RE: CONSULTING CONTRACT WITH AN EXISTING EMPLOYEE
Recommendation: Deliberate in Closed Session, and approve the Consulting Contract with Mr.
Robert Bowcock.
Background: Mr. Bowcock has been an employee of Azusa Light& Water Department since
1991 as the Water Operations Manager. Recently, Mr. Bowcock expressed that he has had
several contacts from outside entities wanting him to work for them as a consultant to provide
services relating to water utility issues. He also expressed that he would like to continue to
provide limited services to Azusa on matters that he is currently being involved in, and those
projects that he has the qualification and knowledge to continue to their completion. It is also
my desire to retain Mr. Bowcock for a reasonable time period in order to (1) provide a smooth
transition, (2) provide an opportunity for some of our existing employees in the Water Division
to gain the knowledge and experience that are required to manage the Water Division, so they
can compete for the position when it is opened for recruitment.
This contract will become effective when both parties have executed, providing Mr. Bowcock
has tendered his official resignation as a regular full-time employee of the City.
Fiscal Impact: During his contract period, there will be salary savings. The net savings depends
on the length of the contract.
