Resolution 4634 The City Council proceeded with the canvass of the votes Canvass of the General Municipal Election held on April 14, 1964, of Votes including the absentee ballots, by spot checking.Voting Municipal Precincts 1, 2, and Absent Voters Ballots., Each member Election of the -Council was given a tally sheet on which to score. the results. - A Resolution was presented declaring the_.result,of the Res.#4635 election and the result of the canvass of votes.? Each declaring Council member being aware of the results of the election, Election Councilman Memmesheimer offered the following Resolution. results A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA RECITING THE FACT OF THE GENERAL MUNICIPAL . ELECTION HELD IN SAID CITY OF AZUSA ON -THE 14TH DAY OF APRIL, 19640 DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE.PROVIDED BY LAW, WHEREAS, a regular general municipal election was held and conducted in the City of Aiusa, County of Los Angeles, State of California, on Tuesday,. the 14th day of April, 1964, as required by law; and WHEREAS, notice of said election was duly and regularly given in time, form and manner as provided by law; that voting precincts were properly established; that election officers were.appointed and that in all respects said election was held and conducted and the votes cast thereat, received and canvassed.and the re - turns made and declared.in time, form and manner as 454 1 1 CITY HALL AZUSA, CALIFORNIA. TUESDAY, APRIL 21, 1964 required by the provisions of. the Elections Code of the Election code of the State of California for the holding of elections in general law cities; and 'WHEREAS., on the 21st day of April,,1964, at the hour of 7:30 P.M., the City Council duly assembled at its usual place of meeting and has canvassed the returns of said election and as a result of which, the City Council finds that the number of votes east and the names of the persons voted for, the office each person was voted for, and other matters required by law to be as stated herein- after; NOW,.THEREFO.RE, THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, DOES RESOLVE AS FOLLOWS:', , SECTION 1. That there were 15 voting precincts established for the purpose of holding said election con- sisting of consolidations of the regular election precincts -in the City of Azusa as established for.the holding of state and county elections. SECTION 2. That said regular general municipal election was held for the purpose of electing the following officers of said City as required by the laws relating to general law cities in the State of California, to wit: Two members of the City Council of said City for the full term -of four years; A City Clerk of said City for the full term of four years; A City Treasurer of said City for the full term of four years. SECTION 3. That at said regular general municipal election, the following measure was submitted to the electors of said City, to wit:. "Shall each.of the City Councilmen of the City of Azusa receive a compensation for his services as such Councilman in the amount of $100.00 per month as to all Councilmen except the Mayor and in the amount of $150000 per month as to the Mayor?" SECTION 4. That'the whole number of votes east in said City (except absent voter ballots) was 2,771. That the whole number of absent voter ballots cast in said City was 20 making a total of 2,791 votes cast in said City. 'SECTION 5. That the names of persons voted for at said election for Member of the City Council of said City are as follows: Charles B. McLees, Morrie Matcha,George A. Molina, Fernando A. Rubio, James V. Scalo, Harry J. Sniderhan and Warren Teasley. Roderick (Rod) McLeod. That the names of the. persons voted for at said election for Citi Treasurer of said City are as follows: Alec Watkins. That the measure voted upon at said election is as follows: "Shall each of the City Councilmen of the City of Azusa receive a -compensation for his services as such Councilman in the amount of $100.00 per month as to all Councilmen except the Mayor and in the amount of $150 -00 -per month as to the Mayor?" SECTION ,6. .The City Council does declare and deter- mine that: Charles B. McLees was elected as Member of thea. City Council of ,said City for the full term of four years;; Fernando A. Rubio.was elected as Member of the City Council of said City for the full term of four years; James Miller was elected City Clerk of said City for the full term of four years; Alec Watkins was.elected City Treasurer of`said City for the full term of four years; That as a result of said election a majority of the qualified voters voting on,said. measure re- lating to the compensation of the Mayor and Councilmen did vote in favor thereof; and that said proposition was carried, and shall be deemed adopted and ratified. 