PEDROZA JR., SUPERINTENDENT OF PUBLIC WORKS VIA: RICK COLE,CITY MANAGER te_S,_/ DATE: NOVEMBER 2,1998 SUBJECT: CITY WIDE CURB PAINTING Recommendation Approve Residential Addressing Service to preform city wide curb address painting and solicit door to door donations and approve the donation by Residential Addressing Service to be designated to the Band Shell Fund.. Background The Police Department has requested the curb addresses be repainted city wide in order to respond to emergency calls. The last time curb painting was performed city wide was in 1987 by the East San Gabriel Valley Consortium for a cost of$8,503.32 to the City.. Staff has located a reputable company,Residential Addressing Service(RA.S.),who has performed this service for cities throughout the Orange and Los Angeles Counties. R.A.S. will perform this service at no cost to the City of Azusa. They estimate it will take three months to paint 6,600 single family units as well as commercial. The curbs will be painted first, after which,they will solicit door to door for a donation of $8.00, but will accept any monetary amount. R.A.S. will upon completion of solicitation, donate up to 20%of collected proceeds to the City for a worth while cause. Staff is recommending that these proceeds be designated toward the Band Shell Fund. Staff will ensure that R.A.S. obtain a City solicitation business licence as per AMC Section 18-1169,to include weekly charges of$30.00 and fingerprinting with the Azusa Police Department,a public right-of- way permit as per AMC Section 62-2, and obey the Manner of Solicitation as per AMC Section 18-1144. Our goal has always been to work closely with city officials and keeping the residents happy. We are able to comply with the most rigorous licensing demands including in house non-profit requirements. The city of Aar can even designate who will receive Ilse doesdon. We always,comply with all city regulations and ordinances. Our history speaks for itself RA Residential Addressing offers to repaint all address uunabers in Azusa(residential and commercial)at absolutely no charge to the city,resident or business owner. When approved for licensing, we can complete the task of curb addressing in most cities in two to three months depending on the population. We will solicit voluntary donations from local residents and business owners. The notice placed an every door will have our phone number and address. We have a full time office where residents call 800 368.2878 and speak to a"reel" person if they have concerns or to place special orders. Our office staff is trained in customer service etiquette and can address any concern with the resident. Each resident will be notified 24 hours in advance that curb painting will be done. Received Oct-27-98 12: 10pm from CCITT G3 4 PUBLIC WORKS DIV page 9 Our procedure is as follows: I. The curb is cleared off of overgrowth,old paint is scraped off, and debris is swept away, 2. Then reflective safety spheres are applied by air pressure. 3. Within one to two days after completion of work, a representative will be by to ask for a voluntary donation. There will be only one contact per address, 4. Our representative will record each address he/she goes to, making note if a correction or special order is requested. They will carry identification and fill in a report sheet of the events each night. 5. Any address corrections will be done within three days of our being notified (No painting is done on Sunday.) We keep a daily record of each address painted and collected, what happens at each door, a running balance of incoming donations, expenses, number of addresses painted, and who collect,painted and notified each area. Please find enclosed for your intbrmation a copy of the flyer we are currently using, and a sample proposed for your city. PEDROZA JR., SUPERINTENDENT OF PUBLIC WORKS VIA: RICK COLE, CITY MANAGER DATE: NOVEMBER 2, 1998 SUBJECT: TERMINATION OF HOUSEHOLD HAZARDOUS WASTE COLLECTION PROGRAM It is with deep regrets the staff must inform the citizens of Azusa that the Household Hazardous Waste Collection Program must come to an end effective December 19, 1998. The grant received by the California Integrated Waste Management Board prohibits the program from continuing regardless of demand. The seven cities who participated in the program are currently working with consultant for innovative ways in which to continue this program. We have till January to find a solution, but until then we must inform the public that there are only two more events available in which to dispose of Household Hazardous Waste. The remaining two dates are November 21 and December 19, 1998. Thereafter,we will have to depend on the Los Angeles County Round-ups which are far and few between. We have called this program"too successful" due to the high demand from the public and no other programs available. We have had to turn away residents from as far away as Pomona, Hacienda Heights, Pasadena and Claremont. The program has received materials from over 650 participants totaling 74,000 pounds of household waste. The average cost for collecting this material is averaging sightly over$ 100.00 per vehicle.
