Invocation was given by Rev. Meredith H. Davis of the Invocation Evangelical Methodist Church. (C-41), approved a Conditional Use Permit to.allow Cond.Use the expansion of an existing trailer park in the "M-2" zone Permit - from 38 to 45 spaces on property on the west side of Loren S.L.Couch �-+ Avenue and approximately 1300 feet north of Foothill.Blvd., m commonly known as 812 North Loren Avenue, as petitioned by Samuel L. City Attorney Williams entered the meeting at .7:45 P.M. 72 1 1 CITY HALL AZUSA, CALIFORNIA MONDAY, JUNE 1, 1964 The hour of 7:30 P.M. being the ,time,se.t for a public hearing on a Recommended Zone Change :from "R-3"' to "C-2", by Planning Commission Resolution No. 435'('Z-105), on property at the, northwest corner of.Paiamount, Street and Azusa Avenue, with a frontage of 165 feet on Paramount Street.and l74 feet on Azusa Avenues as petitioned by,Harker Development Co., by Warren Lefe.bvre,'the.hearing was declared opened,'by the Mayor. The Deputy'City Clerk presented the Affidavit`of Proof of Publication of Notice of this Public:Hearing,.together with an analysis and recommendation of the Planning Commission:' Warren Lefebvre, 10600 Catella_Avenue, Anaheim, appeared before Council, stating it their feeling that this property is not suitable for R-3 use because of.its location at an important intersection. Vern Bullock, .1017 Palm Drive, owner of the property, addressed Council and presented:.a petition containing 17,:names of resi- dents of 'adjacent prope'rty.owners agreeable to..the zone change, Mr. Bullock further.stated that the property is no longer a desirable location for residence because of- noise and traffic, and the zone change was requested in order to be able'to put a gas station on that corner. There being no written communications and no one else wishing to speak on.this matter,.it was Moved by Councilman Jackson, seconded by Councilman Cooney and unanimously carried that the hearing,be closed. Moved by Councilman Cooney, seconded by=Councilman McLees that the recommendation of .the Planning Commission be approved and the Zone changed to C-2. and that the City Attorney be instructed to prepare the:necessary Ordinance. Motion°failed to carry by the following vote of Council: AYES: Councilmen:, Cooney, McLees NOES: Councilmen: Rubio, Jackson, Memmesheimer ABSENT: Councilmen: None Councilman McLees stated that he seconded the motion because he believed the proposed freeway would be a natural buffer. Councilman Rubio stated_.he voted against the.tone change because: he was not in favor of a.gas station at that corner.. The hour of 7:30 P.M,"being the time,set-for a public hearing on an appeal to`the.denial by the Planning Commission (Res, No.436 - Z-108) of.a zone change from C-2 to R -3c (1200) on property at the southwest corner of .Cerritos Avenue and Big Dalton Wash, with,frontage.on Cerritos Avenue'from the.Wash to approximately 288 feet southerly, and with a uniform depth of 287.,feet, owned by Don E. Cokeley, the hearing was declared opened by the Mayor. Don Cokeley, 221 West Dexter, Covina, owner of theproperty, appeared before.Councilstating that he had purchased this property in 1962 with the purpose of developing multiple dwelling units which would have been permitted'at that time. under the existing zoning. The hour of 7:30 P.M. alsobeing the time set'for a public hearing on the recommended' zone change from C-2 to R -3b (1500) (P.C.Res.#438 - Z=109.) on property on`the north side of Arrow Highway, from 287 feet west of Cerritos Avenue to 246 feet westerly therefrom, and with an average depth of 434 feet, as initiated by;the-Planning Commission, the hearing was declared opened•by the Mayor. Planning Director Eaton explained that this request for zone change has been made in'order to bring'under,proper zoning property already developed as multiple units. Mrs. Florence Hamilton, 6638 Rockvale.Avenue,.appeared before Council, stating that there are commercial developments on all sides and the'location of the propei�ty.is no longer desirable for residential use. City Administrator Foxworthy submitted a report from the Committee of its meeting with Mr. Muchanan of Socony Mobil Oil Co, with regard to the request on this appeal....Council., was provided.with the modified Precise Plan of.Design which excludes all previous conditions except the following: (1) t`+ dedicate a property line return of 25.1 radius., and.(2) relo- cate existing 12' revolving sign on corner of property. Discussion was held by. Council on the recommended Zone Zone Change.'from M-1 to R -3b (1500) on a triangular-shaped property located on the south side of Gladstone Street between an existing trailer park and Little Dalton Wash, with a frontage of approximately 580 feet on Gladstone Street, owned by G.,R. Relock. The Public'Hearing on this zone change was closed on April 20, 1964, and decision continued to this meeting. A communication was received from the Park and Recreation Pk.& Rec. Commission requesting Council consideration of Capital Improve- Comm. re: ment projects for the 1964-65 fiscal period, to be considered Cap.Irapry at Budget Sessions.. proj. Jerry Phipps, 18470 Alford Street, President 'of Pop Warner's Football, Inc.; appeared.before Council, stating that the - development of the site at'First Street and Virginia Avenue should be completed by September 1st since the Pop Warner Football League must depend on the furnishing of a community field on which to play, and also inviting the Council members to attend the games: . Moved by Councilman'Jackson, seconded by- ;Councilman Cooney and unanimously carried that this communication be placed.on the agenda when the Capital_Improvements of the Park and Recrea- tion Commission are considered and may be taken up as an urgency item. A communication.was received from the Board of Trustees of the Ltr.frm. Azusa Public Library regarding the error.in their request for Az.Pub. the re -appointment of Mrs. Wheelehan at this time, and recom- Lib.Bd..o: mending the re -appointment of Mr. Edward Snyder. Trustees City Adminstrator Foxworthy stated that Mrs. Wheelehan was re: Apptm E.Snyder re -appointed for a 3 -year term on June 26, 1956, and again was re -appointed on.July 15, 1958, apparently in error, but since that time there, appears to be no record of further appointments.
