II. PUBLIC PARTICIPATION

handled after the speaker has completed his/her comments. Public Participation will be limited to sixty (60) minutes

A. Ms. Diana Offen to address Council presenting the perspective of two votes.
2. Ms. Gina Rico of the Azusa Food Pantry of Saint Frances of
Rome Church, to address Council requesting donation or
contribution to the pantry.
REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL
Update on the Cultural and Historical Landmark Commission.
III. CONSENT CALENDAR
The Consent Calendar adopting the printed recommended action
will be enacted with one vote. If Staff or Councilmembers
wish to address any item on the Consent Calendar individually,
it will be considered under SPECIAL CALL ITEMS.
A. Approval of Minutes. Recommendation: Approve minutes as
written.
B. Resolution Approving Appropriation Amendments for Fiscal
Year 1997-98. Recommendation: Adopt Resolution No. 97-C160.
C. Purchase of Health Reference Center Database with Auen-
Berger Foundation Grant.. Recommendation: Adopt Resolution
No. 97-C161, waiving formal bidding and authorizing the
issuance of a purchase order in the amount not to exceed
$5,500 to Information Access Company.
D. Specifications for the Solar Powered Pedestrian Flashing
Yellow Signal System for Vernon Avenue and Eleventh Street.
Recommendation: Approve specifications and authorize the City
Clerk to advertise for bids.
E. Request authorization to dispose of old equipment removed
at Azusa Substation. Recommendation: Declare the old
circuit breakers as surplus; authorize staff to dispose of
them and accept the offer of Berg Power Engineers to dispose
of the old equipment.
F. Plans and Specifications to advertise and Certification of
Negative Declaration for the Azusa Avenue Improvements
Project. Recommendation: Approve the plans and
specifications, pending LA County concurrence; authorize the
City Clerk to advertise for bids and certify the Negative
Declaration prepared for the project.
G. Human Resources Action Items.
Merit increases. Recommendation: Approve.

Separations
J. Fraley, Park Maintenance Worker III, effective 11/8/97.
H. Azusa Family Resource Center. The City is involved in a
joint effort to set up the Azusa Family resource Center-a one-
stop location offering health and referral services to low
income residents. The Visiting Nurses Association has agreed
to provide an outreach worker for the Center as part of the
currently funded Mano a Mano Program, but requests an
additional $2,000 CDBG funding for the position.
Recommendation: Approve the request for an additional $2,000
CDBG funding and authorize staff to prepare the necessary
documents.
I. Reimbursement Agreement with Monrovia Nursery.
Recommendation: Approve the Agreement.
J. Resolution authorizing claims and demands.
Recommendation: Adopt Resolution No. 97-C162.

V. AGENCY CONSENT CALENDAR

A. Approval of Minutes. Recommendation: Approve minutes as
written.
B. Owner Participation and CC&R=s for property at 850 West
Foothill Boulevard. In an effort to clean up the title issues
relating to the property at 850 West Foothill Boulevard and to
limit certain auto-related uses at the property, staff and Mr.
Dearth have negotiated terms of a revised CC&R=s. The
proposal is to rescind the continuing obligations related to
the existing OPA and CC&R=s and record new CC&R=s against the
property. Recommendation: Adopt Resolution No. 97-R58,
approving the Declaration of Covenants, Conditions, Easements,
and Restrictions to be recorded against the property at 850
West Foothill Boulevard and rescind the existing Owner
participation Agreement and CC&R=s regarding the property.
C. Proposed Redevelopment Plan Amendment. A Redevelopment
Plan Amendment for the Merged Central/West End and Ranch
Center Redevelopment Project Plans is proposed to recapture
the Redevelopment Agency=s authority to use eminent domain and
to amend the Plans= Owner Participation Rules and Relocation
guidelines. The first step in the amendment process is to
request the Agency Board to direct staff to commence
proceedings on the proposed Plan Amendment. Recommendation:
Adopt Resolution No. 97-R59, authorizing staff to proceed with
the amendment process for the Merged Central/West End and
Ranch Center Redevelopment Project Plans.
D. Resolution authorizing claims and demands. Recommendation:
Adopt Resolution No. 97-R60.
VI. SPECIAL CALL ITEMS (Agency).
Adjourn Agency.
VII. ORDINANCES/SPECIAL RESOLUTIONS
A. Civil Fines and Penalties Ordinance. Proposed Ordinance
amending the Azusa Municipal Code pertaining to administrative
procedures governing the imposition, enforcement,
administrative review and collection of penalties for
violating provisions of the Azusa Municipal Code.
Recommendation: Waive further reading and introduce the
ordinance.

VIII. OTHER BUSINESS/CITY COUNCIL
A. COUNCILMEMBER HARDISON
1. Discussion regarding methods to weigh or gage extraction
from the Rock Quarries.
IX. CLOSED SESSION
A. CONFERENCE WITH LEGAL COUNSEL - POTENTIAL LITIGATION (Gov.
Code Sec. 54956.9(a) and (b)).
One Case.
X. Adjourn to Monday, November 24, 1997, at 6:00 P.M., in the
Library Auditorium, to conduct a Joint Workshop with the
Planning Commission on Rosedale and Design Review.
