PRELIMINARY BUSINESS • Call to Order • Pledge to the Flag • Invocation - Reverend Michael Paul of the Prevailing Word Ministry. • Roll Call • Ceremonial - A. Presentation of Proclamation to Assistant Fire Chief Lockhart, in celebration of the 75th Anniversary of the Los Angeles County Fire Department. B. Mr. Andy Cawte, Mrs. Linda Rocha, and Mr. Jerry Ford, Representatives of the Azusa City Employees’ Association to present scholarships to Omar Oceguera of Gladstone High, Mercy Marie Wilson of Sierra High, and Michelle Rosales of Azusa High school. C. Mr. Ed Beterbide, representing IBEW Local 18, and the Fraternal Order of Eagles (AERIE) 2810, Azusa, CA., to present a donation to the Azusa Library for its Summer Reading Program. II. PUBLIC PARTICIPATION (Person/Group shall be allowed to speak without interruption up to five (5) minutes maximum time, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker’s questions or comments, shall be handled after the speaker has completed his/her comments. Public Participation will be limited to sixty (60) minutes time.) REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL 1. Water Superintendent, Bob Bowcock, to address Council to provide an update on sluicing. 2. Mrs. Lurece Hunter to present update on Golden Days Event III. CONSENT CALENDAR The Consent Calendar adopting the printed recommended action will be enacted with one vote. If Staff or Councilmembers wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. A. Approval of Minutes. Recommendation: Approve minutes as written. B. Resolution approving Appropriation Amendments for FY 1997-98. Recommendation: Adopt Resolution No. 98-C88. C. Agreement between City and Santa Anita Family Service (SAFS). Council approved the “Sr. Referral and Case Management”, a Community Development Block Grant Program, on February 2, 1998. Santa Anita Family Service (SAFS), a nonprofit organization, is providing these services. The Agreement between the City and SAFS for period July 1, 1998 through June 30, 1999, is presented. Recommendation: Approve the Agreement with SAFS and direct the City Administrator to execute on behalf of the City. D. Agreement between City and Peregrinos’ de Emaus. Council approved “Homeless Outreach/Peregrinos:, a Community Development Block Grant Program, on February 2, 1998. Peregrinos’ de Emaus, a nonprofit organization, is providing these services. The Agreement between the City and Peregrinos’ de Emaus for period July 1, 1998 through June 30, 1999, is presented. Recommendation: Approve the Agreement with Peregrinos’ de Emaus and direct the City Administrator to execute on behalf of the City. E. Agreement between City and Valley Support Services of VNA, Inc. (VSS). Council approved the “Mano- a-Mano Program”, a Community Development Block Grant Program, on February 2, 1998. Valley Support Services of VNA, Inc. (VSS), a nonprofit organization, is providing these services. The Agreement between the City and VSS for period July 1, 1998 through June 30, 1999, is presented. Recommendation: Approve the Agreement with VSS and direct the City Administrator to execute on behalf of the City. 06/01/98 PAGE TWO F. Purchase of Twenty-passenger Paratransit Bus. A bid opening was held in the office of the City Clerk on Tuesday, May 26, 1998, for the purchase of the bus for the Transportation Department. Three bids were received. In order to allow sufficient time to evaluate the bids and insure compliance with bid specifications, it is recommended that this item be continued to the next regularly scheduled Council meeting. Recommendation: Continue item to June 15, 1998. G. Resolution revising specifications for various classifications in the Electric Division of the Utilities Department. Recommendation: Adopt Resolution No. 98-C89. H. Hoover Energy Purchases Contract. Recommendation: Approve the Energy Purchases Contract, and authorize the Mayor to sign the execution copies. It is further recommended that the Council delegate the authority to the Director of Utilities or his designee to administer the implementation of said contract. I. Human Resources Action Items - Recommendation: Approve Merit Increases and/or regular appointments: A. Garcia. J. Declaration of surplus hardware and donation to Azusa Unified School District. Recommendation: Declare all PCs and other hardware designated by the City’s Information Services staff as no longer suitable for City use and that