The City Council of the City of Azusa met in adjourned session for budget study at the above time and place. Mayor Memmesheimer called the meeting to order. Call to Orde: Present at Roll Call: Councilmen: Rubio, Cooney, Jackson, McLees, Memmesheimer Also Present: City Administrator Foxworthy, Superin tendent of Light & Water Smith, Deputy City Clerk Roehrich A discussion was held regarding the Synopsis of budget requests and Capital Outlay requests, and it was agreed by Council that. further discussion be held at the next budget session. The plans of the proposed Light & Water Department building were reviewed, and after discussion., it was Moved by Councilman Jackson, seconded by Councilman Cooney and unanimously carried that the City -owned property on Alameda and Santa Fe Avenues be designated as the site for the future Light & Water Department.building, to be one-story in height .and approximately 7500 sq, ft. in area. After discussion regarding the type of architecture for the proposed Light 8e Water building, it was Moved by Councilman'Jackson, seconded by Councilman Cooney and unanimously carried that the architecture be,the same type as the present Azusa Public Library. Roll Call Re': Plans for L&W bldg. Re: Archi- tecture of L&W bldg. Regarding the recommendation of the Personnel Board re: in- Re: Range crease by one range in the salary ranges for the Fire Chief, Incr, for Assistant Fire Chief, Police Chief and Police Captain, it was 4 employee.- agreed mployee.agreed by Council that further study of the Gold -Thompson report be made,'and that this item be postponed at this time. Regarding the recommendation of the Personnel Board of a 5% overall blanket increase for all regular classified.City employees, which had been tabled at the June 15th, 1964, meet- ing, it was Moved by Councilman Cooney, seconded by Councilman McLees and unanimously carried that this item be lifted from the table. Moved by Councilman Cooney, seconded by Councilman McLees that the recommendation of the Personnel Board be accepted, and that all regular classified full-time employees,be given a 5% salary increase, effective July�19T4. Moved by Councilman Cooney, seconded by Councilman McLees and unanimously carried that the meeting be adjourned to Wednesday, June 24, 1964, at 7:00 P.M. in,tne Library Auditorium. Talley J.Granados as nominee for member of the'Personnel Boird,.the nominations & S. F. of John D. Granados and Sid.F. Mulligan, to fill the two Mulligan vacancies on the Personnel Board, were.presented'for.Council apptd.to consideration, having been tabled from the June 15; 1964,.-.'Pers.Bd. meeting. Moved by Councilman Cooney; seconded by Councilman Rubio and unanimously carried that this item be raised from the; table. Moved by Councilman. Jackson,,seconded by Councilman Cooney and unanimously carried that Mr. John D. Granados be,.appointed to the Personnel Board to fill the vacancy created by the'resigna- tion of Mr. Stephen A. Paul, for the remainder of the term expir- ing June 30, 1965,; and that Mr. Sid F. Mulligan be appointed to the PersonnelBoard for a three-year term expiring June 30, 1967, to fill the vacancy -created by :the resignation of Mr. Glenn H. Bashore, The Mayor submitted a letter received from Assemblyman Bob "Let Freedom Monagan, requesting participation by the churches in Azusa Ring" to be ' in the "Let Freedom Ring" observance, by the ringing of all observed on bells or chimes on July 4th at 11:00 A.M. 7/4/64 at 11 A.M. . Moved by Councilman Jackson, seconded by Councilman Cooney and unanimously carried'that a letter be written to all churches in Azusa, urging,their dooperation.in this bell - ringing program on July.4th, and enclosing a copy in each letter of the'material sent, by Assemblyman Monagan; also: _ l that a press release be.sent„to the newspapers. A follow-up letter from the Park and Recreation Commission, Ltr.from dated June 23, 1964, was presented to Council, giving,'impetus P&R Comm. to their former request for funds for_mprovements. re: funds for impr. After discussion re:._`suggested preliminary work -of'designing, Ektafax Approp.for etc., of the future Police Department building', it was future P.D.bldg. Moved by Councilman'Jackson, seconded by Councilman Cooney and unanimously carried that the amount of $10;000 be appro priated in the budget for preliminary work on the future Police Department building. A discussion was held regarding the'85' Snorkel requested Re: 85' under Account #5220, Object Account 440, with a total cost.- Snorkel of approximately $601000 under4 -year contract to be paid .a $15,000 annually,'it was Moved by Councilman Jackson, seconded.by Councilman Cooney. and unanimousiyearried that the appropriation for the 85' Snorkel remain in the budget, with the type of -equipment' to be considered -by Council: After further discussion of the Capital Outlay requests, it Appvl.of was moved by Councilman Cooney, seconded by Jackson Adj.Cap. -Councilman and unanimously carried that the Capital Outlay requests,.as Outlay req. adjusted, be approved. Regarding the requests for additional personnel in, the Police, Addl.Per- Fire,and Park Departments, it was sonnel in P.D., F.D. Moved by Councilman Jackson; seconded by:Councilman Cooney & Parks' and unanimously carried that.approval_be granted to the re- Dept. quests for 6 additional.personne.l in the.Police Department, 3 additional personnel in the Fire Department, and 2 addition- al personnel in the Parks Department. City Administrator Foxworthy was given permission to be excused from the meeting while Council discussed his request ; for an increase in salary,`. Assistant Fire Chief Torrance expressed his.appreciation to the Council on behalf of himself and Fire Chief Madison for the increase.in'salary range. After discussion regarding the requested increase in'the Incr.salary salary of the City Administrator, it was of City Admin. Moved by Councilman Cooney, seconded by Councilman McLees that the City,Administrator's annual salary be increased to $14,500. Motion carried by the following vote,of Council: ' AYES: Councilmen: Rubio., Cooney, Jackson, McLees,Memmesheimer NOES: Councilmen: None ABSENT: Councilmen: None After discussion, it was moved by Councilman Jackson, seconded Conting, by Councilman Cooney and.unanitnously carried -that any excess of Reserve revenue over anticipated.,expenditares should be appropriated as approp. a contingency.reserve item in tY.e 1964-65 budget.
