SUBJECT: CEREMONIAL CERTIFICATES OF APPRECIATION TO AZUSA
USED-OIL CERTIFIED COLLECTION CENTERS
As per Council's approval on February 18, 1997, Staff is requesting to be placed on the Agenda
under"Ceremonial"for the March 3, 1997 City Council Meeting.
Staff will have framed certificates and the list of Certified Centers. The Owners/Managers are as
follows:
1. Alfred Hendry-Aura's Garage
2. Dave Hernandez- Jiffy Lube
3. Tony Guaydacan-Tony's Auto
4. Fred and Rudy Dominguez-Dick's Auto Supply
5. Hagop Kouyoumdjian-Economy Auto Center
6. Kamal Abou-Arabi- Kamal's Texaco
7. Paul Schwertner- Y Tire Sales
8. Yasser Kabab -Texaco Firestone Tire
Mention of appreciation and on-going participation through the Used-Oil Recycling Program is
recommended for the Mayor. The Superintendent of Public Works, Louie H. Pedroza. Jr., will
be present to assist.

SUBJECT: USED OIL RECYCLING VIDEO
The participating five Cities (River Group) are requesting approval to be placed under Reports,
Updates and Announcements from Staff/Council at the February 18,1997 Council Meeting.
Staff will show Council and the audience a preview of the Used Oil Video that will be aired on
cable stations throughout the regional territory, for the purpose of public and educational
awareness.

SUBJECT: "PROJECT NO DIRT" UPDATE
"Project no Dirt"was introduced by Staff and approved by the City Council in order to enhance
the appearance of Azusa Ave. Letters were mailed to all vacant property owners informing them
of the program, opportunities and possibilities.
The City Attorney had advised Staff that in order to use public funds on private property, an
easement must first be agreed upon. Three private property owners responded to the program
with concerns regarding the easement. The main concern was having the opportunity to
withdraw at any time.
The City Attorney advised Staff that the City's investment should be protected, versus allowing
the private property owner to withdraw at anytime. The following is an example:
A five year agreement

City invested$2,500.00 in labor, equipment material etc.
After two years the private property owner wishes to withdraw from the program due to
property being sold or transfer of deed.
The private property owner must reimburse the City for the remaining three years in the
amount of$1,500.00

For this reason, all the interested private property owners declined to participate in the program.
Therefore, Staff can no longer pursue this project in light of the conditions. Should an alternate
possibility be suggested, Staff will be more than willing to investigate. Staff thanks Council for
their support with this concept.
