HomeMy WebLinkAboutE-12 Staff Report - The Promenade at Citrus Grant Deed AcceptanceAPPROVED CONSENT ITEM E-12 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: KURT CHRISTIANSEN, FAICP, ECONOMIC AND COMMUNITY DEVELOPMENT DIRECTOR DATE: NOVEMBER 19, 2018 SUBJECT: EXECUTE CERTIFICATE OF ACCEPTANCE OF GRANT DEED (APN 8625-056- 900) AND APPROVE AMENDMENT TO THE LANDSCAPE AND IRRIGATION MAINTENANCE CONTRACT WITH BRIGHTVIEW LANDSCAPE SERVICES BACKGROUND: The Promenade at Citrus commercial building (890 The Promenade) and The Promenade at Citrus plaza (864 The Promenade) are located on Lot 7 (APN 8625-056-900) within the Transit Neighborhood in the Promenade District of the Monrovia Specific Plan, commonly known as Rosedale. The commercial building and plaza were constructed in accordance with the approved plans. The Promenade at Citrus received a Certificate of Occupancy on October 21, 2018. RECOMMENDATIONS: Staff recommends that the City Council take the following actions: 1. Authorize the City Manager to execute Certificate of Acceptance of Grant Deed in a form acceptable by the City Attorney on behalf of the City; and 2. Approve an amendment to the Landscape and Irrigation Maintenance Contract with Brightview Landscape Services in the amount of $3,290 for the remainder of Fiscal Year 2018-2019. ANALYSIS: Following review and inspection of The Promenade at Citrus commercial building and plaza, Staff has determined that both the commercial building and plaza have been constructed in substantial compliance with approved plan. At the May 15, 2017 City Council Meeting, a Final Tract Map No. 74154 was approved. Under the Owner's Statement, Rosedale Land Partners II, LLC dedicated Lot 7 of the map in fee simple to the City of Azusa. Under the City Clerk's Certificate, the City of Azusa accepted the dedication of Lot 7 in fee simple as offered. Tract No. 74154 was recorded on June 28, 2017. The proposed action authorizes the City Manager to execute a Certificate of Acceptance of Grant Deed. Certificate of Acceptance of Grant Deed November 19, 2018 Page 2 of 2 In order to commence landscape and irrigation maintenance services, an amendment to the landscape and irrigation maintenance contract with Brightivew Landscape Services is required. A quote was requested from Brightview. The monthly cost for the Plaza is $115.00. The monthly cost for the Commercial building is $355.00. Below is a table that provides the total cost of requested services for the remainder of Fiscal Year 2018-2019. FISCAL IMPACT: The long term maintenance cost of all Rosedale parks are funded via Community Facilities District (CFD), account number 37-25-420-000-6493, established as part of the Rosedale project and will fund the plaza area expense in the amount of $805.00. The commercial building expense in the amount of $2,485.00 is included in the Fiscal Year 2018-2019 approved budget under account number 10-35-645- 000-6399. It is anticipated that once the commercial building is leased out, the landscape and irrigation maintenance expense will be funded by the tenants.
