PRELIMINARY BUSINESS • Call to Order • Pledge to the Flag • Invocation - Reverend Rick Mac Donald of the Christian Family Center. • Roll Call • Ceremonial - A. Presentation of proclamation honoring the Republic of the Philippines on the celebration of its centennial anniversary. II. PUBLIC PARTICIPATION (Person/Group shall be allowed to speak without interruption up to five (5) minutes maximum time, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker’s questions or comments, shall be handled after the speaker has completed his/her comments. Public Participation will be limited to sixty (60) minutes time.) A. No scheduled persons or groups. REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL A. Councilmember Rocha to provide update on “Walk of Freedom”. B. Mayor Madrid - National Night Out. C. Community Development Director Bruckner to provide update on Rosedale Workshop, Saturday, August 1, 1998, 9:00 a.m., Senior Citizen Center. III. SCHEDULED ITEMS A PUBLIC HEARING - on a Code Amendment No. 201 - to provide flexibility in the location of residential garages, and to prohibit store front churches in commercial areas, unless the entire building is utilized for church use. Recommendation: Open the Public Hearing; receive testimony, close the Hearing. Waive further reading and introduce proposed ordinance adopting Code Amendment 201, amending Sections 88-785 and 88-1381 of the Azusa Zoning Code. B. PUBLIC HEARING - on an appeal by City Councilmember, Dick Stanford, of a Planning Commission decision granting approval of a request to allow expansion of an existing billiard parlor ( Suite I) into Suite J, and add video games and other recreational resources. Recommendation: Open the Public Hearing; receive testimony, close the Hearing. Take appropriate action. C. PUBLIC HEARING - to receive testimony regarding the Landscape and Lighting District for fiscal year 1998-99. Recommendation: Open the Public Hearing; receive testimony, close the Hearing. Adopt Resolution No. 98- C119, confirming the Engineer’s Report, Diagram and Assessment for the City of Azusa Landscape and Lighting District No. 1 for the 1998-99 Fiscal Year. D. Approval of Community Development Department Position Reduction Plan. Recommendation: Approve position reduction plan for Fiscal Year 1998-99. IV. CONSENT CALENDAR The Consent Calendar adopting the printed recommended action will be enacted with one vote. If Staff or Councilmembers wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. A. Approval of Minutes. Recommendation: Approve minutes as written. B. Two separate resolutions approving Appropriation Amendments for FYs 1997-98 and 1998-99. Recommendation: Adopt Resolution Nos. 98-C120 and 98-C121. 07/20/98 PAGE TWO C. Purchase of eight 8 personal computers. Recommendation: Adopt Resolution No. 98-C122, waiving formal bidding procedures pursuant to the Azusa Municipal Code and award the purchase to Dell Corporation under California Multiple Awards Schedule (CMAS). D. Purchase of Data Processing furniture. Recommendation: Adopt Resolution No. 98-C123, waiving formal bidding procedures pursuant to the Azusa Municipal Code and award the purchase to WriteLine under California Multiple Awards Schedule (CMAS). E. Resolution supporting passage of H.R. 2009, cited as Lou Gehrig’s Disease (ALS), Research, Treatment, and Assistance Act of 1997. Recommendation: Adopt Resolution No. 124. F. Request for City to participate in Independent Cities Lease Finance Authority (ICLFA) - Fresh Rate Program (Low Down Home Mortgages). Recommendation: Adopt Resolution No. 98-C125, approving the Associate Membership Agreement with ICLFA and authorizing its execution. G. Human Resources Action Items - Recommendation: Approve Merit Increases and/or regular appointments: P. MacKay, T. Henson, R. Lingo, S. Smith, K. Godbey, and A. Graf. H. Audit Services for the upcoming four years. Recommendation: Appoint the firm of Lance, Soll & Lunghard Certified Public Accountants and authorize the Mayor to sign the four year contract. I. Three separate resolutions authorizing payment of warrants by the City. Recommendation: Adopt Resolution Nos. 98-C126, 98-C127, and 98-C128. J. Adjustment of Solid Waste collection rates for Athens Disposal service. Recommendation: Approve rate adjustment and the terms of a side letter agreement for Transfer Fee. Recommendation: Approve minutes as written. B. Three resolutions authorizing payment of warrants by the Agency. Recommendation: Adopt Resolution Nos. 98-R49, 98-R50 and 98-R51. 07/20/98 PAGE THREE VI. ORDINANCES/SPECIAL RESOLUTIONS A. Proposed Ordinance Amending the City Zoning Map to reflect the reclassification of property located at 125 East Sierra Madre Avenue & 1410 Azusa and San Gabriel Canyon Road, 1430 Azusa and San Gabriel Canyon Road, and 1450 Azusa and San Gabriel Canyon Road from C2(Restricted Commercial) to R-1-10,000 (Single Family Residential, 10,000 square foot lot sizes). Recommendation: Waive further reading and adopt Ordinance No. 98-O11. (Public Hearing held July 7, 1998). VII. MAYOR PRO-TEM HARDISON 1. Discussion regarding Band Shell and request for $650 for plot plan, and renderings. VIII. CLOSED SESSION A. CONFERENCE WITH LEGAL COUNSEL CONCERNING LIABILITY CLAIM (Gov. Code Section 54956.9 (b). David Burns. B. CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION Gov. Code Section 54956.9 (b&c). One Case. IX. ADJOURNMENT A.
