Mayor Memmesheimer called the meeting to order anq led in the salute to the flag. Invocation was given by Rev. Harold M. Sorweide of the Azusa Church of the Nazarene. Administrator Foxworthy, City Engineer Sandwick, City Clerk Miller With no corrections, the Minutes of the meeting of 5/18/64 were approved as written. The City Clerk presented a request from Sid Bush, auctioneer -liquidator, for permission to%:hold an auction (bankruptcy sale) on August 20th for F & S Motor Parts, 915 West Foothill Blvd. Moved by Councilman Jackson, seconded by Councilman Cooney and unanimously carried that the request be approved. 7:30 p.m. Call to Order Invocation Roll Call Min.5/18/64 Approved Permission to hold auction �F&S Motor arts) The City Clerk presented, for ratification by the Council Ratification a Proclamation issued by the Mayor, declaring September of Proclama. 17, 1964, as Constitution Observance Day. of 9/17/64, Constitution Moved by Councilman Cooney, seconded by Councilman Observance Day Jackson, and unanimously carried that the Mayor be authorized to sign the Proclamation. A request was received from the Azusa Junior Chamber Req.from of Commerce for permission to place a canvas sign Az.Jr.Chmbr. across Foothill Blvd., to advertise the Seat Belt of Comm.to Clinic to be held August.29, 1964. erect canvas sign re: Seat Moved by Councilman McLees, seconded by Councilman Belt Clinic Jackson and unanimously carried that the request be granted, with City to erect and take down, if sign conflicts with County Fair banner. The City Clerk requested Council determination re- Consid.re: garding State Employees Retirement System's,cost for mbrship date Fire Chief Madison's membership if the effective date in SERS for could be established as of 1/1/49. Information from Marlow Madison, SERS has fixed the cost to the City as $3,035.58, if estab.. as using effective date of 1/1/4 , and the cost to the of 1/1/49 City for services prior to l/l/49 will be computed by SERS at their next quadrennial valuation. Moved by Councilman Jackson, seconded by Councilman Rubio and unanimously carried to approve Mayor's appointment of the City Clerk, Councilman Jackson, and Councilman Rubio, as a Committee, for study and recommendation to Council as soon as possible. The City Clerk requested authorization to make a Req, auth. refund of duplicate payment of $18.00 for business for refund of license (West Covina TV & Radio, 1609 W. Garvey, duplicate bus. West Covina). lic.fee (W.Covir TV & Radio) Moved by Councilman Mc Lees, seconded by Councilman Jackson and unanimously carried that authorization be granted. 1 1 1 CITY HALL AZUSA, CALIFORNIA MONDAY, AUGUST 17, 1964 A request was received from the Guild of Musical Arts for financial support in the amount of $500. The suggestion was made that if a similar request is to be made in future years, the request be submitted to the City prior to the time of adopting our operating budget, since no money was included in our fiscal 1964-65 budget for this project. Moved by Councilman Jackson seconded by Councilman Cooney and unanimously carried that the communication be filed, and the Guild be informed that future requests be made prior to budget sessions. A request was received from the Board of Supervisors for the City of Azusa to adopt a Resolution protest- ing the lowering of the age limit for purchase of alcoholic beverages. Moved by Councilman Mc Lees, seconded by Councilman Cooney, and unanimously carried that the City Attorney prepare a Resolution as requested. , A communication was received from the Personnel Board to establish a new classification of Civil Engineering Associate. This classification is an attempt to eny courage Engineering personnel to remain with Azusa by making a higher position available to them on a promo- tional basis as they become qualified. A recommendation was received from the Planning Com- mission for approval of Relocation Permit for removal of a house from 512 E. 1st Street to 1030 N. McKeever Avenue.(R. L. Hurley). Moved by Councilman Rubio, seconded by Councilman Cooney and unanimously carried to approve the recommendation of the Planning Commission, provided applicant complies with requirements for improvements as directed. Notice was given that the Planning Commission, by Resolution No. 467 (Case Z-113 - Planning Commission initiated) recommended the rezoning of various parks, schools and public facilities, as stated in Planning Commission Resolution No. 465, from "W", R -la, R -lb, R -lc R-2, R -3c, "P", C-2, C-3, M-1, and M-2 zones, to "C -F;' (Community Facilities) zone; hearing before Council to be set for 9/8/64. The City Engineer submitted a report on grade separation study at Vernon Avenue and Santa Fe Railroad, with a request for approval of preliminary design of the pro- ject, and authorization for Mayor to sign an application to be filed with P.U.C. for a railroad grade separation at Vernon -Monte Vista and the A.T.S.F. Councilman Jackson informed Council he had received a Auth. purch. letter from Howard Gardner, Associate Director of the wreath to be League of California Cities regarding proper protocol pres. by Counc. when a recognized group visits a foreign.country. Jackson while Councilman Jackson will be a member of the delegation in Mexico on the League's "Official Mission to Mexico", and arrangements have been made for each City represented in the delegation to place a separate wreath upon an appropriate monument in Mexico City on behalf of the City, in addition to the wreath to be placed for the delegation as a whole. If the City desires to partici- pate, a check in the amount of $6.00 should be sent to the League for an appropriate wreath, -40" in diameter, which will include a banner across the facq giving the name of the City, such as "Cuidad de Azusa'.
