SERVICES TO MWH CONSTRUCTORS FOR WATER CAPITAL
IMPROVEMENT PROJECT W-277
BACKGROUND:
Azusa Light & Water (“ALW”) has recommended the award of a contract for construction of
Water Capital Improvement Project W-277 Cypress Transmission Water Main Replacement,
involving 6,500 linear feet of water main and appurtenances. If approved, given the size and
scope of this project, ALW will require the services of a dedicated construction inspector to
ensure that the project is constructed as specified. After a solicitation of qualified construction
inspectors, MWH Constructors is recommended as the lowest responsible bidder. The proposed
action would award a Professional Services Agreement (“Agreement”) to MWH Constructors for
full-time construction inspector services during the 180 calendar day project construction period.
RECOMMENDATION:
Staff recommends the Utility Board take the following action:
1) Approve the Professional Services Agreement for Construction Management and
Inspection Services to MWH Constructors for Water Project W-277;
2) Authorize the Mayor to execute the Agreement, in a form acceptable to the City
Attorney.
ANALYSIS:
The Water Division’s Capital Improvement Project W-277 Cypress Transmission Water Main
Replacement includes 6,500 linear feet of water main on Cypress Street, from Azusa Avenue to

Vincent Avenue, and a portion of work on various parts of Azusa Avenue from Cypress to
Arrow Highway. To ensure proper construction of the project, including safety and installation
procedures, ALW requires the services of a fulltime, on-site, construction inspector.
The responsibilities of the inspector will include, responding to submittal reviews, requests for
information, providing on-site geotechnical work, overseeing quality assurance and quality
control in conformance with plans and specifications, and providing as-built drawings. The
inspector will be required to provide a 24-hour phone number and contact person for the public
to ask questions or report problems. The inspector will also be required to perform after-hour
inspection services, as needed.
Proposals from five (5) consultants were reviewed in the context of the anticipated 180 calendar
day project, and were evaluated based on personnel qualifications, experience inspecting similar
projects, and responsiveness to the requirements of the Request for Proposals (“RFP”).
The proposals and their respective bid pricing, as submitted, were as follows:

MWH Constructors (“MWH”) was determined to be the lowest, responsible bidder. Based on the
package review and assessment, the lowest bidder met all of the requirements of the RFP.
Accordingly, staff recommends MWH be awarded the Agreement for Construction Management
and Inspection Services for Water Project W-277. It is noteworthy that MWH has provided
successful inspection services on previous capital improvement projects for ALW.
FISCAL IMPACT:
The fiscal impact of the Agreement is $98,750.00. Funding for this service is available, under
Capital Improvement Project W-277 Cypress Transmission Water Main replacement, in Account
No. 32-80-000-721-7145-72116B.

Wet Infrastructure Experts
MWH’s Construction Management Services Group has been
serving the California wet infrastructure industry by providing
professional CM services since 1970. MWH has managed the
construction, start-up and integration of every type of wet
infrastructure facility that is currently on the market.
1. Staffing Resources
We provide our proposed team organization, including
identification and responsibilities. We provided a brief resume
for our Construction Inspector, Dennis Brown, who has 26
years of experience with a proven track record of delivering
projects within schedule and budget.
2. Proposed Method to
Accomplish the Work
MWH will use proven management and inspection
techniques to identify overall project issues and apply
appropriate controls. We use a flexible approach that allows
us to adapt and modify our management strategy as the
project progresses. MWH’s project management and
inspection approach are based on the application of
consistent practices through the project lifecycle. The MWH
approach to project management provides governance that
results in consistency and efficiency while also allowing
innovative ideas to be tested and incorporated into the overall
delivery process.
3. Fee Proposal
We provide our time and materials, not-to-exceed fee proposal
for the Scope of Services based in the Cypress CIP Water Main
Replacement Project W-277 RFP. MWH’s terms and conditions
are available upon request.
4. Other Information
MWH offers state-wide recognized water and wastewater facility
experience. Our presence in CA since 1945 and extensive
project experience has helped us build a reputation for our
ability to deliver capital improvement projects on time and within
the allocated budget. We offer world-class pipeline and potable
water distribution and treatment system services. We have
been involved with the planning, design, and construction of
more than 300,000 miles of pipelines. Our conveyance services
are focused in the core areas of water and wastewater,
including intakes, pipelines, tunnels, pumping stations, canals,
and reservoirs. Recent similar projects include:
$11M Talavera Water Main Replacement, Phase 2 Project,
Coachella Valley Water District (CVWD), CA. MWH 9.7
miles of 8- inch to 18-inch diameter zinc-coated ductile iron
pipe.
$93M Wastewater Reclamation Project, Phase I Collection
System, Hi-Desert Water District (HDWD), Yucca Valley,
CA. 75 miles of collection system pipeline within the public
right-of way.
$1.4M Azusa Avenue Water Main Replacement Project No.

