Background
In an effort to minimize the cost of the police facility remodeling project, prior to the first
professionally-prepared cost estimate in December 1994,the Department deleted the south wing out-
building from the project scope. However, the integrity of the structure is in jeopardy and the
building is in desperate need of remodeling. The Police Department has been able to negotiate a
favorable price for the work from the general contractor that is already on site. This report
recommends that Council expand the scope of the police facility remodeling project to include the
south wing out-building and allot to it $112,000 of the LaSalle Bank funds.
Findings
Several years ago, in an effort to create a needed passageway between parking lots for police cars
and for employees who park their cars in the south lot,the Police Department cut an opening through
the south wall of the south wing out-building. It was not affordable to have the opening engineered,
thus it is beginning to sag and to show signs that the structural integrity of the passageway area is in
jeopardy. This building also has only its original 1969-71 roof, which is leaking severely. In short,
the building is in desperate need of remodeling and refurbishment.
In an effort to ensure adequate structural integrity among all of the buildings that comprise the new
public safety complex, and to ensure a sufficient overall level of security for the complex, its

employees and the public, staff tentatively worked towards using approximately $100,000, of the
funds that LaSalle Bank provided, for properly designing and constructing a remodeled south wing
out-building. The project architectural firm, WMM Associates, prepared proposed plans and
elevations for renovating this structure that carry out the complex's common architectural theme. A
copy of these drawings are attached for your review. In a nut shell, the south wing out-building
(carport, vehicle wash rack, storage, and exercise room*) work will consist of widening the
passageway through the structure for vehicles/employees; installing needed beams and shoring in
order to make the building safe and to guard against seismic damage; eliminating a load-bearing pole
that is a dangerous obstacle to cars trying to negotiate their way through the current opening; and
bringing the structure into compliance architecturally with the rest of the complex. The Hazama
Corporation, general contractor, kindly offered to take on the additional work with no increase to
their general conditions, providing that they receive authorization on a timely basis to include the
south wing out-building, as generally described in the attached proposal, during Phase H of the Police
Facility Addition and Alteration Project.
On the monthly police facility construction cost/budget spreadsheet staff tentatively identified
$100,000 of LaSalle funds for the south wing out-building remodel. The architect's estimate is
$112,000. Even at this slightly higher cost, doing the work will not cause an increase in the City's
semi-annual payment to LaSalle. And, there is more good news: the State of California Division of
State Architect (DSA) recently announced its award to the Azusa Police Department of$500,000
in grant funds to be expended for the Emergency Operating Center(EOC)portion of the new facility.
Thus,the City Council will likely be given the opportunity to reallot to a related, worthwhile project,
the portion of the LaSalle funds that was earmarked for the EOC. Staff will furnish Council with
more information on this under separate cover.
Recommendation
Staff recommends that,pending the approval of LaSalle National Bank, the south wing out-building
remodel proposal be approved in the amount of$112,000.
