HomeMy WebLinkAboutG- 7 Construction Materials Tests and Inspections and Project Inspector THE CITY 0 OF AZUSA Police Department 0 (818 34-2943 7 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: JOHN BRODERICK, CHIEF OF POLICC ' SAM GONZALEZ, LIEUTENANT VIA: HENRY GARCIA, CITY ADMINISTRATOR DATE: MARCH 17, 1997 SUBJECT: CONSTRUCTION MATERIALS TESTS AND INSPECTIONS AND PROJECT INSPECTOR Background Once the City of Azusa Police Facility Addition and Alteration project begins construction, there are many tests, inspections, and inspector requirements mandated by law. The language in the project manual in Section 01410 address these requirements as provisioned in the Essential Services Buildings Seismic Safety Act of 1986, contained in Health and Safety Code sections 16000 et and also the relevant regulations set forth in Part 1 of Title 24 of the California Code of Regulations. In order to meet the intent of these laws in the most cost efficient means possible, Kanda and Tso Associates consulting structural engineers provided a structural tests and inspections sheet for materials testing services. Also, rather than employing a full-time project inspector, we asked for these services to be provided on a part time basis and intend on supplementing these efforts with the City's Building Inspectors. The City's Building Division,City Attorney, WMM Associates and Police Department staff feel comfortable with this approach. However, the Los Angeles office of the Division of State Architect was contacted and concurred that this approach appears to meet the legislative legal, moral, and ethical intent. It is in the City's best interests to have the firm that provides the materials testing and inspection also provide the inspector of record,since this person often times has the credentials to provide services in both areas. However, the City's Building Division must interview and approve the inspector of record prior to him/her starting any work on the project. Recommendation Staff recommends that Council pass the attached Resolution waiving formal "sealed" bidding and award the construction materials testing and inspection and project inspector services to the lowest bidder,Montana Testing&Geotechnical,Inc. to include the optional services for a total of$64,117. 4044, CIO WI" • Broderick Chief of Police Sam Gonzalez, Lieutenant Project Manager RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA WAIVING FORMAL SEALED BIDDING AND AUTHORIZING THE ISSUANCE OF A PURCHASE ORDER FOR AN AMOUNT NOT TO EXCEED $64,117 FOR CONSTRUCTION MATERIALS TESTING AND INSPECTION AND PROJECT INSPECTOR SERVICES WHEREAS, Section 2.537 of the Azusa Municipal Code requires City purchases over the amount of$5,000 to be awarded to the lowest responsible bidder after notice, and WHEREAS, Section 2.536 of the Azusa Municipal Code allows the City Council to waive formal sealed bidding upon finding that the public welfare would be promoted by dispensing with them, and WHEREAS, by soliciting written quotations from vendors,the City will have clearly complied with the intent of Section 2.536 of the Azusa Municipal Code, even though formal "sealed"bids will not have been solicited, NOW, THEREFORE,THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY FIND AS FOLLOWS: Section 1. That the formal "sealed"bidding process is waived, and Section 2. That a Purchase Order, not to exceed$64,117, be issued to Montana Testing & Geotechnical, Inc. for construction materials testing and inspection and project inspector services. PASSED,APPROVED AND ADOPTED this seventeenth day of March, 1997. MAYOR I HEREBY CERTIFY that the foregoing Resolution No. was duly adopted by the City Council of the City of Azusa, at a regular meeting thereof,held on the seventeenth day of March, 1997 by the following vote of the Council.
