PRELIMINARY BUSINESS • Call to Order • Pledge to the Flag • Invocation - Reverend Leroy of the Assembly of God Church. • Roll Call • Ceremonial - None. II. PUBLIC PARTICIPATION (Person/Group shall be allowed to speak without interruption up to five (5) minutes maximum time, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker’s questions or comments, shall be handled after the speaker has completed his/h e r comments. Public Participation will be limited to sixty (60) minutes time.) A. No scheduled speakers. REPORTS, UPDATES, COUNCIL BUSINESS AND ANNOUNCEMENTS FROM STAFF III. SCHEDULED ITEMS “If you challenge the City’s proposed actions in court, you may be limited to raising those issues that you or someone else raised at the public hearings described in this Agenda, or in any written correspondence delivered to the City on or prior to the public hearing.” A. CONTINUED PUBLIC HEARING - on Code Amendment No. 210 relating to Signs in Commercial Zones. Recommendation: Table this matter pending re-discussion of the proposed ordinance by the Planning Commission as requested at the June 28, 1999, Council meeting. B. CONTINUED PUBLIC HEARING - to receive and consider all evidence and reports presented relative to the City’s schedule of fees and charges for various services. Recommendation: Continue to the meeting of July 19, 1999. C. PUBLIC HEARING - to consider an amendment to the City’s Water System Development and Annexation Fees Adjustment. Recommendation: Open the Public Hearing; receive testimony, close the Hearing. Waive further reading and adopt Resolution No. 99-C89, amending the Water System Development Fee and waive further reading and adopt Resolution No. 99-C90, amending the Water System Annexation Fee. D. Requirement for Meandering Sidewalks and 975 N. Todd Avenue. Recommendation: The City Council should take appropriate action. IV. CONSENT CALENDAR The Consent Calendar adopting the printed recommended action will be enacted with one vote. If Staff or Councilmembers wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. A. Approval of Minutes. Recommendation: Approve minutes as written. B. Request for Proposals (RFP) for the position of Head Start Mental Health Professional. This position is mandated under Head Start Performance Standards issued by the U.S. Department of Health and Human Services. The Head Start/State Preschool program is funded annually for a Mental Health Professional to serve children and their families. Recommendation: Approve the RFP for the position. C. Human Resources Action Items. Recommendation: Approve. Merit Increases: M. Criswell, K. Godbey, and R. Torres. Promotional Appointment: T. Avila, Police Officer Trainee, effective July 1, 1999. Leave Request: K. McMath, Community Services Officer, effective July 22-October 4, 1999. D. Contract for operation of Head Start/State Preschool Programs for 1999-2000. Recommendation: Approve the agreement and authorize its execution. E. Letter of Opposition - AB 83 - Taxation of Artist/Musician Home Occupation Businesses. If Assembly Bill 83 becomes law, it will prohibit cities in Los Angeles County from licensing home businesses of writers, musicians, directors or other creative artists occupations and the legislation could eventually lead to a significant loss of revenue for the City by prohibiting licensing of home occupations in general. Recommendation: Authorize the Mayor to sign the attached letter in opposition of AB83. F. Letter of Opposition - SB 402 - Binding Arbitration. If Senate Bill 402 becomes law, it will mandate a system of compulsory and binding arbitration for settlement of collective bargaining disputes with police and fire unions. The League of California Cites advises that such a procedure could destroy the good-faith collective bargaining needed for successful employer-employee relations. Recommendation: Authorize the Mayor to sign attached letter in opposition of SB 402. G. Blanket Purchase Orders over $5,000 FY 1999-2000. Each year at this time the Council approves routine blanket P.O.’s for the upcoming year. Recommendation: Approve the issuance of the blanket P.O.’s detailed on the attached scheduled. 07/06/99 PAGE TWO CONVENE JOINTLY AS CITY COUNCIL AND THE REDEVELOPMENT AGENCY IN ORDER TO CONDUCT THE FOLLOWING: V. JOINT REDEVELOPMENT AGENCY AND CITY COUNCIL ITEMS A. Loan Agreement by and between the Redevelopment Agency of the City of Azusa and the City of Azusa. The Redevelopment Agency’s primary source of revenue is property tax increment. Tax increment can only be used to pay debt. In order to fund the Agency’s operating and administrative expenses, the Agency requests that the City’s General Fund advance funds to the Agency for its budgeted operating costs, creating debt. This allows the Agency to receive additional tax increment revenues to pay for and reimburse these costs back to the City’s General Fund. Recommendation: Waive further reading and adopt Resolution No. 99-R29, (Agency), requesting loans from the City of Azusa for purposes of the Merged Redevelopment Project Area; and Waive further reading and adopt Resolution No. 99-C91, (City), authorizing loans for purposes of the Merged Redevelopment Project Area. B. Adoption of the 1999 CEQA Guidelines. The City of Azusa last amended its CEQA guidelines in 1998. They are once again in need of amendment to reflect current State Law and judicial decisions, and are attached for review and approval. Recommendation: Waive further reading and adopt Resolution No. 99-C92, (City), and No. 99-R30, (Agency), amending and adopting local guidelines for implementing the California Environmental Quality Act (“CEQA”) VI. AGENCY CONSENT CALENDAR The Consent Calendar adopting the printed recommended action will be enacted with one vote. Recommendation: Approve minutes as written. B. Planning and Administrative Costs/Low-to-Moderate Income Funds. Per Redevelopment Law, planning and general administrative costs related to programs and activities and authorized under Section 33334.2 of the Health and Safety Code may be paid with 20% Set-Aside Low-to-Moderate Income Housing funds. A Resolution making a finding that the planning and administrative expenses to be funded from the low and moderate income housing fund are necessary for the production, improvement or preservation of the community’s supply of low and moderate income housing is presented for approval. Recommendation: Adopt Resolution No. 99-R31. VII. ADJOURNMENT A. Adjourn “In compliance with the Americans with Disabilities Act, if you need special assistance to participate in a city meeting, please contact the City Clerk at 626-812-5229.
