B. Presentation of Certificates of Recognition to Leticia Vasquez and Elizabeth
Vargas, 1st place winners for the L.A. County at FHA/HERO (Home Economics
Related Occupations) competition held at Long Beach State University.
Principal of Azusa High School - and ms listen, Certificates of recog. They explained the
award/competition.
C. Presentation of Plaques to Mary M. Howard of Foothill Views and JH
Management Company of Edgewood Center for their commitment to excellence
in Azusa.
City Manager Cole - Mary M. Howard and Steve Seffer of Edgewood Center and listen to other names for JH
Management - Irene Avilas and Alice Lukemias - ask rick for correct spelling.
D. In honor of Flag Day, June 14, 1999, Councilmember Beebe will read City’s
tribute to our Flag. Diane read.
II. PUBLIC PARTICIPATION
1. Lorraine Somes - Miss Azusa Scholarship Program - coming events. Co exe dir miss azusa - turn
around, lynette sumner - not present preparing for miss california - will be participating in the 4th of
July program. Thanked council for support.
2. Elsie Magana head start parent - she read letter - wage cut for teachers in the head start program.
Against. Rick responded have reduced some of the scheduled hours to address budget constraints.
Mayor - compile the information and report to cncl. Rocha - conditions of the head start trailers
are deplorable, rick the roof will be repaired soon. Hardison - would like to see where cuts are. Keep
parents informed.
3. Edwardo Ozeta - congressman martinez - every second Thursday rep is at the senior center at 11:30
a.m., pat stevens. Applause on the river .
4. Peggy martinez - dir downtown azusa association - thanks to joe rocha for the Saturday clean ups -
she recognized all. Dba is creating a clean street award - a gold broom - congrats to john broderick
for citizen of the year and to curtis napier for volunteering. Pine wood derby in August and sand
castle bldg. Pine wood derby 812-5818 - listen to request aug 5 and aug 11 more info to follow.
Aug creating a year 2000 calendar - artists will be students from the school - requested all
organizations to submit info for the calendar by September. Pine wood derby - park and rec will
supply wood, challenge among department heads, and dave.
REPORTS, UPDATES, COUNCIL BUSINESS AND ANNOUNCEMENTS FROM STAFF
Cole - NIZ had a successful mtg, next mtg 6/29 murray school, 6/23 6:30 at mountain view school niz
meeting.
For neighbors to have input before the public hearing process.
Budget - slides - beginning presentation - review the key highlights of the budget. He presented slides - he
provided background on the state budget. Ask steve for copy of slides.
Revenue generating - RMI - Rick presented. Ought not to spend too much money looking for money.
Listen to rick. Not bringing for approval just to alert cncl to the idea for exploration. Did before.
Dellamas? Geoff responded, we did this two times in the p ast management services institute, and david m.
griffith, staff has taken over the fees and charges issue, the rmi proposal looks at cost cutting measures.
The firm will identify or give a new look for cost cutting measures. Beebe - questions - the contract disturbs
her. $65,000 cost, payment terms, ideas 1/6 will have to, reporting issues, reimbursement to rmi, billing
for services at cost plus 10%. Madrid - concern - not cutting services , swim, seniors, etc. And look at
their track record.
Stanford - reso honoring rachel poe, recently, he read part of the thanks you card from rachel. E-mail from
family in the 900 block of north dalton - concern with trash in the street relating to commercial buildings one
block over. Y2k - story in the la times - las vegas doing work, stock mkt, 6/13 at 12;30 P.M. Marachi
playing in the family fest 99. Would like to cancel 6/21 - public hearings - discussion - m/b agendize, u/c
Handle meeting bus of 6/21 on the 28, Carried, beebe dissenting. Quorum will meet to continue the
public hearings.
Hardison - wheelchair ramp construction - he received report - no clear direction from engineering
department.

Beebe - american cancer society -award - she raise d$1800, team raised 4,100, team spirit shared with
mayor team, listen to criteria, goal to raise 25,000, and raised 41,000, certificats of participation. Thanks to
apu for hosting the events. Announced another fundraiser play for kids golf tournment on 6/ Contact

Rocha - thanked all who helped with family fest 99 setup, clean up, chile cook off, prayer for families sal
martinez and carlos ramon, edwin williams, and carmen alva.

III. SCHEDULED ITEMS
A. CONTINUED PUBLIC HEARING - on Code Amendment No. 211, revising and updating Article XII of
Title 88 of the Azusa Municipal Code, “Surface Mining and Reclamation”.
Bruckner - reason for code amendment - questions by council at the last meeting, local government has a lot
of laditute, but cannot impose conditions by listen, see staff report. They added language to the purpose and
intent part of the ordinance. On page five of the ordinance item number 5 should be struck and be
renumbered. Hardison voiced listen. Madrid comments - roy - these are adopted reclamation plans for
these facilities - they have to comply - beebe - transit mix site - final land use. Roy - azusa rock quarry
is in the same boat - none have been identified at this time. Listen to roy - comments.
Rick - regulated/cncl has asked that that be expanded, and the other responsibility is admin of the city, we
have a significant interest of our own, contact epa/clear would like to develop comprehensive to this
approach. Recommendation: Conduct Public Hearing; receive testimony, close the Hearing. Waive further
reading and adopt Ordinance No. 99-O10, approving Code Amendment No. 211. S/h close u/c approve

