II. PUBLIC PARTICIPATION
(Person/Group shall be allowed to speak without interruption up to five (5) minutes maximum time, subject
to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker’s
questions or comments, shall be handled after the speaker has completed his/her comments. Public
Participation will be limited to sixty (60) minutes time.)
A. Ms. Susan Smith of the Neighborhood Wellness Center to address Council with an open invitation to their
grand opening.
B. Ms. Lisa Sotela to address Council to present information regarding Azusa High School Football games.
C. Ms. Lisa M. Escoto of GEMS Television, to address Council regarding its network.
D. Mr. Angelo Evangelista to address Council regarding the Azusa City Retirees Association.
E. Mr. Art West to address Council with his concerns and confusion regarding the Conflict of Interest Law.
REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL
A. Director of Utilities Hsu to provide update on Proposition 9 - The Utility Rate Reduction and Reform Act.
III. CONSENT CALENDAR
The Consent Calendar adopting the printed recommended action will be enacted with one vote. If Staff or
Councilmembers wish to address any item on the Consent Calendar individually, it will be considered under
SPECIAL CALL ITEMS.
A. Approval of Minutes. Recommendation: Approve minutes as written.
B. Resolution delegating certain responsibilities regarding the handling and settling of tort claims to the
City Manager or his designated agent. This will amend former resolution and allow an increase in amount
of settlement of tort claims from $3,000 to $5,000. Recommendation: Adopt Resolution No. 98-C148.
C. Resolution authorizing the destruction of certain records in the Finance Department.
Recommendation: Adopt Resolution No. 98-C149.
D. Purchase of Wood Poles for stock replenishment to maintain overhead power lines. Three informal
quotations were received. Recommendation: Adopt Resolution No. 98-C150, waiving formal bidding
procedures pursuant to the AMC and approve purchase from North Pacific Lumber Co. in the amount of
$8,140.40.
E. Agreement between the City of Covina Police Department for the Student Resource Officer/Gladstone,
CDBG Project No. D98038-98. This project was budgeted in the amount of $12,190 and will be paid
from CDBG federal fund revenues. Recommendation: Approve the Agreement.
F. Contract Award for Traffic Signal Installation @ Cerritos/Newburgh and Gladstone/Lark Ellen. Bid
opening was held in the office of the City Clerk on September 1, 1998; two bids were received.
Recommendation: Award the contract to TDS Engineering, low bidder, in the amount of $128,520.00.
G. Request of Azusa City Retirees Association to be recognized as an official organization of retired City
Employees of the City of Azusa. Recommendation: Approve the request.
H. Change of Carriers - Group Life and AD&D Life Insurance. Recommendation: Approve the
agreement with Reliastar to provide Group Life and AD&D insurance coverage to eligible City employees at a
rate of $0.21 per $1,000 coverage and a savings of approximately $382 per year from existing rates.
I. Human Resources Action Items - Recommendation: Approve
Merit Increases and/or regular appointments:
S. Kenoyer, A. Ventura, M. Guadagnino, and D. McFann.
Promotions: S. Petersen, Police Records Specialist III.
J. Class Specification Revisions - Utilities Marketing Services Coordinator. Recommendation: Adopt
Resolution No. 98-C151, revising class specifications for Utilities Marketing Services Coordinator.

K. Final Parcel Map No. 21104. This map involves a subdivision of the Cytec Industries property located at
1001 and 1025 N. Todd Ave., partially leased by Colorama Nursery. Recommendation: Approve Final
Parcel Map No. 21104, and authorize its recordation.
L. Final Tract Map No. 52234. This Tract Map involves the subdivision of property located at 1669 and 1755
San Gabriel Canyon Road. Recommendation: Approve Final Tract Map No. 52234, and authorize its
recordation.
M. Purchase of six Ford Crown Victoria black and white police cars. The vehicles will replace 1993 and
1994 vehicles that have high mileage and have become expensive to maintain. The City of Los Angeles, after
engaging in formal bidding, has awarded a contract to Robert H. Loud and City of Azusa is able to join in on
the high quantity purchase with favorable pricing. Recommendation: Approve purchase of six Ford
Crown Victoria black and white police cars from Robert H. Loud Ford in the total amount of $138,993.
N. New After-Hours Re-connection Procedures and Policies for the Light and Water Department Services.
Recommendation: Ratify the following new after-hours re-connection policies and procedures. The Light
& Water Department will perform after-hours re-connection only on Thursday, Fridays and Saturdays, and
will forego collections at the time when the service is being provided, but will require that A) The customer
will pay the amount due before 10:00 a.m. the following Monday at the Light & Water office. B) If the
customer fails to pay the amount due on time, his or her service will be disconnected immediately, and no
further after-hours re-connection will be provided for six consecutive months.
O. Purchase of two Ford Rangers and one Ford Utility Service Truck in the Utilities Department. Bid
opening was held in the office of the City Clerk on September 1; three bids were received.
Recommendation: Award the purchase to Advantage Ford, low bidder, in the amount of $26,887.14 for
Rangers, and $15,700.00 for F-150.
P. Bid Award for the Construction of Well #10 Disinfection System. Bid opening was held in the office of
the City Clerk on September 1; two bids were received. Recommendation: Award the bid for construction
of Well #10 Disinfection System to Layne Christensen, low bidder, in the amount of $64,266.40.
Q. Bid Award for the Construction of Well #10 Building. Bid opening was held in the office of the City
Clerk on September 1; three bids were received. Recommendation: Award the bid for construction of Well
#10 Building to Allsup Corporation, low bidder, in the amount of $55,846.00.
R. Azusa’s Scheduling Coordinator Application. The Independent System Operator (ISO), is an entity that
was created to manage the deregulation process. The Scheduling Coordinator Application will initiate the
process of Azusa’s becoming a certified entity to do business with the ISO. Recommendation: Authorize
staff to initiate the Scheduling Coordinator application process with the ISO, and take all necessary actions to
ensure the timely certification by the ISO.
S. Agreement with Azusa Chamber of Commerce. Recommendation: Approve the Agreement and
authorize its execution.
T. Three separate resolutions authorizing payment of warrants by the City. Recommendation: Adopt
Resolution Nos. 98-C152, 98-C153, and 98-C154.

Adopt Resolution Nos. 98-R57, 98-R58, 98-R59, and 98-R60.
V. SCHEDULED ITEMS
A. CONTINUED PUBLIC NUISANCE APPEAL - for property located at 146 S. Motor Avenue, Dba:
“Foothill Foundry, Inc.”, Kalathur Pattabiraman. Recommendation: Continue the Public Nuisance
Appeal hearing to the October 19, 1998, City Council meeting.
VI. OTHER BUSINESS/CITY COUNCIL
A. COUNCILMEMBER ROCHA
1. Discussion regarding the 1999 4th of July Parade.
2. Discussion regarding speed humps as a traffic slowing device @Pasadena, between 11th and 13th Streets,
and also on Homerest Street (City side).
VII. CLOSED SESSION
A. CONFERENCE WITH LEGAL COUNSEL - EXISTING LITIGATION (Gov. Code Sec. 54956.9 (a)):
Johnson v. City of Azusa, Case No. Los Angeles Superior Court #BC 1924900.
VIII. ADJOURNMENT
A. Adjourn to Monday, September 14, 1998, 6:30 p.m. in the Light and Water Conference Room, in order to
conduct interview for City Board and Commissions.
