Mayor Memnmesheirrer called the meeting to order and led in the salute to the'fiag- ' Invocation was gi✓en by City Administrator Foxworthy, 7.30 P.M. Call to Order Invocation Present at Roll Call: Councilmen: Rubio, Cooney, Memmeaheimer Roll Call Absent: Councilmen: Jackson, McLees Also Present: Assistant City Attorney Decker, City Administrator Foxworthy, City Engineer Sandwick, Superintendent Light & Water Smith, City 'Clerk Miller The City Clerk submitted a memo, requesting confirmation of the appointmz_nt. of Mrs. Gertrzde Kearney as Account Clerk, at Step 3 of Range 14, effective October 19, 1964, subject to the sat.lsfaetcry com..pletion of the physical examination, Moved by Councilman Rubio, seconded by Councilman Cooney and unanimously carried that the appointment of Mrs. Kearney be confirmed as requested A Resolution has presented to authorize the transfer of $239,051.62 from the Light Fund to various other Funds, to eliminate.rec,essary deficits of 1963-64 accounts. ' Councilman Cconey offered the following Resolution entitled. Moved by Councilman Cooney, seconded by Councilman Rubio and 'unanimously carried that the Notice be filed, The City Clerk presented a request from the California State Library in Sacramento for a copy of the Azusa Municipal Code, Moved by Councilman Cooney, se:onded by Councilman Rubio and unanimously carried that the City Clerk be authorized to send a complimentary copy of the Municipal Code to the California State Library. Req.from State Lib. for M.C. 1 CITY HALL AZUSA, CALIFORNIA MONDAY, OCTOBER 19, 1964 The quarterly report of the Visiting Nurse Association of Azusa was presented to Council. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that the report be filed. A request was received for permission to conduct a going - out -of -business sale by Al S. Reinhardt of the Contemporary House, located at 121 West Foothill Blvd., for one month beginning November 2, 1964. The City Clerk stated that an inventory was submitted and is on file, as required. Moved by Councilman Rubio, seconded by Councilman Cooney and unanimously carried that permission be granted for a period of 30 days beginning November 2, 1964, and that the owner be notified to submit a request before December 2, 1964 for an extension of an additional 30 days if it was deemed necessary. Foothill) A Certificate of Merit, signed by the Mayor, from the United Certif.Merit States Committee for the United Nations, was presented to presto Cncl. Councilman Rubio in appreciation for his work as United Rubio, U.N. Nations Day Chairman for Azusa. Day Chrmn. Councilman Rubio presented for approval•a Proclamation for Procl.="U.N. "United Nations Day" on October 24, 1964, to be proclaimed Day" -10/24 by the Council and signed by the Mayor; the Proclamation was read by the Mayor. Moved by Councilman Rubio, seconded by Councilman Cooney and unanimously carried that the Mayor be authorized to sign the Proclamation. The City Clerk informed Council that a check had been received from. Ability House Sales, in the amount of•$1,1340 being the amount of their bid less the cash bid bond of $126, for the purchase and sale by the City of a house at 582 East 5th St. Approval was requested for the bill of sale to be executed for the sale of this structure by the City. Moved by Councilman Rubio, seconded by Councilman Cooney and unanimously carried that the check for $1,134 be acknowledged and that Ability House Sales be furnished with an executed Bill of Sale from the City for the purchase of the house at 582 East 5th Street. The City Clerk presented a communication from the Family of Councilman McLees and Marjorie Paroulek, acknowledging with appreciation the expression -of sympathy on the familyls recent bereavement. Moved by Councilman Rubio, seconded by Councilman Cooney and unanimously carried that the communication be filed. The City Clerk reminded Council of the General Membership Dinner Meeting of the Los Angeles County Division of the League of California Cities, to be held in Culver City on November 19, 1964, with definite reservations required. . The Treasurer's Financial Statement for the month ending September 30, 1964, was presented to Council showing Bank Balances of all funds as of that date to be 900,382.60. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that the report be filed. Bill/Sale Ability Hse. CITY HALL AZUSA,.CALIPORNIA MO__OAY, OCTOBER. 19, 1964 Page 3 A communication was received from the Park and Recreation Recom,. of Commission regarding the problem of a fence being constructed P&R Comm, between the north boundary of Gladstone Park and several re:fencing homes on East; Mason. It was the Commission°s recommendations: at Gladstone that fencing along the north boundary line of Gladstone Park Park was not felt to be a necessity for the sound and safe opera- tion of the Park and Recreation program, but it would be a desirable addition; also, that if fencing is to be installed, that chain link, si:x ft. in height, would be adequate, with the City paying half and the adjacent property owners collec- tively paying the other half, being a suggested and equitable solution. After discussion, it was moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that the .recommen- dations of the Personnel Board be accepted regarding the Positions of Consumers° Serviceman and Electric Service Assistant, and that the City Attorney be instructed to prepare the necessary Resolution reflecting these changes. Chief of Police requesting Council to accept the resignation Off,Ray of Police Officer Raymond La Guardado due to 111 health, Guardado effective October 30, 1964, and that he remain eligible effective for reappointment within one (1) year if he regains his 10/30/64. health, the Felice Chief further requested that he be authorized to appoint a replacement to fill. this vacancy, as well. as three other Police Officer vacancies existing in the Department, when an eligibility list is established, The Chairman of the Personnel Board, Anthony.M, Ortuno, 346 North Azusa Avenue, appeared before Council, with the request that action be cjelayed on the acceptance of Raymond L. Guardad.o's resignation until this matter has been reviewed, as this Officer is a valued and trained employee of long standing. CITY HALL AZUSA, CALIFORNIA MONDAY, OCTOBER 19, 1964 Mayor Memmesheimer asked that all expense accounts for the League of California Cities Conference, held in October at Los Angeles, be submitted to the Finance Committee before November 16th meeting, 'Councilman Cooney offered the following Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS 0-01 OF WHICH THE SAME ARE TO BE PAID.
