DATE: MARCH 17, 1997 SUBJECT: GEOTECHNICAL MONITORING SERVICES Background On February 18, 1997, Council awarded the bid for the City of Azusa Police Facility Addition and Alteration project to the Hazama Corporation as the lowest responsive bidder. On March 3, 1997, Mayor Stephen Alexander executed the contract between the City of Azusa and the Hazama Corporation for the base bid amount of$2,908,916. The architectural firm of WMM Associates and their consultants are working feverishly with the City's Building Division to secure a building permit for this project. It is anticipated the permit will be obtained and for ground breaking ceremonies to occur in late March. Findin2s: In part, the project consists of a new elevator within the existing police facility and an approximate 6,300 square foot addition between the existing police building and the former light and water building(777 North Alameda Ave.). Therefore,it is required that geotechnical monitoring and testing services in accordance with the project manual and specifications, the 1994 Uniform Building Code (UBC), and applicable UBC and American Society for Testing Materials (ASTM) Standard Test Methods be followed. The specific scope will include, but not necessarily limited to, the following: 1. Attending meetings and providing additional consultation and engineering as requested or required. 2. Observation and documentation of spread-footing bearing soils. atfrta /q 7 .. 725 North Alameda Avenue, Azusa, California 91702-2504 3. Observation and testing (ASTM D1556 and D2922) of compacted fill for utility trenches and fill placed around footing or stem-wall excavations. 4. Testing of building and curb and gutter subgrade compaction. 5. Laboratory testing of any imported or previously unencountered fill material (ASTM D1557), if needed. 6. Preparation of a"Final Compacted Fill" report, in accordance with the 1994 UBC Section 3318.1.2. Converse Consultants West, 222 East Huntington Drive, Suite 211-A, Monrovia, CA 91016, performed the Foundation Investigation report, dated June 8, 1995, for this project. Therefore, they are the foundation investigators of record and it is recommended that future foundation issues be addressed by the same firm. The purpose for this, is that in the event there is a problem with the foundation for the new addition or elevator pit, one consultant may be held accountable for the foundation investigations, reports and recommendations. Converse Consultants West proposes to provide the listed scope of work for$7,575, which includes a 15% contingence. Recommendation: Staff recommends that Council pass the attached Resolution waiving formal "sealed" bidding and award geotechnical monitoring services to Converse Consultants West in the amount not to exceed $7,575. era 011110 Vir o Broderick Chief of Police Sam Gonzalez, Lieutenant Project Manager RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA WAIVING FORMAL SEALED BIDDING AND AUTHORIZING THE ISSUANCE OF A PURCHASE ORDER FOR AN AMOUNT NOT TO EXCEED $7,575 FOR GEOTECHNICAL MONITORING SERVICES WHEREAS, Section 2.537 of the Azusa Municipal Code requires City purchases over the amount of$5,000 to be awarded to the lowest responsible bidder after notice, and WHEREAS, Section 2.536 of the Azusa Municipal Code allows the City Council to waive formal sealed bidding upon finding that the public welfare would be promoted by dispensing with them, and WHEREAS, by soliciting written quotations from vendors, the City will have clearly complied with the intent of Section 2.536 of the Azusa Municipal Code, even though formal "sealed"bids will not have been solicited, NOW, THEREFORE,THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY FIND AS FOLLOWS: Section 1. That the formal"sealed"bidding process is waived, and Section 2. That a Purchase Order, not to exceed$7,575, be issued to Converse Consultants West for geotechnical monitoring services. PASSED, APPROVED AND ADOPTED this seventeenth day of March, 1997. MAYOR I HEREBY CERTIFY that the foregoing Resolution No. was duly adopted by the City Council of the City of Azusa, at a regular meeting thereof,held on the seventeenth day of March, 1997 by the following vote of the Council.
