SUBJECT: Offer of Employment for Downtown Project Manager(Economic Development
Specialist) Position
RECOMMENDATION
It is recommended that the Agency Board authorize the offer of employment for the Downtown
Project Manager (Economic Development Specialist) position to Mr. Robert Paz at step 3 of the
salary range, contingent upon passing a physical examination and background investigation.
BACKGROUND
Agency staff and the Department of Human Resources have completed a comprehensive solicitation
and appraisal of candidates for the position of Downtown Project Manager. As a result of this
process,staff is recommending a formal offer of employment to Mr.Robert Paz,at the above-noted
salary step.
Mr. Paz's most recent professional work experience has been as a project consultant directing a
planning process funded by the Weingart Foundation aimed at developing and implementing a
community-wide vision for the "Lincoln Heights Urban Village". Prior to this, he was employed
for nearly nine years with Barrio Planners Inc.with specific oversight responsibility for the Lincoln
Heights area of Los Angeles. As Barrio Planners'representative for the firm's contract with the City
of Los Angeles to operate the East Los Angeles Minority Business Development Center, Mr. Paz
had direct responsibility for SBA loan packaging and technical assistance to small businesses. He
also managed a number of successfully completed exterior storefront facade renovation projects as
part of his work with Barrio Planners on behalf of the City of Los Angeles.

WORK PROGRAM RESPONSIBILITIES
The Downtown Project Manager will serve as the Project Manager for downtown revitalization,and
will have the following responsibilities on a number of projects and programs which are either
underway or which the Agency is prepared to undertake:
1. Downtown Revitalization Program, including implementing the vision and strategy to be
developed by the Red Team for marketing and attracting business development opportunities to
Downtown Azusa, marketing available properties/opportunities, and continuing the revitalization
efforts for the Downtown core;
2. Downtown Business Association liaison providing a direct point of contact at City Hall for the
Downtown Business Association promotions and activities.
3. Management of several key Downtown projects/opportunities including the Rite Aid Drug Store,
Block 36(southeast corner of Foothill Boulevard and Azusa Avenue),the Talley Building(619-621
North Azusa Ave.), and development/renovation opportunities at Azusa Avenue/Fifth Street, and
at other opportunity sites along the Azusa Avenue corridor.
FISCAL IMPACT
The Downtown Project Manager(Economic Development Specialist)position is fully funded in the
approved FY 1999-2000 Redevelopment Agency Annual Budget.
