HomeMy WebLinkAboutE-9 Staff Report - SUV Purchase FY 20-21 CONSENT ITEM E-9 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: MIKE BERTELSEN, CHIEF OF POLICE DATE: AUGUST 17, 2020 SUBJECT: PURCHASE OF FOUR (4) 2020 FORD POLICE INTERCEPTOR UTILITY VEHICLES BACKGROUND: As part of the ongoing fleet management program at the Azusa Police Department, police vehicles are retired out of the fleet when appropriate and deemed necessary. The Police Department is retiring four (4) vehicles and needs to purchase four (4), 2020 Ford Police Interceptor Utility vehicles from National Auto Fleet Group in Watsonville, CA as replacement. RECOMMENDATION: Staff recommends the City Council approve the purchase of four (4), 2020 Ford Police Interceptor Utility vehicles from National Auto Fleet Group, 490 Auto Center Drive, Watsonville, CA 95076 in an amount not to exceed $150,067.60 using the competitive bid process previously completed by the County of Los Angeles, under Sourcewell master vehicle contract (formally known as the NJPA master vehicle contract (#120716)), as authorized under Azusa Municipal Code Section 2-521 – Cooperative, piggyback and multiple bid purchasing with other agencies. ANALYSIS: Each year the Police Department budgets to replace high mileage patrol vehicles. This year’s fleet rotation involves replacing four (4) vehicles from the fleet to reduce the annual capital outlay for patrol vehicles, while providing safe, reliable and up-to-date equipment for patrol officers and other public safety personnel. Not only does this high mileage vehicle become expensive to maintain, but a compromise to officer and public safety. The vehicle to be removed from the fleet is beyond the warranty and in need of retirement from patrol deployment. APPROVED CITY COUNCIL 8/17/2020 Police Vehicle Purchase August 17, 2020 Page 2 The competitive bid process previously completed by the County of Los Angeles, under Sourcewell master vehicle contract formally known as the NJPA master vehicle contract #120716 (Attachment #2) These four (4) new vehicles will be used as marked, black and white patrol units. The County of Los Angeles Purchase Order was granted at a base price including tax and tire fees of $37,516.90 per Utility Vehicle - National Auto Fleet Group Quote (Attachment #1), which includes driver and front passenger side-impact airbags. FISCAL IMPACT: There are adequate funds available for this purchase, and $153,052 ($38,263 per vehicle) was included in the fiscal year 2020-21 approved budget under the Equipment Replacement Fund account #46 00 000 0007135 for four (4) 2020 Police Interceptor Utility Vehicles.
