This tank supports the department's emergency generator, both of which will be replaced with new above ground systems. However, at the Police Department's direction, the architect issued an addendum advising the bidding general contractors to remove the note from the drawings holding the City responsible for the tank removal. The architect informed us that their were two such notes and that one should remain. Findings The Logic behind leaving one of these notes on the plans, was that due to the very nature of the uncertainty surrounding the possible contamination, shoring requirements and other uncertainties of unearthed conditions,contractors would likely include a large lump sum in their base bid to cover the tank removal. The estimated lump sum would have been in the $100,000 range and regardless of the actual incurred costs,the City would have probably paid close to the entire lump sum fee. Therefore, once a contractor was selected, a more prudent approach was to have the contractor provide a more realistic price for the tank removal via a detailed change order. Attached is a copy of the change order provided by the Hazama Corporation identifying the various components necessary for the tank removal. Item #1 is a direct cost for the removal and 2-5 are allowances and depend upon what is actually encountered in the field. Item#6 addresses plan checks and permit fees,which will be directly reimbursed to the contractor with no overhead, as was the case 4146(// &4J/7Z4 725 North Alameda Avenue, Azusa, California 91702-2504 s Zr with the building permit. Additionally, item #6 addresses required soils testing, which should be handled by the soils investigator of record, Converse Consultants West. A bid for the required testing during the tank removal by Converse Consultants West was obtained for a total not-to-exceed fee of$8,207.