B. PUBLIC HEARING - on a request for a zone change from M-2 to M-1, general plan amendment from
HI to LI, a subdivision of 1 parcel into 4 in order to construct 4 speculative industrial buildings for the
property located at 1301 W. Foothill Blvd, Azusa, - Chapter 88-235 & 88-570 (b).
Azusa herald on may 27, 1999.Bruckner - addressed the issue will occupy a vacant parcel on /listen to roy,
pc rec approval with conditions as amended. Questions from mayor, parkway/trees - roy responded.
Hardison - property to east and west do not have walkways - looking for consistency. Roy responded.
New, changes, listen, have a lot of different options and are taking a long term view. Hardison two entry
ways - is there a plan for ? Would like to do what? MAYOR easement for parking lot - roy - the applicant
has not proposed any changes to the median. Listen. Beebe - concrete sidewalk - will never be at the top
of our program. Should request meandering, not straight sidewalk.
Applicant - kevin coleman - fence - not a proposed fence its old, there will be a block fence on the north
property line, on the east and west there is exising block fence and the west? Will be removed, greenery will
be out front, listen.
He responded to sidewalk question - he agreed at the request of the city. Uses - small manufacturing,

Beebe - large sales tax generators? Listen. Utility users? Yes. Fencing - 8' high wrought iron? Is not
going to be on plan. There are six foot block walls on the east west and back, not in front. Meandering -
he preferred a straight sidewalk. Rick - comments. They will remain straight. testimony - none. Close

applicant if they would agree.

D. PUBLIC HEARING - to receive and consider evidence and reports presented relative to the City’s
Schedule of Fees and Charges for various services. Recommendation: Open the Public Hearing and
hear from Staff.

E. Building Code Adoption - proposed Ordinance amending Chapter 14 of the Azusa Municipal Code,
Adoption of California Building Standards Codes (1998 Edition), and adoption of the Uniform Housing
Code (1997 Edition). Recommendation: Waive further reading and introduce the proposed
ordinance, and set the Public Hearing for June 28, 1999. Beebe comments - listen,hardison -
comments - listen Lengthy discussion. Local adoptions, July 1, 1999, state adoptions, local area

IV. CONSENT CALENDAR E, B/s u/c
A. Approval of Minutes. Recommendation: Approve minutes as written.
B. Resolution granting an amendment to the existing Permit to Calmat Company, for the continued
use of City Well No. 1903119. The amendment to the permit allows both Calmat and the City the
ability to engage in a groundwater banking option-use program, insuring a managed water supply to
both entities. Recommendation: Adopt Resolution No. 99-C75, approving the amendment.
C. Community Development Block Grant, HOME Investment Partnerships, and Assisted Housing
Programs Three-Year Cooperative Agreement. The City has participated in the CDBG program
since 1974. To remain eligible to participate, it is necessary to enter into a three-year cooperation
agreement with the County of Los Angeles, covering period July 1, 2000 to June 30, 2003.
Recommendation: Adopt Resolution No. 99-C76, approving the three-year cooperation agreement
and authorize the Mayor, City Clerk and City Attorney to execute same.
D. 5th Cycle Used Oil Block Grant, Third Year and Consulting Services Agreement with J. Michael
Huls, R.E.A. This is the last of the Third year used oil recycling program, which will re-establish the
Certified Collection Centers and J. Michael Huls will coordinate all grant activities. Recommendation:
Approve the Agreements and authorize Mayor and City Manager to execute same.
E. Human Resources Action Items. Recommendation: Approve.
Merit Increases: P. Branconier.
Flexible Staffing Promotional Appointment: P. Branconier, Water Utility Worker II, effective 11/1/98.
Reclassification: M. Delano, Programmer Analyst, effective 6/8/99.
New Appointment: R. Fuentes, Street Maintenance Worker II, pending physical & background.
Separations: R. Lingo, Jailer, effective 6/3/99.

F. Agreement for Sr. Referral and Case Management with Santa Anita Family Service. Council
approved the “Sr. Referral and Case Management”, a Community Development Block Grant Program
on January 9, 1999. Santa Anita Family Service (SAFS), a nonprofit organization, is providing these
services. The Agreement is for period July 1, 1999 through June 30, 2000. Recommendation:
Approve the Agreement with SAFS and authorize the Mayor or designee to execute on behalf of City.
G. Enabling Agreement between the City of Azusa and Williams Energy Marketing & Trading
Company. The Agreement will facilitate any future wholesale short-term power transactions between
the parties. Recommendation: Approve the Agreement and authorize the Mayor to execute upon the
preparation of execution copies. Furthermore, delegate the authority to the City Manager or his
designee to enter into future short-term transactions that may arise under the Agreement.
H. Two separate resolutions authorizing payment of warrants by the City. Recommendation:
Adopt Resolution Nos. 99-C77 and C78.
V. AGENCY CONSENT CALENDAR 10: 30 p.m.,
A. Approval of Minutes. Recommendation: Approve minutes as written.
B. Proposed Second Amendment to the Owner Participation Agreement with Azusa Senior Partners,
L.P. On April 13, 1993, the Agency Board entered into an OPA for the rehabilitation of 147 senior
housing units, providing a $535,000 subordinate loan in exchange for 30 very low income housing
units for a 30-year period. The OPA was amended on February 1, 1999, when the project was
transferred from American Retirement Villas to Azusa Senior Partners, L.P. (Meta Housing). Meta
Housing desires to refinance the first loan on the project, and requires Agency Board approval to
subordinate its loan. Recommendation: Adopt Resolution No. 99-R25, authorizing the subordination
of the new loan with Azusa Senior Partners, L.P., and authorize the Chairperson to execute.
C. Resolution authorizing payment of warrants by the Agency. Recommendation: Adopt Resolution
No. 99-R26.

A. CONFERENCE WITH LEGAL COUNSEL - EXISTING LITIGATION (Gov. Code Sec. 54956.9 (a)). In
re: matter of Casmalia Disposal Site, Santa Barbara, California.

Workshop and to consider item regarding the purchase of Padmount Transformers.
