E-5
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
VIA: SERGIO GONZALEZ, CITY MANAGER
FROM: MIKI CARPENTER, DIRECTOR OF COMMUNITY RESOURCES
DATE: JULY 20, 2020
SUBJECT: APPROVE MEMORANDUM OF UNDERSTANDINGS BETWEEN THE LOS
ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY AND
THE CITY OF AZUSA FOR PARTICIPATION IN THE NATIONAL TRANSIT
DATABASE REPORTING
BACKGROUND:
The City of Azusa is eligible to receive Proposition A Discretionary Incentive Funds by voluntarily
reporting transit and ridership information to the Los Angeles County Metropolitan Transportation
Authority (LACMTA). The data gathered from multiple agencies is used to develop a Nation Transit
Database (NTD) that supports, local, regional, and state planning efforts and helps governments and
other decision-makers make multi-year comparisons and perform trend analyses. This action approves
two Memorandum of Understandings (MOU’s) between the City of Azusa and LACMTA, which
outlines the parameters for receiving such funds.
RECOMMENDATION:
Staff recommends that the City Council take the following actions:
1)Approve a MOU between the City of Azusa and LACMTA for participation in the NTD for report
year 2017; and
2)Approve a MOU between the City of Azusa and LACMTA for participation in the NTD for report
year 2018; and
3)Authorize the City Manager to execute, in forms acceptable to the City Attorney, the MOU’s on
behalf of the City.

NTD MOU’S Between the City of Azusa and LACMTA

ANALYSIS:
On September 26, 2001, the LACMTA Board authorized payment of Proposition A Discretionary
Incentive Funds to each participating agency in an amount equal to the Federal funds regionally
generated by each agency’s reported data.
Staff has been voluntarily reporting transit and ridership information to LACMTA. The data gathered
from multiple agencies is used to develop a NTD that supports local, regional, and state planning efforts
and helps governments and other decision makers make multi-year comparisons and perform trend
analyses. NTD statistics for all participating agencies are collected and compared with other regions of
the country. LACMTA’s use of the data results in increased Federal funds to the region based on the
ridership of local transit systems including the City of Azusa.
As part of the proposed MOU’s, the City is eligible to receive $40,491 and $42,747 respectively in
funding. These funds must be used in accordance with Proposition A transportation guidelines.
Therefore, these funds will be used to offset transit operation costs.
FISCAL IMPACT
Once the MOU’s are fully executed, the City is projected to receive a total of $83,238 from LACMTA
as Proposition A Discretionary revenue.
