Smith, Deputy City Clerk Roehrich r-� With no corrections, the Minutes of the meetings of April 200 Apprv.Min. 1964, and June 1, 1964; were approved as submitted. 4/20 & 6/1/64 The Deputy City Clerk announced that'bids were opened in the office of the City Clerk at 10:00 A.M. on Friday, June 12, Award Bids 1964, on the'eonstruction of an 8" Sanitary Sewer in Para- Sewer - mount Street from Irwindale Avenue to alley west of Irwindale Paramt.adj. Avenue and in alley from Irwindale Avenue to 225 feet northerly. Present at the bid-opening•were Assistant City Engineer Irwndle to Lindsey, City Administrator Foxworthy and Deputy City Clerk V.Samarzich Roehrich. The Deputy City Clerk presented the Affidavit of proof of Publication,of Notice Inviting Bids and.stated ' that three bids had been received as follows: Bidder Total Price Bid Beecher Construction.Co. $5,370.00'. . Vido Samarzich,Co. .•,4,082,25 City Construction Co.,.- 4,611.50 After discussion, it was moved by Councilman Cooney, seconded` by Councilman Rubio and unanimously carried that the recom- mendatign of the City Engineer be accepted and the.City enter into a contract with Vido Samarzich Co. at $4,082.25, low' bidder, for the''construction of the sewer lines as specified,' and that the bid bonds be returned to the unsuccessful bidders. Moved by Counoilman Jackson, -'seconded by Councilman McLees and unanimously carried that funds be encumbered from the Sewer Revolving Fund in order that an additional amount of $242.25 be available for this pro,ject.as recommended by the City Engineer. The Treasureris,Financial Statement for the month ending Treas.Stmt. May 31, 1964, was presented to Council, showing Total Bank Balances as.of that -date $1,023.330.60. A communication was received.from Chief of Police Kendrick Apprv. requesting that departmental policy on roll call, -briefing deptmntl. and inspection be approved and authorized as, part of the Policy re: Azusa Police Department Handbook, to become effective July 11 Police 1964, and that this -policy, be placed within the Council Handbook copies of the Azusa Police'Department Handbook. Moved by Councilman Jackson,'seconded .by .Councilman Rubio and unanimously carried that, -the request be granted. A report from Superintendent of Public Works Brusnahan' Rpt, on regarding Clean -Up Week was submitted to Council,..listing Clean -Up the costs for the last five years. It.was noted that ':Wk. although the number of loads removed to the dump increased over the past year, the total cost is slightly lower than the preceding year. Mayor Memmesheimer commended the Public Works Department on. doing a fine .Jobs Moved by Councilman.Rubio,,seconded by Councilman Cooney and unanimously carried that the report be accepted and filed. City Attorney entered the meeting at 7:55 P.M. Cty.Atty. The hour of 7:30 P..M..being the time set for a.public hearing entr.mtg. on a recommended'Zone Change by Planning Commission Resolution Pub.Hrg.re: ' No. 453 (Case Z_110)'from C-3 t.o F._3b (1500) on property zone chng. between Alosta Avenue and Hollyvale Street, and from Ben Trevor Dev. Lomond Avenue to approximately 620 ft.. westerly therefrom, (Santochi) except the southwest corner of Alosta Avenue and -Ben Lomond Avenue, with a.frontage.of 258 ft, on Alosta Avenue and 310 ft. on Ben Lomond Avenue, owned by C.,Vick Santochi of the Trevor Development Co., the hearing was opened by the Mayor. 'Planning Director Eaton stated that the change of zone is being requested because of the difference in requirements of fire walls in'the two zones and explained;that,there are, some units completed, with additional units under construction. Mayor Memmesheimer stated that he voted "No" because a'prece- dent had already been set by previous Council action. Moved by Councilman Jackson, seconded by Councilman Cooney that the recommendation -of the :•lanning Commission be accepted, and that the properties that had already entered into escrow be granted an exception to the "freeze" as long as the owners 'are willing to meet the new regeA.irements as recommended in the proposed new Ordinance.' Riveria., The request is for a second house, which is over 850 square feet, to be set on the rear of the lot;. however, each side yard would be seven (7) inches short of the required five (5) feet. Council was advised that'the term of Mr, Edward Wolfe., who E.Wolfe filled the unexpired term of Mr. G. Nelson on the Planning apptd. to Commission, would expire on June 30, 1964. Following discussion, it was moved by Councilman Cooney,: seconded by Councilman Rubio and unanimously carried that a copy of the General Plan be forwarded -to the State Division of Highways, with a letter from the City Engineer stating the proposed route indicated in the General Plan was the one chosen in 1960 for the north -south freeway.
