RE: Award purchase of 32 personal computers to Jet Research Laboratories.
BACKGROUND
Every year the Information Services Division must plan for an orderly rotation of the City's
Personal Computers. This year's primary goal is to standardize every department secretary in the
City with the exact same hardware and software setup. This alone will help solve one of our
ongoing issues of compatibility when it comes to sharing information and familiarity when we do
temporary employee exchanges to cover vacation or other absences. In addition to the PCs for
the Secretaries, staff has also budgeted for 21 PCs for various departments. Existing hardware
will be rotated as appropriate in order to upgrade other users not receiving new hardware. With
the purchase of these computers our move to Windows 95 will soon include over 75% of our
employees.
These new computers will also serve another very important function prior to their placement
with their end users. Staff is setting up a series of employee classes using these PCs to learn
about our network, Windows 95 and Corel WordPerfect Suite.
The 32 Personal Computers included in this purchase will be distributed as follows:

FINDINGS
At the September rd City Council meeting Personal Computer Technical Specifications were
approved and staff was authorized to advertise for bids for a maximum of 32 PCs. On Monday,
September 22nd four bids were received and opened by the City Clerk. The lowest bidder was Jet
Research Laboratories of Pasadena. The four bids were as follows(not including tax):
Millennium Computer Solutions, Brea $ 91,783.20
Socrates Computer Systems, Los Angeles $ 81,408.00
ComputerLand, Upland $ 77,256.48
Jet Research,Pasadena $ 76,640.00
All four bids had one minor irregularity in that the bidders printed rather than signed their name to
their documents. Additionally, Jet Research did not own a corporate seal and therefore did not
stamp their bid as requested.
RECOMMENDATION
Staff recommends that the Council accept the four bids received waiving the minor irregularity
and award the purchase of 32 personal computers to Jet Research Laboratories of Pasadena in the
amount of$82,962.80. Funds were budgeted in accounts 243-400-7711-7150, 501-400-7691-
6572, 501-400-7692-6572, 501-400-7693-6572, 501-400-7694-6572 and 231-400-7701-7150.
