SUBJECT: ADOPTION TO THE 1998 CEQA GUIDELINES BY THE CITY OF AZUSA
At the March 25, 1998 Planning Commission meeting the attached memorandum dated February
17, 1998, from our City Attorney's office Best, Best&Krieger, and the proposed guidelines were
reviewed and discussed.
In summary, local guidelines are required which provide direction for implementation of the
California Environmental Quality Act(CEQA). The attached guidelines reflect current State law
and also current judicial law. These guidelines additionally reflect procedures that are specific to
the City of Azusa. Again, provisions have been added that public comment periods for EIR's can
only be extended by the City Council.
RECOMMENDATION:
The Planning Commission recommends by Resolution No. 98-12 that the City Council adopt the
1998 Local Guidelines for Implementing the California Environmental Quality Act, as prepared
by Best, Best & Krieger.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA,
AMENDING AND ADOPTING LOCAL GUIDELINES FOR IMPLEMENTING THE
CALIFORNIA ENVIRONMENTAL QUALITY ACT("CEQA")
THE CITY COUNCIL OF THE CITYOFAZUSA DOES HEREBY RESOLVE AS FOLLOWS:
WHEREAS, the California Legislature has amended the California Environmental Quality Act
("CEQA") and the California courts have interpreted specific provisions of CEQA;and
WHEREAS, Section 21082 of CEQA requires all public agencies to adopt objectives, criteria and
procedures for the evaluation of public and private projects undertaken or approved by such public agencies,
and the preparation, if required,of environmental impact reports in connection with that evaluation; and
WHEREAS, on March 25; 1998, the Azusa Planning Commission reviewed the proposed local
CEQA Guidelines and recommended that the City Council approve them; and
WHEREAS,the Azusa City Council must revise its local guidelines for implementing CEQA to make
them consistent with the current provisions and interpretations of CEQA;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA CALIFORNIA, DOES
HEREBY RESOLVE,DETERMINE AND ORDER AS FOLLOWS:
SECTION 1: Adoption of Local CEQA Guidelines. The City Council hereby adopts "Local
Guidelines for Implementing the California Environmental Quality Act(1998 Revision),"a copy of which is
on file at the offices of the City and is available for inspection by the public.
SECTION 2: Prior Actions Repealed. All prior actions of the City Council enacting earlier
guidelines are hereby repealed.
SECTION 3: Effective Date. This Resolution shall become effective upon its adoption.
SECTION 4: The City Clerk shall certify the adoption of this resolution.

A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF AZUSA RECOMMENDING TO THE CITY COUNCIL
THE ADOPTION OF LOCAL GUIDELINES FOR IMPLEMENTING
THE CALIFORNIA ENVIRONMENTAL QUALITY ACT("CEQA')
THE PLANNING COMMISSION OF THE CITY OF AZUSA DOES HEREBY
RESOLVE AS FOLLOWS:
WHEREAS,the California Legislature has amended the California Environmental Quality Act

DOES HEREBY FIND:
SECTION 1: Adoption of Local CEQA Guidelines. The Planning Commission had
considered the proposed and recommends that the City Council adopt the Guidelines, "Local
Guidelines for Implementing the California Environmental Quality Act(1998 Revision),"a copy of
which is on file at the offices of the City and is available for inspection by the public.
SECTION 2: Staff is directed to convey the Planning Commission's recommendation to the
City Council.
ADOPTED AND APPROVED this 251* day of March, 1998.
