RE: Waiving of formal bidding and award purchase of Inlex/DRA Z39.50
Software and Hardware upgrade to DRA
RECOMMENDATION
Staff recommends that the purchase of Z39.50 server software and Hardware upgrade
as configured in attached quote be awarded to INLEX/DRA for the upgrade of the
existing electronic catalog system. Purchase price (including tax) is $45,551.00. Staff
recommends that the City Council pass the attached Resolution waiving formal sealed
bids in accordance with Azusa Municipal Code Section 2-536 due to the fact that
INLEX/DRA is a sole source provider.
BACKGROUND
Collections are accessed manually at the Library site via"dumb" terminals directly
linked to INLEX/DRA automated Library system. No dial in access available at this
time. The upgrade of the existing system to an NT Server to allow the integration of
Z39.50, a software standard that defines a protocol by which bibliographic and holding
information can be shared across disparate systems will be incorporated into the existing
configuration, and expanded telecommunication services will allow greater access to
resources for the patron. The existing system has been in operation since 1993.
The goal is to migrate the existing Hewlett Packard system over to a Client Server
environment using the DRA WEB/NET products for a seamless interface from the
Internet to local resources. The first step in this process, upgrading our current system,
both hardware and software will provide access to future resources through the Internet
and World Wide Web.

This project has been funded through grant monies from Library Services Technology
Act and the Public Library Fund, there will be no impact to the General Fund.
