As Council Member Diane Beebe requested at the January 5, 1999 City Council meeting, the
following is a synopsis of the funding sources and budget status of the City of Azusa Addition and
Alteration Project:

The Police Facility Addition and Alteration Project has undergone many changes since the planning
stages of November 1993. The evolution of the project was made possible by securing adequate
funding and with the support of the entire City family. Due to the nature of remodeling existing
buildings and connecting them with a new essential services building, it was anticipated that there
would be many challenges to overcome.However,the project is now near completion and will result

in the City having an adequate public safety facility.All the components required for the completion
of the project have been substantiated through documentation prepared and maintained by the Police
Department and are available for further review.

should have reviewed each of the 72 possible development proposals in specific detail before
adopting the redevelopment plan. The trial court upheld the program EIR, finding that the
environmental
analysis was done in the manner required by law. "Friends of Mammoth" has appealed the trial
court's decision.
If the Court of Appeal does not uphold the trial court's decision, the result could make it
much more difficult and expensive for cities to use program EIRs, in redevelopment or other areas.
Under CEQA, a detailed program EIR would make it possible for many subsequent activities to be
found within the scope of the described project and no further environmental documents would be
required.
The amicus brief will focus on the importance of cities' being able to engage in a program
level of environmental review to retain flexibility in eliminating blight. The brief will also focus on
cities as lead agencies being able to rely on direction from the CEQA Guidelines and on the judicial
interpretation of those Guidelines.
Fiscal Impact
There is no cost to the City to participate as an amicus curiae.
