HomeMy WebLinkAboutAgenda - August 17, 2020 8/17/2020 - 1 - AGENDA REGULAR MEETING OF THE CITY COUNCIL, THE SUCCESSOR AGENCY TO THE FORMER REDEVELOPMENT AGENCY, THE PUBLIC FINANCING AUTHORITY OF THE CITY OF AZUSA CORONAVIRUS (COVID-19) ADVISORY Due to the state and local State of Emergency resulting from the threat of Novel Coronavirus (COVID-19), Governor Newsom has issued Executive Order N-29-20 in which Section 3 supersedes Paragraph 11 of Executive Order N-25-20 (issued on March 12, 2020) addressing Brown Act regulations. This new order states that the City does not need to make a physical location available for members of the public to observe a public meeting and offer public comment. The Order allows the City to hold City Council/Board meetings via teleconferencing and allows for members of the public to observe and address the meeting telephonically or electronically. To comply with the recent Health Orders issued by the Governor and Los Angeles County Health Department, the City Council meeting scheduled for Monday, August 17, 2020 at 6:30 p.m. will be closed to the Public. Those wishing to comment on items on the closed session agenda 6:30 P.M. may do so by calling (669) 900-6833 and when prompted entering the following meeting ID # 926 3972 7711 between 6:00 P.M - 6:30 P.M. RECOMMENDED ACTION: 1) Approve the two year lease of twenty-one (21) Automated License Plate Reader Cameras from Flock Group Inc, 1170 Howell Mill Rd NW Ste 210, Atlanta, GA 30318 in an amount not to exceed $110,250.00 based on the sole source purchasing process noted in AMC Section 2-520(b) – Sole Source Purchases. The approval would be subject to non-substantive changes made by the Chief of Police or City Attorney. 2. TRAFFIC SAFETY CONCERNS RESPONSE AND SOLUTIONS. RECOMMENDED ACTION: Receive and File 3. ADOPTION OF RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA SUPPLEMENTING A RESOLUTION OF THE CITY COUNCIL ADOPTED DECEMBER 16, 2019, PROVIDING FOR THE ISSUANCE OF ONE OR MORE SERIES OF CITY OF AZUSA TAXABLE PENSION OBLIGATION BONDS, AND RATIFYING ACTION TAKEN ON DECEMBER 16, 2019, APPROVING THE FORMS OF AND AUTHORIZING THE EXECUTION AND DELIVERY OF AN INDENTURE, BOND PURCHASE AGREEMENT AND OFFICIAL STATEMENT AND AUTHORIZING CERTAIN OTHER ACTIONS IN CONNECTION THEREWITH. MINUTES OF THE REGULAR MEETING OF JULY 20, 2020 AND SPECIAL MEETING OF AUGUST 4, 2020. RECOMMENDED ACTION: Approve minutes as written. 2. RESOLUTION AUTHORIZING PAYMENTS OF WARRANTS BY THE CITY DATED JULY 15, 2020 THROUGH AUGUST 12, 2020. RECOMMENDED ACTION: Adopt Resolution No. 2020-C45 allowing certain claims and demands and specifying the funds out of which the same are to be paid. 3. HUMAN RESOURCES ACTION ITEMS. RECOMMENDED ACTION: Approve the Personnel Action Requests in accordance with the City of Azusa Civil Service Rules Section 5.7.5 and applicable Memorandum of Understanding(s); and approve Resolution No. 2020-C46 approving New Department Head Classification Deputy City Manager. 4. CITY TREASURER’S STATEMENT OF CASH AND INVESTMENT BALANCES FOR THE MONTH OF JUNE 2020. RECOMMENDED ACTION: Receive, review, and file the City Treasurer’s Report for the month of June 2020. 5. PURCHASE OF PADMOUNTED TRANSFORMERS. RECOMMENDED ACTION: Approve the issuance of a purchase order to ERMCO in an amount of $40,949.05 for the purchase of Padmounted Transformers. 6. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA EXTENDING THE PROCLAMATION OF LOCAL EMERGENCY REGARDING NOVEL CORONAVIRUS (COVID- 19). RECOMMENDED ACTION: Review and adopt the following Resolution No. 2020-C47: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA EXTENDING THE PROCLAMATION OF LOCAL EMERGENCY REGARDING NOVEL CORONAVIRUS (COVID-19) 7. APPROVAL OF FINAL TRACT MAP NO. 77150 FOR AN INDUSTRIAL BUSINESS PARK PROJECT LOCATED AT 1025 NORTH TODD AVENUE. RECOMMENDED ACTION: 8/17/2020 - 6 - Find that this project complies with the General Plan and is consistent with the approved tentative tract map and any amendments thereto; and Find that this project is in compliance with the provisions of the Subdivision Map Act; and Approve Final Tract Map 77150; and Authorize the City Clerk and City Treasurer to endorse the certificates on the face of the map, which embodies the approval of Final Tract Map 77150. 