461 &2 'I 1 CITY HALL AZUSA, CALIFORNIA 463 TUESDAY, APRIL 21, 1964 Page 6 SECTION 7. The City Clerk shall enter on the records of the City Council of said City, a statement of the result of said election, showing: (1) The whole number of votes cast.in'the City; ' (2) The names of the persons voted for; (3) The measures voted upon;-. (4) For what office each person was voted for; (5) The number of votes given at each precinct to each person, and for and against each measure; d+ (6) The _number of votes given in the City to each M person, and for and against each measure. Cn SECTION 8. That the City Clerk shall immediately make and, upon compliance by the persons elected with the Cn provisions of Section 11565 and Section 11568-ofthe Elec- tions Code of the State of California,'shall deliver to each of such persons so elected a certificate of election signed by him and duly authenticated; that he shall also administer or cause to be administered to each person elected the oath of office prescribed in the State Constitution of the State of California and shall have them subscribe thereto and file the same in his office. Whereupon, each and all of said persons so elected shall be inducted into the respective ' office to which they have been elected. SECTION 9. That the City Clerk shall certify to the passage and adoption of this resolution; shall enter the same in the book.of original Resolutions of said City; and shall make a minute of the passage and adoption thereof in the records of the proceedings of the City Council of said City, in the minutes of the meeting at which the same is passed and adopted. Resolution was then passed and adopted by the above listed vote of Council and. numbered Resolution 4635• The Honorable Winthrop Johnson, Judge of Citrus Municipal Oath of Court, then administered the Oath of Office to the two Office new members of the City Council and the City Treasurer. Judge Johnson presented a Certificate of,Election to.each . of the successful candidates, upon determination that the affidavits of campaign expenses had been filed in the office of the City Clerk, as required. The Deputy City Clerk, presiding as Chairman, asked.for Mayor nominations for Mayor.. chosen d+ (Memmeshei- �''� Councilman McLees nominated Councilman Cooney. mer) C7 Councilman Jackson nominated Councilman Memmesheimer. m Councilman MEmmesheimer nominated Councilman Rubio. Councilman Cooney nominated.Courcilman McLees. Councilman Rubio nominated Councilman Jackson. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that the nominations be closed. It being the preference of the Council, papers were distri- buted to Council members in order to conduct a written ballot. City Administrator Foxworthy and Mrs. Gladine Ryrie were appointed to serve as a canvassing board to announce votes submitted. Councilman Memmesheimer was chosen Mayor by the following written ballot: Councilman Memmesheimer 3 Councilman Cooney 2 Mayor Memmesheimer then took the Chair and called for' nominations for Mayor Pro Tempore. Councilman MemmesheiMer nominated Councilman Jackson. Councilman Cooney nominated Councilman Rubio. Councilman McLees nominated Councilman Cooney. Moved by Councilman Cooney, seconded by Councilman Jackson and unanimously carried that the nominations be closed. Papers were again distributed to Council in order to conduct a written ballot for Mayor Pro Tempore, following.the same prodecure as for Mayor., The canvassing board announced a tie vote as follows: Councilman Rubio 1 Councilman Jackson 2 Councilman Cooney 2 Mayor Pro Temp. Councilman Jackson was chosen Mayor Pro Tempore by the ' following written ballot: Councilman Jackson 3 Councilman Cooney 2 Moved by Councilman Cooney, seconded by Councilman Rubio that the Resolution be adopted, Resolution passed and adopted by the following vote of Council: AYES: Councilmen: Rubio,--Cooney,-Jackson, McLees, Memmesheimer NOES: Councilmen: None ABSENT: Councilmen: None and numbered Resolution 4636. Mr. Ortuno expressed his gratitude for the presentations and his appreciation to the people of Azusa for having been per- mitted to serve them these past years. Mr.•Ortuno also extended best wishes for success to the new member of the Council. Mayor Memmesheimer expressed his pleasure at the opportunity of representing the City as Mayor, and the.hope that all Council members will continue to act for the best interests of the City, leaving personal ambitions behind. A request was received from Gibralter Contractors, Inc. for Req.by permission for their representative to address Council're: Gibralter Urgency Ordinance x}790 which declared a 120 -day moratorium Constr. to on building permits on deep lots. _ addrs.Cncl. at 8:20 P.M., City Attorney Williams asked to be excused from the meeting. ' Councilman Cooney requested permission to make three Plaque .presentations. presented to City d+ Mayor Memmesheimer accepted a plaque, on behalf of the City, & Ortuno M given by the Azusa Chapter PT -109 of Disabled American Veterans, in appreciation of the City's help in the estab- lishment of their new Chapter. Lb A similar plaque was then presented to former Mayor Anthony M. Ortuno from the Azusa Chapter PT -109 of Disabled American Veterans, for his assistance, and a certificate from the Veterans of Foreign Wars £or.his aid in their Memorial Services. A plaque was also presented to former Mayor Ortuno from the City of Azusa, in appreciation of his many services to the City during the past sixteen years. A Resolution was presented authorizing the presentation of Res.4636 the plaque to Anthony M. Ortuno. recog.of. Ortuno's• Councilman Cooney offered the following Resolution entitled: services to City A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AUTHORIZ- ING THE PRESENTATION OF A PLAQUE TO ANTHONY M.-ORTUNO IN RECOGNITION OF HIS SERVICE TO THE CITY .OF AZUSA. The Resolution was read in full. Moved by Councilman Cooney, seconded by Councilman Rubio that the Resolution be adopted, Resolution passed and adopted by the following vote of Council: AYES: Councilmen: Rubio,--Cooney,-Jackson, McLees, Memmesheimer NOES: Councilmen: None ABSENT: Councilmen: None and numbered Resolution 4636.
