SUBJECT: APPROVE THE ED2020-VINCENT CIRCUIT LINE EXTENSION PLAN AND
SPECIFICATIONS AND AUTHORIZE THE SOLICITATION OF BIDS FOR
THE CONSTRUCTION OF UNDERGROUND SUBSTRUCTURES ALONG
GLADSTONE STREET AND MOTOR AVENUE
BACKGROUND
Currently, the Azusa Light & Water Department (“ALW”) does not have any electric facilities
available to serve potential customers on the most western part of the City along Motor Avenue. In
order to serve new customers on Motor Avenue, it is necessary extend power line from an existing
circuit on Gladstone Street to that portion of the City. The recommended action would approve the
plan and specifications for construction of the underground substructures and authorize the
solicitation of bids for the Vincent Circuit Line Extension Project.
RECOMMENDATION:
Staff recommends the Utility Board take the following action:
1) Approve the ED2020-Vincent Circuit Line Extension plan and specifications for the
Vincent Circuit Line Extension Project; and
2)Authorize the advertisement and solicitation of bids for the construction of the underground
substructures required for the LD2020-Vincent Circuit Line Extension Project
ANALYSIS:
One of the high-voltage electric distribution circuits fed from the Kirkwall substation, the Vincent
Circuit, currently ends on Gladstone Street just approximately 100 feet east of Irwindale Avenue.
To serve new customers on Motor Avenue, it is necessary to extend this end of Vincent circuit west
on Gladstone Street and North on Motor Avenue, total of approximately 2,000 linear feet. This
underground line extension consists of electric equipment, underground cables, and substructures

such as vaults, and conduits. Staff has developed a plan and specifications for this line extension
project, and the construction contractor will furnish and install the underground substructures,
including conduits, vaults and concrete pad. Consequently, the ALW electric crews will furnish and
install the underground cables and equipment utilizing the new underground substructures.
Staff is seeking approval of the project plan and specifications and the authority to solicit for bids
for the construction of underground substructures for the Vincent Circuit Line Extension Project.
FISCAL IMPACT:
Funding for this project is budgeted for under the Utility’s Capital Improvement Budget Acct # 33-
80-000-730-7120.