it be donated to the Azusa Unified School District. K. Edison-Azusa Transmission Loss Accounting. As part of the settlement agreement with Edison last October, Edison provided an option to the City to convert the transmission loss factors from the existing contract loss factors to the Independent System Operator’s (ISO) loss factors at any time if it is advantageous to the City. It is beneficial to the City to exercise it one-time option to convert the Edison’s loss factors to ISO loss factors. Recommendation: Approve the contract amendments presented and authorize the Mayor to sign the execution copies. It is further recommended that the Council delegate the authority to the Director of Utilities or his designee to administer the implementation of said contract. L. Purchase of Underground Cable. Central Stores requires 6,000 of #2 AWG 15kv underground copper cable for stock replenishment. Four quotations were received: Recommendation: Adopt Resolution No. 98-C90, waiving formal sealed bidding and authorized the issuance of a purchase order for an amount of $9,093, to King Wire, Inc. M. Surplus Vehicles & Miscellaneous Items. Recommendation: Adopt Resolution No. 98-C91, waiving formal sealed bidding process and authorizing the consignment of fourteen vehicles and various miscellaneous items to the General Auction Company, for sale. N. Rosedale and the concept of Livable Communities. Recommendation: Approve the expenditure of $1,000 to retain the services of Stefanos Polyzoides to provide expert comments to Staff on the Rosedale Specific Plan. The cost could be funded from the outside services account in the Planning Division for this fiscal year. O. City Treasurer’s Report as of April 30, 1998. Recommendation: Receive and file. P. Two separate resolutions authorizing claims and demands. Recommendation: Adopt Resolution Nos. 98-C92 and 98-C93. 06/01/98 PAGE THREE CONVENE AS THE REDEVELOPMENT AGENCY IV. Recommendation: Approve minutes as written. B. Marketing Plan for Agency Owned Home at 1040 North McKeever Ave. built by Azusa Unified School District/ROP. The ROP house is in the final stages of construction with completion scheduled for late August. Agency staff recommends listing the home with a local realtor. Recommendation: Approve the 90 day listing agreement with Robin Valentine. C. Resolution authorizing Redevelopment Agency Records Destruction. Section 34090 of the Government Code of the State of California provides for the destruction of obsolete City records. Redevelopment Agency staff has identified obsolete records within the department and is presenting the list for approval. Recommendation: Adopt Resolution No. 98-R36. D. Agency Treasurer’s Report as of April 30, 1998. Recommendation: Receive and file. E. Resolution authorizing payment of claims and demands. Recommendation: Adopt Resolution No. 98- R37. V. ORDINANCES/SPECIAL RESOLUTIONS A. First Introductory reading of proposed Ordinance concerning the City Administrator’s Compensation and Benefits. Recommendation: Waive further reading and introduce the proposed ordinance. B. Selection of a Mayor Pro Tem. Recommendation: After selection, waive further reading and adopt Resolution No. 98-C94. VI. SCHEDULED ITEMS A. Extension of Moratorium prohibiting Land Use Entitlements or Building Permits Issuance for new residential units adjacent to the Azusa Greens Golf Course. Recommendation: Continue this item to the Adjourned Regular meeting of June 10, 1998, in order to conduct the required public hearing at that time. 06/01/98 PAGE FOUR VII. OTHER BUSINESS/CITY COUNCIL A. COUNCILMAN HARDISON 1. Discussion regarding objectionable billboards within the City of Azusa. B. COUNCILMEMBER STANFORD 1. Consideration of adoption of a resolution appointing Councilmember Stanford as Good Will Ambassador for the City of Azusa, during his mission to Asia. VIII. CLOSED SESSION A. Adjourn to Tuesday, June 2, 1998, 5:00 p.m., in the Council parking lot to meet with Riverfront Planning Group and tour potential project areas, and if needed, return, and hold a workshop in the Library Auditorium. Adjournment of that meeting will be to Wednesday, June 10, 1998, 6:30 p.m., in the Library Auditorium, in order to hold a budget workshop and a public hearing regarding extension of the moratorium on land use entitlements or building permits issuance of new residential units adjacent to Azusa Greens Golf Course. 06/01/98 PAGE FIVE
