HomeMy WebLinkAboutMinutes - August 04, 2020 - CC, Special Meeting CITY OF AZUSA MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL TUESDAY, AUGUST 4, 2020 – 6:30 P.M. The City Council of the City of Azusa, met in Special Session at the above date and time in the Azusa Auditorium located at 213 E. Foothill Boulevard, Azusa, CA 91702. Meeting was held via video conference only. REGULAR SESSION Mayor Gonzales called the meeting to order at 6:30 P.M. ROLL CALL: Roll call was taken by City Clerk Cornejo. PRESENT: COUNCILMEMBERS: GONZALES, MACIAS, ALVAREZ, AVILA, MENDEZ ABSENT: COUNCILMEMBERS: NONE ALSO PRESENT Elected Officials: City Clerk Cornejo. Staff Members: City Manager Gonzalez, City Attorney Sanchez, Chief of Police Bertelsen, Director of Community Resources Carpenter, Director of Public Works/City Engineer Delgadillo, and Chief Deputy City Clerk Garcia. PUBLIC COMMENT None. APPROVAL OF LICENSE AGREEMENT FOR USE OF NORTH RECREATION CENTER FOR COVID-19 TESTING SITE BY AND BETWEEN COUNTY OF LOS ANGELES AND CITY OF AZUSA LOCATION 340 N. ORANGE PLACE, AZUSA City Manager Gonzalez provided background information on the item stating that the County of Los Angeles approached the City regarding a location site for Covid-19 testing and Staff identified the North Recreation Center due to size and parking availability; County Supervisor Solis worked with the Los Angeles County Health Department regarding the logistics to bringing a site to Azusa; and the County will contract with Optum Health for the operation of the site. Director of Community Resources Carpenter presented the Staff Report stating that the contract between Optum Health and the County of Los Angeles has been executed; a final site visit with Optum was conducted; it is anticipated that there will be three testing lines within the North Recreation Center (NRC), 8 Optum staff members will be conducting testing, and it is proposed that 18-36 people will be tested per hour; operations will be conducted Tuesday-Saturday from 7 a.m. to 7:00 p.m.; the operator will be responsible for set up, disinfecting high touch areas, and security; City Staff will be responsible for marking parking spaces and the opening and closing of the facility; the License Agreement was revised to include mutual indemnification for both the County and the City; and the City is requesting an infection control plan with regard to their employees. In response to questions posed by the Council, Director of Community Resources Carpenter stated that Staff will be available during their regularly scheduled times, there is no additional cost; testing appointments will be scheduled online; testing is free, however insurance may be billed; and people can sign up for testing as often as they would like, repeat testing is not limited. City Manager Gonzalez added that the term of the agreement is through the end of the calendar year and there is a 15 day termination clause. City Attorney Sanchez stated that the City Manager would have the authority to terminate the agreement. In response to questions posed by the Council, Director of Community Resources Carpenter stated that due to proximity of the location, she would be able to monitor the testing site; each appointment should last a maximum of 15 minutes; maximum testing capacity is 18-36 people at one time; the role of the security guard is to ensure that people are not lingering; the facility is a cooling center which will be moved to the gym; and Parks Staff will not be affected by the opening of the testing facility as foot traffic can be rerouted. City Manager Gonzalez stated that the facility met all of the requirements of the County and the operator; this testing site is a community benefit; and the City is not incurring any costs and the County is paying for costs to administer the site. City Attorney Sanchez stated that there will be no cost out of pocket but the City will look into adding language to the agreement which will indicate that testing will be free. City Manager Gonzalez responded to additional questions stating that he believes the testing site will be utilized by Azusa residents, however it will be offered County-wide; and it was conveyed to the staff of Supervisor Solis that City staff and elected officials were caught off guard by the announcement that Azusa will be the new testing site prior to the City being made aware. Discussion ensued regarding the requested provision stating that residents will receive testing free of charge. Moved by Mayor Pro-Tem Macias, seconded by Councilmember Mendez and carried by unanimous vote of the Council to authorize the City Manager to execute the license agreement for use of city facilities for COVID testing, by and between the County of Los Angeles and the City of Azusa; approval is subject to non-substantive changes approved by the City Attorney and City Manager; and subject to the provision providing that residents will receive testing free of charge. AYES: COUNCILMEMBERS: GONZALES, MACIAS, ALVAREZ, AVILA, MENDEZ NOES: COUNCILMEMBERS: NONE COUNCIL COMMENTS Councilmember Avila commended Staff for their work on bringing a testing site to the community; and reminded everyone to submit their 2020 Census form. Councilmember Mendez commended Staff for their work; and commended Chief of Police Bertelsen, the Police Department, and the Fire Department for the work done during the recent fire. Mayor Gonzales thanked Staff for their hard work; and requested an update on the Dam Fire at the August 17 City Council Meeting.
