II. PUBLIC PARTICIPATION
(Person/Group shall be allowed to speak without interruption up to five (5) minutes maximum time, subject to compliance
with applicable meeting rules. Questions to the speaker or responses to the speaker's questions or comments, shall be
handled after the speaker has completed his/her comments. Public Participation will be limited to sixty (60) minutes

A. Mr. Art Morales to address Council with his views regarding replacement of the City Administrator;
placement of school rooms in the downtown area, and U.S. Post Office relocation.
B. Mr. Keith Hanks to address Council regarding the City Budget and Revenue Issues.
REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL
A. Ms. Rosemary Salce, Chairperson of the Azusa Golden Days Committee, to address Council presenting an
update on Golden Days.
III. CONSENT CALENDAR
The Consent Calendar adopting the printed recommended action will be enacted with one vote. If Staff or
Councilmembers wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL
CALL ITEMS.
A. Approval of Minutes. Recommendation: Approve minutes as written.
B. Bid opening for 2 Microtest Discport 14 CD ROM Towers and Discport Executive Intranetware Software..
Recommendation: Award the purchase to Socrates Computer Systems, low bidder, in the amount of $14,364.
C. Bid opening for 32 Personal Computers.. Recommendation: Award the purchase to Jet Research
Laboratories, low bidder, in the amount of $82,962.80.
D. Agreement with PacifiCare to conduct ALifeSpan@ physical assessments of volunteering older adults @
Azusa Senior Center. Recommendation: Approve participation in the assessment process and authorize staff
to sign the agreement with PacifiCare.
E. Agreement with National Council on Aging for senior employment program. Recommendation: Cancel
current contract with the Senior Community Service Employment Program and negotiate a contract with the
National Council on Aging and authorize staff to sign the new contract.
F. Traffic Safety on Vernon Avenue @ Eleventh Street. Recommendation: Approve the installation of a
flashing yellow beacon on Vernon Avenue @ Eleventh Street and authorize use of Gas Tax funds, not to
exceed $20,000, for that purpose.
G. Agreement with County of Los Angeles Department of Public Works to provide Para Transit Services to
County residents. Recommendation: Approve the Agreement and authorize the Mayor and City Clerk to
sign.
H. Human Resources Action Items
Merit increase. Recommendation: Approve.

I. Plans and specifications for Group C of the Water Systems Interconnections. Recommendation: Approve
the plans and specifications and authorize the City Clerk to advertise for bids.
J. Annual Renewal Agreement for Operation of Head Start Program for 1997-98. Recommendation: Approve
agreement and authorize Mayor and staff to sign.

K. Request for Certificate of Appreciation for sponsors of the Library=s Summer Reading Program.
Recommendation: Approve.
L. Support of California Assembly Bill 609 (Margett), which amends the Water Recycling Act of 1991.
Recommendation: Send a letter of SUPPORT to Assembly Margett for Assembly Bill 609.
M. Specifications for (two) 1998 2 ton Pickup Trucks in the Utilities Department Recommendation: Approve
the specifications and authorize City Clerk to advertise for bids. (Funds are available in the 1995-96 budget).
N. Water Mainline Emergency Repairs, Criterion Catalyst/Colorama Nursery. Recommendation: Adopt
Resolution No. 97-C139, waiving formal bidding procedures and authorizing the issuance of a purchase order
for an amount not to exceed $43,550.00 for installation of Water Mainline at 1001 Todd Avenue.
O. Investment of Electric Rate Stabilization Funds. Recommendation: Approve the bid specifications and letter
of acceptance for the request for bids for repurchase agreements for investment of the City of Azusa Electric
Rate Stabilization Funds, and authorize the City Treasurer to sign the appropriate documents on behalf of the
City.
P. City Treasurer=s Report as of August 31, 1997. Recommendation: Receive and file.
Q Bid Award for Police Department Dispatch Center and Voice Radio System Upgrade. Recommendation:
Award prime vendor services to Durham Communications, Inc., in the amount of $299,950; workstation
furniture to Dispatch Products Co., in the amount of $48,415.30, and voice logging system to Versatile
Information Products, Inc., in the amount of $29,713.32.
R. Purchase of Centennial Badges. Recommendation: Approve the purchase of 500 badges from Sun Badge
Company at $22.00 each and authorize purchase of additional badges, if sales support it. (Funds are available
in the 1997-98, budget.
S. Resolution Ordering and Directing Charter Communication Entertainment II, L.P. to cease and desist in
increasing its rates and charges for basic service tier and other charges. Recommendation: Adopt
Resolution No. 97- C140.
T. Extension of Public Comment period of Rosedale EIR. Recommendation: Extend the Rosedale EIR public
comment period from October 6, 1997 to November 18, 1997.
U. Resolution Approving Appropriation Amendments for Fiscal Year 1997-98. Recommendation: Adopt
Resolution No. 97-C141.
V. Amendment to the IRS 125 Flexible Benefit Plan. Recommendation: Adopt Resolution No. 97-C142,
approving the amendment.
W. Resolutions authorizing claims and demands. Recommendation: Adopt Resolution Nos. 97-C143, and 97-
C144.

