HomeMy WebLinkAboutG- 9 Police Facility Additon and Alterations 4110111505a 0 OF AZUSA ePolice Department (81 334-2943 7h&C ay TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BOB GARCIA, CAPTAIN SAM GONZALEZ, LIEUTENANT VIA: HENRY GARCIA, CITY ADMINISTRATOR t, DATE: FEBRUARY 18, 1997 SUBJECT: AWARD BID AND ISSUE NOTICE TO PROCEED ON THE CITY OF AZUSA POLICE FACILITY ADDITION AND ALTERATION PROJECT Background The Police Department is currently housed in a facility that was designed in the 1960's and constructed in 1969-71 with occupancy occurring in mid 1971. The architectural design of the building was developed for a smaller work force and did not anticipate the future growth of the department. In order to meet the current and future needs of the department, the City investigated the possibility of expanding and remodeling the facility. In order to select a qualified and conscientious general contractor to conduct the work, the City developed a two step process. The first step was to respond to the Request For Statement of Qualifications and Information (RFQ) package. Those contractors that qualified during Step I would be invited to submit construction bids in Step II. The City advertised the RFQ for the Azusa Police Facility addition and Alteration project from August 28 to September 4, 1995, and made the document available at the City Clerk's office. The RFQ's were due by September 26, 1995 and a total of(20)contractors submitted responses. Of these contractors, six were deemed non-responsive for failing to submit the required number of documents and removed from the process. On January 6, 1997, Council approved the plans and specifications for the project and the bid documents were made available to the(14) qualified general contractors on January 8, 1997. The public bid opening was held in the City Clerk's office on February 6, 1997. Findings Between the time the bid documents were made available and the bid opening, six of the pre-qualified contractors opted to withdraw from the bid process. The remaining (8) pre-qualified general contractors submitted bids at the bid opening as follows: -//8/r7 725 North Alameda Avenue, Azusa, California 91702-2504 General Contractor Base Bid 1. Bracey Co. $3,647,309 Average Base Bid $3,204,020 Adamson Associates Estimate $3,587,263 The apparent low bidder is DTEC Construction, Inc., but upon review of their bid documents by the architectural firm of WMM Associates and the law offices of Best, Best & Krieger LLP, several deficiencies were found and warrant rejection of the bid as non-responsive. Therefore, staff recommends that DTEC's bid be rejected as non-responsive. For further details regarding the proposed rejection of DTEC's bid, please refer to a copy of the letter addressed to Norberto T. Pamatmat at DTEC Construction, Inc., dated February 10, 1997. Upon review of the next lowest bidder, Hazama Corporation, no deficiencies were discovered in their bid documents. Recommendation Staff recommends that Council pass the attached Resolution awarding the bid for the City of Azusa Addition and Alteration project to the lowest responsive bidder, Hazama Corporation, 1045 W. Redondo Beach Blvd., #400, Gardena, CA 90247, in the amount of$2,908,916, and authorize the Mayor to execute the appropriate contractual documents.