ProjetWise/EADOC by Bentley), resolution of site problems,
preparation of close-out documentation. Installation of over 50
miles of collection system pipeline and private property
connections and replaced existing streets with new roads.
$11M Talavera Water Main Replacement, Coachella Valley Water
District, Indio, CA – Resident Engineer and Inspector. Managed
schedule, budget development, internal/external HOA and
resident communication, field inspection, inspection reporting,
coordination with Engineer of Record. Included review/processing
of all RFIs, CORs and COs. Prepared all payment applications
from the Contractor for review/approval. The project consists of
the replacement of approximately 20,000 linear feet of 8- in, 12-in
and 18-in diameter zinc-coated ductile iron pipe.
On-Call Inspection Services, Coachella Valley Water District
(CVWD) Palm Desert, CA, Senior Inspector, $2M, 2018 - 2019
Provided inspection services to the Coachella Valley Water District
for assigned projects which included gantry crane installations, AC
pavement improvement projects, water treatment plant upgrades
(WRP 10), potable water pipelines, chlorine replacement projects,
sewer pipe installations and video inspection monitoring, well site
drilling and brush and bailing projects, and reservoir rehabilitations.
Also provided oversight of the water district’s third-party soil
compaction and materials testing technicians and scheduled them as
needed
Role and Responsibilities
The RE/Construction Inspector will be responsible for all
assigned activities: MWH’s safety and health plan; project
activities conducted in accordance with the contract, MWH, and
legal; weekly project status reports; coordination with the City;
interfacing with client, Contractors, and vendors; project resource
management; timely responses to Contractor submittals, RFIs,
and other documents; correspondence with Contractor; weekly
progress meetings with the Contractor, client, Design Engineer,
and subcontractor representatives; day-to-day administration of
the contract including review and final recommendation to ALW
on Contractor application of payment, change order requests,
work change directives, and construction schedule updates; final
inspection and issue certificate of substantial completion, and
certificate of final completion; assist with permitting, public
outreach; constructability reviews as requested by the client; pre-
construction conferences; claims submitted by the Contractor;
contract close out with Design Engineer, client, and Contractor;
change order management, scoping, and estimating efforts; and
stakeholder coordination.
Subcontractors/ Subconsultants
MWH will not be utilizing subcontractors to perform construction
management services if awarded this contract.

Scope & Approach
Maintaining a consistent approach to delivery, coordination with all key stakeholders, and successful
integration with the Owner’s staff throughout the duration of any long-term project has been proven to be
critical for successful project delivery. Our approach is based on best practices developed, tested,
refined and proven from multiple large capital projects.
Approach
MWH has been providing construction management
services to Southern California clients consistently for the
past few decades. The team will be supported by Principal-
in-Charge, Mr. Randy Lovan. This section contains detailed
descriptions about how the above-specified work will be
executed. Frequent and thorough communication with ALW
staff will be a common element of every assigned task.
Objectives