V. COUNCIL TO CONVENE JOINTLY WITH THE REDEVELOPMENT AGENCY.
A. The Planning Commission recommends updated Guidelines for the implementation of the California
Environmental Quality Act (CEQA). The City and Redevelopment Agency will use these in project
evaluations. Recommendation: Adopt Resolution No. 97-C145 (Council) and Resolution No. 97-R47,
amending and adopting local guidelines for implementation of California Environmental Quality Act
(ACEQA@).

VI. AGENCY CONSENT CALENDAR

A. Approval of Minutes. Recommendation: Approve minutes as written.
B. First Amendment to the Exclusive Right to Negotiate Agreement/Southland Land Corporation. Southland
prepared a conceptual site plan, for property located at the southeast corner of Azusa Avenue and Foothill
Boulevard and has requested an additional 60 days to negotiate to allow time to obtain a letter of commitment
from a potential theater operator. Recommendation: Adopt Resolution No. 97-R48, approving the First
Amendment to the Exclusive Right to Negotiate Agreement between the Azusa Redevelopment Agency and
the Southland Land Corporation.
C. Proposed Amendment to the Delgado Rental Agreement, 634 North Azusa Avenue. Agency tenant Gloria
Delgado is requesting that her month-to-month rent be reduced from $395 to $300 monthly. The tenant=s
business has slowed causing some economic hardship. Recommendation: Adopt Resolution No. 97-R49,
approving the amended rental terms.
D. Reconveyance of Second Deed of Trust/902 N. Azusa Avenue. The Agency holds a second deed of trust on
the property, as part of its affordable housing program. The owner defaulted on the first mortgage then filed
for bankruptcy thereby forestalling a foreclosure action. The foreclosure stay has been lifted by the bankruptcy
court and the first mortgage holder is foreclosing. The delays in foreclosing have depleted the Agency=s equity
interest. The first mortgage lender desires to complete a short sale of the property and has requested that the
Agency release its interest in the property. Recommendation: Approve reconveyance of Agency=s second
deed of trust on the property subject to certain specified conditions outlined in the staff report.
E. Agency Treasurer=s Report as of August 31, 1997. Recommendation: Receive and file.
F. Resolutions authorizing claims and demands. Recommendation: Adopt Resolution Nos. 97-R50, 97-R51,
97-R52, and 97-R53.
VII. SPECIAL CALL ITEMS (Agency).

VIII. ORDINANCE/SPECIAL RESOLUTIONS
A. Urgency Ordinance temporarily prohibiting the establishment of any retail casket sale uses.
Recommendation: Waive further reading and adopt Ordinance No. 97-O10.
B. Proposed Ordinance providing amendments to the Juvenile Curfew Ordinance of the City of Azusa.
Recommendation: Waive further reading and introduce the Ordinance.
IX. SCHEDULED ITEMS
A. PUBLIC HEARING - on the application from AHuntington Arcadia Yellow Cab@, to operate within the City
of Azusa. Recommendation: Open the Hearing; receive testimony, close the Hearing. Direct staff to prepare
the required Certificate of Public Necessity and Convenience in the form of a resolution.
X. OTHER BUSINESS/CITY COUNCIL
A. COUNCILMEMBER STANFORD
Consideration of adopting Resolution in support of Senator Boxer=s efforts to improve the San Gabriel
Valley=s preparation for El Nino. The Rose Institute, Senator Barbara Boxer, and the San Gabriel Valley
Tribune have indicated that there may be serious problems with the Doppler radar in Ojai, such as, under-
predictions of rainfall in the San Gabriel Valley.
B. COUNCILMEMBER HARDISON
1. Discussion regarding how to involve and coordinate the downtown merchants and the Chamber of
Commerce to improve our downtown area.
2. Discussion regarding funding mechanism for Chamber of Commerce fiscally for 1998-99.
