HomeMy WebLinkAboutI-11 Staff Report - Renewable Portfolio Standard Compliance Report 2019UB CONSENT ITEM I-11 TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE AZUSA UTILITY BOARD FROM: MANNY ROBLEDO, DIRECTOR OF UTILITIES DATE: JULY 20, 2020 SUBJECT: RENEWABLE PORTFOLIO STANDARD COMPLIANCE REPORT FOR CALENDAR YEAR 2019 BACKGROUND: In accordance with requirements of the California Renewable Portfolio Standard (RPS), as promulgated by Senate Bill X1 2 (SBX1 2) and corresponding CEC regulations, all load serving entities, including Publicly Owned Utilities (POUs), were required to serve 31% of retail sales from renewable resources such as wind, solar, geothermal and small hydroelectric power plants. Azusa has proven compliance with this renewable portfolio standard as shown in the attached RPS compliance report. RECOMMENDATION: Staff recommends the Utility Board take the following action: 1)Receive and file the 2019 RPS annual compliance report and attachment. ANALYSIS: Compliance with SBX 1 2 (Renewable Portfolio Standard, RPS) and corresponding regulations requires annual, as well as end of compliance period, fillings with the California Energy Commission (CEC) of renewable energy procurements. Staff presents Azusa RPS compliance report for CY 2019 filed with the CEC. The report must document renewable energy resources procurement status and future renewable energy procurement plans. Report must be submitted in a CEC-prescribed format. Attached is a copy of Azusa Light & Water’s RPS compliance report for calendar year 2019. APPROVED UTILITY BOARD 7/20/2020 CY 2019 RPS Report July 20, 2020 Page 2 As shown in the report, Azusa has met and exceeded the targeted combined 31% procurement of renewable energy products in 2019, calculated as percentage of served electric load. The renewable products used for this compliance report are of the two following categories: 1. Energy produced and procured in 2019 through “grandfathered” contracts – i.e. contracts executed before June 1, 2010 and still in effect (Category 0 RECs); 2. Energy produced and procured in 2019 through post June 1, 2010 contracts (Category 1 RECs) FISCAL IMPACT: There is no fiscal impact associated with this report.