benefit of the Project. Our
inspection approach
directly supports this
objective by incorporating
the following principles
into our daily processes:
MWH will represent ALW’s best interest – MWH
will represent ALW’s best interest in all matters of the
project while developing a team/ partnering
environment.
MWH will provide leadership – MWH’s lead
personnel are selected and retained because of their
leadership abilities. MWH personnel will provide
leadership, while developing an inclusive team
environment.
MWH will enforce the Contract requirements – MWH
will enforce the Contract requirements of the Project to
ensure that, although ALW and MWH seeks to develop
a team environment with the Contractor, all provisions
of the Project are not compromised.
MWH will take ownership of the project – Each
member of the MWH Project Team will take a “pride of
ownership” approach to the construction of the project,
and will inspect the construction works as if they were
building the project for their own personal use.
MWH will deliver a high-quality project – The “pride of
ownership” and team-oriented approach ensure that
MWH will deliver a lasting, quality project that meets the
durability requirements of a public works facility that will
operate properly for its duration.
MWH’s Approach is designed to achieve these objectives, collaborate with ALW staff; and produce a quality and reliable delivered project within budget and on schedule.
MWHC will provide the following
services:
A. Coordinate the project start and attend all meetings
including preconstruction, field meetings, construction
progress meetings, project close out meetings, etc.
Prepare meeting agenda, and minutes for all meetings.
B. Provide full time inspection of construction work to
assure quality of construction and adherence to
specifications, drawings, and submittals. Inspection will
be provided as needed estimated to require 8 hours per
day each day the work is being executed. Document
daily work progress with written logs and photographs
and submit weekly to the ALW Project Manager. Include
pre-construction photographs, photographs of installation
during construction and post-construction photographs.
In the event that the contractor uses two crews, one
inspector will inspect the work for this project. Generally,
work will take place Monday through Friday. After hours
work or holiday work will occasionally be necessary and
will be paid for by the Construction Contractor.
C. Conduct onsite interviews with contractor workers per the
Specifications & document findings. Verify with certified
payroll reports and report findings to the City.
D. Will meet and maintain the COVID 19 requirements and
the ALW Specifications.
E. Manage requests for change orders by the Contractor.
Provide requests for change orders with documentation
and recommendations to ALW for review and approval.
Implement changes as required and directed by ALW.
F. Maintain record drawings in the field indicating any
changes in the design, materials, dimensions, and
details. Provide red lined "as-built" drawings to ALW.

G. Prepare a "punch list" of all items to be completed by
the Contractor to obtain final completion. Insure all
items are completed.
H. Arrange and conduct the final inspection and start-up
coordination work with the Azusa Light & Water crews
prior to the new facilities being placed into service. Final
inspection to be witnessed by ALW.
I. Will provide 24-hour number and Contact Person for
the Public to answer and field any questions.
J. The construction documents require the Contractor to
supply a soils technician for backfill, compaction,
compaction testing and reports by a licensed
geotechnical engineer MWH will provide a Certified
Compaction Testing Inspector to monitor the
contractor’s backfill, compaction testing, give
recommendations and ensure the contractor submits
Certified Reports for the trench to satisfy and meet City
of Covina Public Works Department & Los Angeles
County Public Works requirements.
K. Provide recommendations to ALW for each progress
payment based on bid item completions.
L. Provide clarification of contract documents; respond to
contractor requests for information and clarification;
review and provide comments and track contractor
submittals, mix designs; review and provide comments
regarding the BMP & SWPPP plan submitted by the
Contractor; review and provide comments regarding the
Solid Waste Management & Recycling plan submitted
by the Contractor; shop drawings, and material
certifications and certificates of compliance; labor
compliance/ equal employment opportunities; obtain
daily roll call submittals; conduct interviews onsite with
Contractor workers; ensure labor compliance.
M. Ensure that the contractor has an established safety
program and that regular safety meetings are
conducted. Ensure that the contractor meets all OSHA
safety requirements. Perform and conduct onsite
interviews with construction workers.
N. Prepare As-Builts including size, type, location of
existing and new utility lines, layout and schematic
drawings of connection details, verification of alignment,
cross sections, location of equipment. As-Builts
required to show all field changes made and
modifications to the construction drawings in detail.
Basis of cost:
The construction documents require the Contractor to supply a

is on a high-profile street within multiple jurisdictions. Cost will be a major factor in the
selection of the inspector for this project. In order to allow for overtime and weekend work,