8. APPROVE AMENDMENT NO. ONE TO PROFESSIONAL SERVICES AGREEMENT WITH BAKERS MAN PRODUCTION FOR VIDEO PRODUCTION SERVICES. RECOMMENDED ACTION: Approve Amendment No. One to Professional Service Agreement with Bakers Man Productions for Video Production Services; and Authorize the City Manager to execute the agreement, in a form acceptable to the City Attorney; and Approve necessary budget amendment(s)/transfer(s) and adjust the fiscal year budgets accordingly. 9. PURCHASE OF FOUR (4) 2020 FORD POLICE INTERCEPTOR UTILITY VEHICLES. RECOMMENDED ACTION: Approve the purchase of four (4), 2020 Ford Police Interceptor Utility vehicles from National Auto Fleet Group, 490 Auto Center Drive, Watsonville, CA 95076 in an amount not to exceed $150,067.60 using the competitive bid process previously completed by the County of Los Angeles, under Sourcewell master vehicle contract (formally known as the NJPA master vehicle contract (#120716)), as authorized under Azusa Municipal Code Section 2-521 – Cooperative, piggyback and multiple bid purchasing with other agencies. 10. AWARD OF CONTRACT FOR SLAUSON POOL MAINTENANCE AND REPAIR. RECOMMENDED ACTION: Award a three-year contract, with two potential one-year extensions, to Commercial Aquatic Services for Slauson Pool maintenance; and Authorize the City Manager to execute the Maintenance Services Agreement, in a form acceptable to the City Attorney, on behalf of the City; and Authorize a blanket purchase order for repairs. 11. REQUEST TO AMEND PROFESSIONAL SERVICES AGREEMENT WITH HISTORIC RESOURCE GROUP TO CONDUCT THE CITY'S HISTORIC CONTEXT STATEMENT AND CITYWIDE HISTORIC SURVEY UPDATE AS IT RELATES TO THE CITY'S HISTORIC PRESERVATION PROGRAM. RECOMMENDED ACTION: Approve the Professional Services Agreement First Amendment with Historic Resources Group to conduct the Historic Context Statement and Historic Survey Update to extend the contract term date to December 2021; and Authorize the City Manager to prepare and execute the agreements, in a form acceptable to the City Attorney, on behalf of the City. 8/17/2020 - 7 - 12. FIRST AMENDMENT TO THE MEMORANDUM OF AGREEMENT BETWEEN THE SAN GABRIEL VALLEY COUNCIL OF GOVERNMENTS (THE “SGVCOG”) AND THE CITY OF AZUSA FOR PARTICIPATION IN THE SAN GABRIEL VALLEY REGIONAL VMT ANALYSIS MODEL. RECOMMENDED ACTION: Adopt the first amendment to the Memorandum of Agreement between the SGVCOG and the City of Azusa for participation in the San Gabriel Valley Regional VMT Analysis Model. 13. AWARD A CONSTRUCTION CONTRACT TO TSR CONSTRUCTION AND INSPECTION TO FURNISH AND INSTALL UNDERGROUND ELECTRICAL SUBSTRUCTURES PER PROJECT LD2020- 2 PLAN AND SPECIFICATIONS. RECOMMENDED ACTION: Award a construction contract to TSR Construction and Inspection in an amount not-to-exceed $34,320 to furnish and install underground electrical substructures per Project LD2020-2 plan and specifications; and Authorize the City Manager to execute the Construction Contract in a form acceptable to the City Attorney. 14. AWARD PROCUREMENT CONTRACT TO ANIXTER INCORPORATED FOR FURNISHING LED STREET LIGHT FIXTURES. RECOMMENDED ACTION: Award a Procurement Contract for Project LD2020-SL to Anixter Inc. in an amount not-to-exceed $178,784.16; and Authorize the City Manager to execute the Contract in a form acceptable to the City Attorney. 15. APPROVE THE THIRD AMENDMENT TO THE DISPOSITION AND DEVELOPMENT AGREEMENT AND THE SUCCESSOR AGENCY APPROVE THE FOURTH AMENDMENT TO THE REAL PROPERTY PURCHASE AND SALE AGREEMENT AND JOINT ESCROW INSTRUCTIONS WITH COSTANZO INVESTMENTS, LLC. FOR THE PARCELS LOCATED AT THE SOUTHEAST CORNER OF AZUSA AVENUE AND NINTH STREET (APNs 8608-025-902, 8608-025-907, 8608-025-908, 8608-025-909, 8608-025-910 AND A PORTION OF 8608-025-914). RECOMMENDED ACTION: Approve a Third Amendment to the Disposition and Development Agreement; and The Successor Agency approve a Fourth Amendment to the Purchase and Sale Agreement and Joint Escrow Instructions; and Authorize the City Manager to execute both, in a form acceptable to the City Attorney. 16. ADOPTION OF A RESOLUTION TO DELEGATE FULL CLAIMS AUTHORITY TO THE CALIFORNIA JOINT POWERS INSURANCE AUTHORITY. RECOMMENDED ACTION: Adopt Resolution No. 2020-C48 to delegate tort liability claims handling responsibilities to the California Joint Powers Insurance Authority. 8/17/2020 - 8 - F.
